There may be those who have some general recognition of terms like the United Nations (UN) Agenda 21 or 2030, the World Economic Forum (WEF), or perhaps even the Great Reset. Sustainable Development Goals might be familiar language to others. Some may even have a deeper knowledge of what these terms or organizations are about. If not, this article is intended to provide a summary of each and how they have led the world to its current state.
In 1992, President G.H.W Bush signed Agenda 21 at Rio de Janeiro. Agenda 21, also named as Sustainable Development (SD), was never formally signed by Congress, however in 1993, President Clinton created the President’s Council on Sustainable Development (PCSD) via Executive Order 12852 which essentially integrated SD into all federal legislation.
Agenda 21 contains 40 chapters, covering topics such as cities, health, education, biodiversity, women & children, biotechnology, and protecting the land and oceans. It is a very difficult and repetitive document to read, however there are easily missed themes in each. Highlights that are easily missed include the reference to the use of technology, utilization of genetic resources, data collection, role of science, and economics.
When it comes to Agenda 21, the true purpose was ”to intentionally transform the economic development model for the first time in human history”, a nice follow-up to the UN Declaration of a New International Economic Order in 1974, and its “Programme of Action“. This will come up again in the technocracy discussion.
This agenda was signed by 178 countries thus creating a global agenda.
Once Agenda 21 was integrated into the federal government by 1999, and passed further down to states through legislation, President G.W. Bush began implementing some of the goals such as the 2002 No Child Left Behind Act which started data collection on students, and the Patriot Act that advanced surveillance on Americans. President Obama tightened this grip on student data collection with the Every Student Succeeds Act (ESSA) in 2015. These type of laws commenced the beginning of data collection on youth as “future generations“ of Americans, and which will also resurface in the technocracy discussion.
Agenda 21 chapters were condensed into a more readable and easily understood version with the UN adoption of Agenda 2030 in 2015, along with its 17 Sustainable Development Goals (SDG) which included more specific goals and targets. Agenda 2030 is explained in more depth here.
The United States adopted Agenda 2030 and has been “committed“ to its implementation, at least up until 2025 when it was rejected. However, this may be a sleight of hand as SD had already been deeply embedded into legislation while cities and states still operate under its goals, with continued student indoctrination.
So, from 1992 to 2015 the framework solidly integrated both SD agendas into laws, and education, that would build upon the data collection through surveillance systems. A technological framework was all that was left to finish the job.
Enter the World Economic Forum (WEF) with its vast global corporate partnerships in the fields of technology, healthcare, media, banking, energy, education, food, and many others. A Search by Industry tab can be found on the bottom left side. Corporations have their own organization to promote the SDGs while the UN has its own corporate partnerships for the same reasons.
In 2019. the UN and WEF signed a Strategic Partnership Framework for the 2030 Agenda. Part of that framework was financing Agenda 2030 in specific areas, such as health, digital cooperation, and education. However, as will be seen, this framework has extended into every facet of life. That agreement is now seven years old and corporate profits, along with control, have continued to surge, along with corporate manipulation over the media, consumers, and society.
The next phase is the Great Reset, otherwise known as the Fourth Industrial Revolution (4IR). The intent is changing “us”, and creating a “different economic model”, a massive scheme for global socialism through fascism delivered by technocracy.
Event 201 was a tabletop exercise on a pandemic scenario, held in October, 2019, just before the Covid-19 event. Covid-19 was used to integrate several objectives into society such as increasing online activity (education, employment), collecting data on humans (40.2), shopping, and propelled Americans towards “technology for communication“. Increased use of technology, data collection, and economic shifts were all outlined in Agenda 21. The role of science in SD, also highlighted in Agenda 21, could be seen with Dr. Fauci and his constant reference to “follow the science“ that began the trend to reject all opposing science. Thus began the trajectory that science overruled a representative government, another technocracy foundation.
The “new normal“ was described by WEF founder Klaus Schwab. In fact, within a short few months in 2020, he was able to write and publish a book on the pandemic, Covid 19: The Great Reset, describing all of the marvelous changes that were being laid upon the world, and what changes were yet to come in the “economic, societal, geopolitical, environmental and technological” sectors. Just as the UN has its code names, Agenda 21 and Agenda 2030 for SD, WEF’s code name is the Great Reset for its 4IR. But again, both boil down to transforming the economy and achieving the SDGs.
4IR was forced upon the world by the Covid-19 event and what the world is experiencing right now, a transformation to technological and scientific dependence. Some may perceive it as global socialism or fascism, and yes, those elements are present. A shift to socialism is seen in the U.S. and both Agenda 21 and 2030 are based on collectivism themes. And yes, there has been an increasing government shift in partnerships with the private sector, called public-private partnerships or P3 (30.7, 17.17), a form of fascism. But this also came from the UN agendas, and WEF exponentially advances it. Going back to the quote that SD was actually about transforming the economy, via the 4IR, capitalism is being challenged with a socialist economy through stakeholder capitalism.
The 4IR is driven by technology beginning with online activity that was accelerated with Covid-19. Everything is changing over to the internet, the digital age, and digital activity powers the 4IR. The digital economy, communication, ID, healthcare, employment, shopping, personal finances, education…these are just a few areas being overpowered by the digital age.
Next is technology connecting all devices together, “connectivity“, called the Internet of Things (IoT) that powers the 4IR. All internet activity data can be shared between devices as seen today with smart phones, in-home appliances, cars, healthcare, shopping, and education, essentially all data conducted over the internet. Over time the goal is to have the Internet of Everything (IoE).
Using the internet, data collection is the next 4IR objective. From Agenda 21, down to the 4IR, it has all been about data collection. With internet technology, this data collection has exploded. However, what to do with all that data?
Data centers are the solution. The aggressive push to build more of them is an indicator of just how much data has already been collected on everyone and every speck of life. However, that massive amount of data is beyond what any human can sort through so analyzing it becomes a priority. That can be achieved through artificial intelligence (AI) of course. One may think that when Agenda 21 was created the idea of AI was non-existent. Not so, AI was conceived during the 1930’s, born in the 1950’s, and is very relevant to technocracy.
AI is the unnamed element in Agenda 21 for data analysis throughout the chapters. Data centers and AI will be used to control everything from the economy to how society lives. AI agents are used to manipulate and determine how one shops; control education through online learning and AI created propaganda software that dictates what is learned along with student compliance data; personal finance and spending habits are already tracked through online banking with digital money; humans are used as lab rats to make AI better (pg 11); and AI advances genetic manipulation in food while having an “impact on nearly every aspect of the human experience.”
In probably what is the biggest violation of state rights in history, the White House is working on an AI framework that would prevent any state from designing its own laws for AI use.
Though not named as technocracy, Agenda 21 contained the heart of it. Data collection was covered in Chapter 40, the Scientific and Technological Community is described in Chapter 31, Science is promoted in Chapter 35, and corporate influence over transforming social systems is highlighted in Chapter 30. Using technology, it is this corporate influence now being used to force economic and societal change as explained at the 44” mark in this Alex Newman video.
Just like a recipe is provided but without identifying the end result, all of these Agenda 21 chapters contain the recipe for the science of social engineering, technocracy. By its own government, America is being devoured by technocracy via AI.
Agenda 21 did not provide the term technocracy, but it is the management of a society by technical experts that is data driven. The original technocracy movement began in the 1930’s around the same time AI was conceived, but drifted away with WWII. The foundation for the technocratic movement was a monetary system based on energy where energy certificates would be issued instead of money, and there would be technocratic control over all production and consumption, also highlighted in Agenda 21.
With the advent of advanced technologies, Agenda 21 has come full circle and is being fully implemented via the 4IR by WEF. The first technocracy experiment now begins in Gaza. The plan for the war torn area is to create a region “governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee.” Gaza will be the technocratic city that is governed by full surveillance and data collection with technocrats and AI driving all decisions. Iran may be on the table for the same (pg 3) and the Gulf Cooperation Council (GCC) is getting ready for technocratic control. All aspects of society, and government, will be controlled by this model, just as all areas of life were addressed in Agenda 21.
Many details are left out but the important factor is how little Agenda 21 was understood when introduced, and has now been generally forgotten. But the current state of affairs was clearly born out of its words. All facets of life are now bowing to control with technologies that execute Agenda 21 objectives, only to be accelerated at an unbelievable rate with the current administration. As Patrick Wood explains, the process of tokenizing assets is already happening while Wall Street is doing the same.
Whenever a new issue surfaces, think first of Agenda 21, what chapter covers that subject, and how technocracy plays a role implementing it. Something as simple as the Save Act originates from Agenda 21 and 2030, especially meeting SDG 16.9, but it is really intended to move everyone one step closer to a digital ID.

Whether one needs to learn more about this, or is just being reminded, the original Agenda 21 has had more impact on the world than was realized. Understanding it is in the final implementation stages should be an alarm to how close the world is to fall under technocratic control.
