WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) issued the following statement after voting in favor of the Senate Amendment to H.R. 1, the One Big Beautiful Bill Act.
The reconciliation package now heads to President Trump’s desk to be signed into law ahead of Independence Day.
“Today, I voted to deliver what effectively will result in the single largest tax cut in American history for the American People, and to bolster border and military resources to keep our communities safe,” said Congressman Fulcher. “While I believe there are additional provisions that should have been included in the final bill, this legislation delivers significant wins for hardworking families, codifying key aspects of President Trump’s policy agenda into law. It promotes economic growth by stopping a 22% tax hike through the extension of the 2017 Tax Cuts and Jobs Act, and it eliminates taxes on tips and overtime—a measure I introduced and have fought hard for. It will strengthen American energy and lower costs by expediting permitting processes. Additionally, H.R.1 will provide law enforcement and military personnel with the resources to finish the border wall, secure our homeland, and strengthen our national defense. The House has our work cut out for us over the weeks and months ahead to continue to deliver on the mandate the American people gave us, but we are off to a solid start.”
Included in the reconciliation package is language to eliminate the federal income tax on overtime pay, a tax initiative Congressman Fulcher introduced in the House in the 118th Congress and again earlier this year.
Bill Background
H.R. 1 provision highlights include:
- Makes the 2017 Trump tax cuts permanent–protecting the average taxpayer from a 22 percent tax hike;
- Incorporates Congressman Fulcher’s bill, the KEEP Act, to eliminate taxes on overtime, along with eliminating taxes on tips and car loan interest, and cuts taxes on seniors’ social security benefits;
- Lowers the cost of borrowing for America’s farmers;
- Provides critical resources to finish border wall construction, secure the border, and assist frontline officers in interdiction of deadly illicit drugs, such as fentanyl, at ports of entry;
- Expedites the U.S. Liquified Natural Gas (LNG) export process;
- Invests in water infrastructure in the West;
- Increases timber sales on federal lands and requires long-term timber contracts;
- Increases personal accountability to help lift Americans out of poverty by establishing work requirements for able-bodied working-age adults who do not have dependent children or elderly parents in their care.
