{"id":8745,"date":"2019-03-27T08:00:05","date_gmt":"2019-03-27T14:00:05","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=8745"},"modified":"2024-09-23T22:56:40","modified_gmt":"2024-09-24T04:56:40","slug":"idaho-legislators-citizens-beware","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/idaho-legislators-citizens-beware\/","title":{"rendered":"Idaho Legislators &#038; Citizens Beware"},"content":{"rendered":"<p>Although not completely confirmed, it appears the Landscape Conservation Cooperatives (<a href=\"https:\/\/redoubtnews.com\/2017\/03\/kiss-idaho-goodbye-major-land-takeover\/\" target=\"_blank\" rel=\"noopener noreferrer\">LCC<\/a>) may be on the way out, partially due to lack of continued funding. In a scramble, how will these partnerships between non-governmental organizations (NGO), federal agencies, state agencies, and land trusts continue as a large network to accomplish their large landscape conservation goals?<\/p>\n<p>There are several organizations picking up the pieces and their amassing may be a bigger threat to us than the LCCs. They are reorganizing and in doing so are becoming more aggressive. Everyone needs to become familiar with these organizations, where they do their work, their goals, and who the individual players are.<\/p>\n<p>One of the most concerning is the Center For Large Landscape Conservation (<a href=\"http:\/\/largelandscapes.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">CLLC<\/a>). <a href=\"http:\/\/largelandscapes.org\/collaborators\/\" target=\"_blank\" rel=\"noopener noreferrer\">Partners<\/a> include the usual, federal agencies, Western Governor&#8217;s Association (WGA), large NGOs, even the United Nations (UN). At the helm is Director Gary <a href=\"http:\/\/largelandscapes.org\/people\/gary-m-tabor\/\" target=\"_blank\" rel=\"noopener noreferrer\">Tabor<\/a>, an IUCN <a href=\"https:\/\/www.iucn.org\/commissions\/world-commission-protected-areas\/our-work\/connectivity-conservation\" target=\"_blank\" rel=\"noopener noreferrer\">participant<\/a>, Senior Conservationist Rob <a href=\"http:\/\/largelandscapes.org\/people\/rob-ament\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ament<\/a>, and Renee <a href=\"http:\/\/largelandscapes.org\/people\/renee-callahan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Callahan<\/a> who promotes public <a href=\"http:\/\/largelandscapes.org\/our-work\/advocating-policy-champions-ecological-connectivit\/\" target=\"_blank\" rel=\"noopener noreferrer\">policy<\/a>. Because public funding for LCCs is drying up, CLLC has now created a &#8220;fiscally sponsored&#8221; project, the &#8220;catalyst fund&#8221; to bring in those desperately needed dollars.<\/p>\n<p>Although the catalyst fund was set up by the Network For Landscape Conservation (<a href=\"http:\/\/landscapeconservation.org\/about\/network-overview\/\" target=\"_blank\" rel=\"noopener noreferrer\">NLC<\/a>), Jonathan <a href=\"http:\/\/largelandscapes.org\/people\/jonathan-peterson\/\" target=\"_blank\" rel=\"noopener noreferrer\">Peterson<\/a> from the CLLC is the fund manager. The NLC coordinating <a href=\"http:\/\/landscapeconservation.org\/about\/people\/coordinating-committee\/\" target=\"_blank\" rel=\"noopener noreferrer\">committee<\/a> includes members from the Heart of the Rockies, Yellowstone to Yukon (Y2Y), National Park Service, Nature Conservancy, US Fish &amp; Wildlife Service, Wildlands <a href=\"https:\/\/wildlandsnetwork.org\/wildways\/western\/\" target=\"_blank\" rel=\"noopener noreferrer\">Network<\/a>, land trusts, Bureau of Land Management, US Forest Service, and Gary Tabor. A full list of all NLC partners can be found <a href=\"http:\/\/landscapeconservation.org\/about\/partners-and-affiliates\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, and it ain&#8217;t pretty. Suffice to say, both CLLC and NLC are pretty much the same individuals and groups.<\/p>\n<p>The catalyst <a href=\"http:\/\/landscapeconservation.org\/wp-content\/uploads\/2019\/01\/NLC-Catalyst-Fund_Announcement_final.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">fund<\/a> is a &#8220;five-year national grant program to &#8220;accelerate the pace and practice of collaborative conservation at the landscape scale&#8221;, funded by foundations. While they claim land conservation is &#8220;community-grounded&#8221;, it is well known they mean their NGO partners, not local citizens, and &#8220;building capacity&#8221; is meant to increase their strength in numbers.<\/p>\n<a href=\"https:\/\/gemstatepatriot.com\/blog\/wp-content\/uploads\/2019\/03\/NLC-Catalyst-Fund_Announcement_final.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\" data-toolbar=\"top\" data-toolbar-fixed=\"on\">NLC-Catalyst-Fund_Announcement_final<\/a>\n<p>Led by Rob Ament, CLLC has an even more aggressive <a href=\"http:\/\/largelandscapes.org\/media\/publications\/Wildlife_Connectivity_Opportunities_for_State_Legislation_2019_0tQOD3h.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">plan<\/a>, targeting state legislators and agencies. In order to advance their, and other NGO <a href=\"http:\/\/largelandscapes.org\/projects\/projects\/ecological-connectivity-policy-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">connectivity<\/a> goals, the target will be integrating their wildlife corridor agenda into legislation and policy. The WGA already conspired against us with the 2008 Wildlife Corridor <a href=\"https:\/\/arc-solutions.org\/wp-content\/uploads\/2012\/03\/Western-Governors-Association-2008-Corridor-Initiative-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Initiative<\/a>, being used by the <a href=\"http:\/\/largelandscapes.org\/media\/publications\/Recent-progress-on-wildlife-corridor2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">CLLC<\/a> as one justification for their corridor agenda. And why wouldn&#8217;t they, CLLC served on the WGA working policy <a href=\"http:\/\/largelandscapes.org\/projects\/projects\/western-governors-associations-wildlife-corridor-i\/\" target=\"_blank\" rel=\"noopener noreferrer\">groups<\/a> that led to wildlife policy initiatives in 2010 and 2013, with multiple other NGOs serving as part of the Western Wildlife Habitat Council (<a href=\"http:\/\/www.channelingreality.com\/environment\/wga_wildlife08.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">pg 8<\/a>) for initiative implementation. Data <a href=\"http:\/\/www.environment.transportation.org\/pdf\/wildlife_ecosystems\/wgwc-whitepaperdraft.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">collection<\/a> and mapping were also initiated as part of the agenda. Wildlife corridors are not the end to the saga, eventually, there will be mandates for <a href=\"http:\/\/www.futura-sciences.us\/dico\/d\/sustainable-development-ecological-corridor-50000683\/\" target=\"_blank\" rel=\"noopener noreferrer\">ecological<\/a> corridors, <a href=\"https:\/\/www.forestry.sa.gov.au\/Conservation\/Biodiversity-Corridors\/\" target=\"_blank\" rel=\"noopener noreferrer\">biodiversity<\/a> corridors, <a href=\"http:\/\/habitatcorridorproject.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">habitat<\/a> corridors, <a href=\"https:\/\/www.spa.usace.army.mil\/Portals\/16\/docs\/civilworks\/regulatory\/Stream%20Information%20and%20Management\/Improving%20Riparian%20Buffer%20Strips.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">riparian<\/a> corridors, practically any <a href=\"https:\/\/conservationcorridor.org\/the-science-of-corridors\/\" target=\"_blank\" rel=\"noopener noreferrer\">excuse<\/a> to create one, which will eventually suck up all land for restricted or banned use. In other words, control over land use, and people.<\/p>\n<a href=\"https:\/\/gemstatepatriot.com\/blog\/wp-content\/uploads\/2019\/03\/Wildlife_Connectivity_Opportunities_for_State_Legislation_2019.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\" data-toolbar=\"top\" data-toolbar-fixed=\"on\">Wildlife_Connectivity_Opportunities_for_State_Legislation_2019<\/a>\n<p>Returning to the Wildlife Connectivity document, CLLC has developed strategies for integration of their objectives into state legislation and policy. The truth is, <a href=\"http:\/\/largelandscapes.org\/media\/publications\/SO_3362_PlanPriorities.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">CLLC<\/a> has already decided where these wildlife corridors should be in Idaho and will lobby for the appropriate legislation, as well as having their Idaho Fish &amp; Game (IDFG) buddies put them into policy. On page 2 is a map of priority areas, one of which is the US 20\/SH87 Complex, located in Island Park (IP), Idaho. In 2016, Y2Y came in full bore with their front group to have three wildlife overpasses built at Targhee Pass based on false wildlife vehicle collision data, but IP <a href=\"http:\/\/sipwo.weebly.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">citizens<\/a> fought back, exposed the Y2Y agenda for corridors and connectivity, their embedded relationship with IDFG and the Idaho Transportation Department (ITD), and how the overpass decision was pre-determined. In the most recent Environmental Assessment, the overpasses will not be built. Idahoans in other priority areas are encouraged to take note, the same will be tried in your area. As can be seen, attempts to create wildlife corridors are already being conducted.<\/p>\n<p>There is nothing in the IDFG 2018-2021 Strategic <a href=\"https:\/\/idfg.idaho.gov\/sites\/default\/files\/annual-strategic-plan-fy-2018-2021.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">plan<\/a> for wildlife corridors or connectivity, this is one policy CLLC will want changed, along with State Wildlife Action Plans (<a href=\"https:\/\/defenders.org\/sites\/default\/files\/publications\/linking_conservation_and_land_use_planning.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">SWAP<\/a>) for integration of wildlife corridors. Following are a few of those CLLC strategies.<\/p>\n<p><em>&#8220;Delegate a state agency to develop&#8230;a wildlife corridor identification pr<\/em><em>ocess, using &#8220;best available science&#8221;<\/em> for criteria. As previously noted CLLC has already identified the corridors and developed their science for identification, it is already a done deal. <a href=\"https:\/\/greatnorthernlcc.org\/sites\/default\/files\/documents\/IDFG_GNLCC_Funding_Request_Proposal_FINAL_v2_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">IDFG<\/a> employee Gregg Servheen, Wildlife Program <a href=\"https:\/\/nwllc.confex.com\/nwllc\/2014\/webprogram\/Person371.html\" target=\"_blank\" rel=\"noopener noreferrer\">Coordinator<\/a>, has been in on this from the beginning, to suggest delegating a state agency for this agenda is ludicrous. NGOs will lobby legislators to <em>&#8220;establish state policy to guide the management of identified corridors&#8221;<\/em>. But as seen above, there will be no need for guidance, it will be convincing legislators to put their already determined management into legislation.<\/p>\n<p><em>&#8220;The state agency r<\/em><em>esponsible for this program should have the autonomy to evaluate and apply site-specific management and work <\/em><em>cooperatively with stakeholders. In addition to state agency-initiated corridor identification, the legislation might also include a process for the public to submit a petition to designate a corridor.<\/em>&#8221; IDFG will be the state agency since they are already involved, and are already autonomous as an executive agency overseen by a Governor appointed <a href=\"https:\/\/idfg.idaho.gov\/about\/commission\" target=\"_blank\" rel=\"noopener noreferrer\">commission<\/a>. Since wildlife have already been &#8220;&#8230;declared to be the property of the state of <a href=\"https:\/\/legislature.idaho.gov\/statutesrules\/idstat\/Title36\/T36CH1\/SECT36-103\/\" target=\"_blank\" rel=\"noopener noreferrer\">Idaho<\/a>&#8220;, that leaves Idahoans out of any decisions. The petition rubbish is for NGO members to create, giving a false appearance that there is public support for this corridor agenda. It has been done by them before on other issues, and is another reason for the capacity building.<\/p>\n<p><em>&#8220;Legislators can require relevant state agencies to conduct statewide connectivity analyses using the best available science.&#8221;<\/em> Connectivity <a href=\"https:\/\/idfg.idaho.gov\/old-web\/docs\/wildlife\/collisionReport345.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">studies<\/a> have already been <a href=\"https:\/\/wildlifemanagement.institute\/outdoor-news-bulletin\/april-2017\/idaho-and-wmi-cooperate-reduce-wildlife-vehicle-collisions-and\" target=\"_blank\" rel=\"noopener noreferrer\">conducted<\/a> on wildlife linkage <a href=\"https:\/\/www.nfwf.org\/westernmigrations\/Documents\/idaho-state-action-plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">areas<\/a> on Idaho roads <a href=\"https:\/\/www.cbd.int\/doc\/pa\/tools\/Keeping%20Wildlife%20Populations%20Connected%20Through%20Habitat%20Corridors.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">and<\/a> by American <a href=\"https:\/\/www.sciencebase.gov\/catalog\/item\/54949828e4b023f70296f7d6\" target=\"_blank\" rel=\"noopener noreferrer\">Wildlands<\/a>. Wildlife corridors are used as linkage points between existing protected areas for connectivity.<\/p>\n<p><em>&#8220;State legislation could include a provision that directs a state\u2019s wildlife authority responsible for the <\/em><em>SWAP to develop a revision that formally recognizes habitat connectivity as a priority as well as includes actionable management items to identify and <u>conserve<\/u> wildlife corridors.&#8221;<\/em> CLLC knows dang well IDFG is responsible for <a href=\"https:\/\/idfg.idaho.gov\/swap\" target=\"_blank\" rel=\"noopener noreferrer\">SWAP<\/a> which is considered a &#8220;living&#8221; document that can be <a href=\"https:\/\/idfg.idaho.gov\/sites\/default\/files\/swap-review-coordination-sgcn.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">updated<\/a> as new data becomes available, how convenient for the CLLC agenda. While connectivity is currently addressed in different <a href=\"https:\/\/idfg.idaho.gov\/sites\/default\/files\/swap-yellowstone.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">SWAP<\/a> sections, it is yet to be a priority, which is a CLLC goal.<\/p>\n<p><em>&#8220;State agencies governing the management of wildlife, transportation, and energy should be required <\/em><em>to develop BMPs for habitat connectivity. In areas where habitat corridors have been identified, these BMPs should be legally binding to ensure that habitat connectivity and wildlife movement are preserved.&#8221; <\/em><em>&#8220;State legislators could direct relevant state agencies to develop BMPs to protect habitat connectivity <\/em><em>and wildlife movement for all activities permitted on state lands that are likely to otherwise result in environmental harm.&#8221;<\/em> Another area that has already been implemented between <a href=\"https:\/\/www.nfwf.org\/westernmigrations\/Documents\/idaho-state-action-plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">IDFG<\/a> and <a href=\"https:\/\/islandparkus20.com\/wp-content\/uploads\/2017\/01\/IDFG-ITD-MOU-7-15-15.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">ITD<\/a>, and enhanced through the ITD <a href=\"https:\/\/www.environment.fhwa.dot.gov\/env_initiatives\/eco-logical.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Ecological<\/a> approach <a href=\"https:\/\/www.environment.fhwa.dot.gov\/env_initiatives\/eco-logical\/AnnualReports\/annualreport_2013-14.aspx#itd\" target=\"_blank\" rel=\"noopener noreferrer\">agreement<\/a> with the Federal Highway Administration, which just happens to be a CLLC <a href=\"http:\/\/largelandscapes.org\/collaborators\/\" target=\"_blank\" rel=\"noopener noreferrer\">partner<\/a> as well. Once again Rob <a href=\"https:\/\/westerntransportationinstitute.org\/wti_people\/rob-ament\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ament<\/a> and Gregg Servheen are <a href=\"https:\/\/www.environment.fhwa.dot.gov\/env_initiatives\/eco-logical\/webinars\/webinar_11122015.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">involved<\/a>.<\/p>\n<p><em>&#8220;There are many potential policy approaches to encouraging conservation action on private lands. The <\/em><em>most well-known approach is a conservation easement&#8230;&#8221;<\/em>. Within the McArthur Lake Wildlife <a href=\"http:\/\/largelandscapes.org\/projects\/projects\/western-governors-associations-wildlife-corridor-i\/\" target=\"_blank\" rel=\"noopener noreferrer\">Corridor<\/a> aggressive action has already taken land for <a href=\"https:\/\/www.molpus.com\/about-us\/news\/nationally-recognized-north-idaho-forests-conserved.html\" target=\"_blank\" rel=\"noopener noreferrer\">easements<\/a> by federal and Idaho agencies in partnerships with NGOs. Forever prohibiting land use is the goal with wildlife corridors.<\/p>\n<p><em>&#8220;Authorize state agencies to institute public-private partnerships&#8230;fund state programs to engage citizens in citizen-science projects&#8230;that need additional data for decision-making around connectivity policymaking&#8230;request information from citizens&#8230;to <\/em><em>help inform where wildlife corridors exist&#8230;&#8221;<\/em>. IDFG is already moving towards <a href=\"https:\/\/gemstatepatriot.com\/blog\/idaho-fish-game-evolving-corporatism\/\" target=\"_blank\" rel=\"noopener noreferrer\">corporatism<\/a>, aided by federal <a href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2019-01\/IB4934.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">legislation<\/a>. The &#8220;<a href=\"https:\/\/idahoseniorindependent.com\/idaho-master-naturalist\/\" target=\"_blank\" rel=\"noopener noreferrer\">citizen-science<\/a>&#8221; actually references the IDFG Idaho Master Naturalist <a href=\"https:\/\/idfg.idaho.gov\/master-naturalist\" target=\"_blank\" rel=\"noopener noreferrer\">program<\/a> which <a href=\"https:\/\/y2y.net\/work\/who-with-our-partners\/partners-h-p\" target=\"_blank\" rel=\"noopener noreferrer\">partners<\/a> with Y2Y, and since the data has already been collected for connectivity corridor linkages, the stage has been set to feed it to legislators. Other data collection is already in place through the <a href=\"https:\/\/idfg.idaho.gov\/data\" target=\"_blank\" rel=\"noopener noreferrer\">IFWIS<\/a>, a <a href=\"https:\/\/idfg.idaho.gov\/species\/partners\" target=\"_blank\" rel=\"noopener noreferrer\">member<\/a> of <a href=\"http:\/\/www.natureserve.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">NatureServe<\/a>, with a special category for land management and conservation which is not accessible to the general public. The Great Northern LCC already created the Decision Support System (<a href=\"https:\/\/databasin.org\/galleries\/5c51bde995e84581b444b9bec7942b43\" target=\"_blank\" rel=\"noopener noreferrer\">DSS<\/a>) called Data <a href=\"https:\/\/databasin.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Basin<\/a>, in which Gregg <a href=\"https:\/\/greatnorthernlcc.org\/sites\/default\/files\/documents\/IDFG_GNLCC_Funding_Request_Proposal_FINAL_v2_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Servheen<\/a> participated with his &#8220;best <a href=\"https:\/\/greatnorthernlcc.org\/supported-science\/118\" target=\"_blank\" rel=\"noopener noreferrer\">science<\/a>&#8220;.<\/p>\n<p>There is a rather large section in the connectivity document for wildlife corridor funding through general fund appropriations, constitutional amendments, federal and foundation initiatives, and conservation <a href=\"https:\/\/www.fws.gov\/endangered\/landowners\/conservation-banking.html\" target=\"_blank\" rel=\"noopener noreferrer\">banking<\/a>, claiming that all of this enjoys &#8220;wide citizen support&#8221;. They mean themselves.<\/p>\n<p>In addition to analyzing how he could interject his <a href=\"http:\/\/largelandscapes.org\/media\/publications\/Federal-agency-planning-for-wildlife1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">agenda<\/a> into federal policy, Rob Ament also reviewed federal policy <a href=\"http:\/\/largelandscapes.org\/media\/publications\/Recent-progress-on-wildlife-corridor2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">progress<\/a> for connectivity. Since there is increasing federal support for wildlife corridors via Sec. <a href=\"https:\/\/www.doi.gov\/pressreleases\/secretary-zinke-prioritizes-conservation-big-game-migration-corridors\" target=\"_blank\" rel=\"noopener noreferrer\">Zinke<\/a> Secretarial Order <a href=\"https:\/\/www.doi.gov\/sites\/doi.gov\/files\/uploads\/so_3362_migration.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">3362<\/a>, and the <a href=\"https:\/\/wildlife.org\/new-legislation-would-establish-system-of-wildlife-corridors\/\" target=\"_blank\" rel=\"noopener noreferrer\">reintroduced<\/a> Wildlife Corridor <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/7232\/text\" target=\"_blank\" rel=\"noopener noreferrer\">Act<\/a>, Mr. Ament may be right. The Sierra <a href=\"https:\/\/angeles.sierraclub.org\/news\/blog\/2019\/01\/proposed_national_wildlife_corridors_protection_legislation_2019_congress\" target=\"_blank\" rel=\"noopener noreferrer\">Club<\/a> helped write the legislation, along with other <a href=\"https:\/\/wildlandsnetwork.org\/wp-content\/uploads\/2018\/12\/Wildlife-Corridors-Conservation-Act-of-2018-Conservation-Groups-Sign-On-Letter.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">NGO<\/a> support (Y2Y, ICL, GYC among them).<\/p>\n<p>The truth is, <a href=\"http:\/\/largelandscapes.org\/media\/publications\/SO_3362_PlanPriorities.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">CLLC<\/a> and the National Wildlife Federation (<a href=\"https:\/\/www.nfwf.org\/westernmigrations\/Documents\/idaho-state-action-plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">NWF<\/a>) have already created the &#8220;best science&#8221; to justify where wildlife corridors should be in Idaho, it is just a matter of telling legislators and IDFG where they want them, without consideration of Idaho citizens, or local jurisdictional authority. However, since <a href=\"https:\/\/greatnorthernlcc.org\/supported-science\/42\" target=\"_blank\" rel=\"noopener noreferrer\">IDFG<\/a> was paid to inform the <a href=\"http:\/\/boise.eventful.com\/events\/wildwayscorridorsoflife-screening-and-conservation-\/E0-001-096361583-6\" target=\"_blank\" rel=\"noopener noreferrer\">public<\/a>, one should assume Idahoans already know. Mentioned in the NWF document are &#8220;Proposed wildlife crossings&#8221;, one way in which corridors can be created using exaggerated wildlife vehicle collision data.<\/p>\n<p>It is never about land protection or conservation, it is about taking control over land use. <a href=\"http:\/\/colabvc.org\/wildlife-corridors-already-wild\/\" target=\"_blank\" rel=\"noopener noreferrer\">Citizens<\/a> in <a href=\"https:\/\/www.cityofventura.ca.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ventura<\/a>, California understand this as they <a href=\"https:\/\/www.vcstar.com\/story\/news\/politics\/2019\/02\/01\/ventura-county-wildlife-law-amended-passed\/2684631002\/\" target=\"_blank\" rel=\"noopener noreferrer\">fought<\/a> land use <a href=\"https:\/\/docs.vcrma.org\/images\/pdf\/planning\/HCWC\/PC-Hearing-Powerpoint.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">restrictions<\/a> with their wildlife corridor, and <a href=\"https:\/\/www.vcstar.com\/story\/news\/politics\/2019\/03\/13\/wildlife-measure-ventura-county-board-of-supervisors-passes-restrictions\/3111022002\/\" target=\"_blank\" rel=\"noopener noreferrer\">lost<\/a>. Not only do their restrictions involve rezoning 30% of land, it also devalues the land, destroys the <a href=\"https:\/\/www.youtube.com\/watch?v=6Pd6d-qrP60\" target=\"_blank\" rel=\"noopener noreferrer\">agriculture<\/a> sector, and increases <a href=\"http:\/\/colabvc.org\/thomas-fire-highlights-risk-wildlife-corridor-restrictions\/\" target=\"_blank\" rel=\"noopener noreferrer\">fire<\/a> risks. For all Idahoans, let this be a lesson to learn if wildlife corridors are imposed, the same set up for this garbage is in play here.<\/p>\n<p>Idaho does have a statute that is suppose to protect private property <a href=\"https:\/\/legislature.idaho.gov\/statutesrules\/idstat\/Title67\/T67CH65\/SECT67-6508\/\" target=\"_blank\" rel=\"noopener noreferrer\">rights<\/a> in local land use planning, however, NGOs are already taking a look at local <a href=\"https:\/\/northamerica.wcs.org\/Wild-Places\/Yellowstone-and-Northern-Rockies\/High-Divide-of-Montana-Idaho\/Wildlife-and-Private-Lands.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">zoning<\/a> and land use <a href=\"https:\/\/static1.squarespace.com\/static\/566c8fc740667a1cc16e4b82\/t\/58b49529197aea15434a3380\/1488229678262\/Reedetal2014.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">ordinances<\/a> for conservation design changes. Idahoans may want to consider working with county commissioners to integrate a ban on wildlife corridor designation in local land use policies before the NGOs get to them.<\/p>\n<p>Potential NGO <a href=\"https:\/\/sos.idaho.gov\/elect\/lobbyist\/2018\/EmpLob.html\" target=\"_blank\" rel=\"noopener noreferrer\">lobbyists<\/a> for this CLLC agenda include Rialin Flores, Conservation Voters for <a href=\"https:\/\/cvidaho.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Idaho<\/a>; Suzanne Stone, Defenders of <a href=\"https:\/\/defenders.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wildlife<\/a> (<a href=\"https:\/\/defenders.org\/publication\/planning-connectivity\" target=\"_blank\" rel=\"noopener noreferrer\">DOW<\/a>); Jonathan Oppenheimer, Idaho Conservation <a href=\"https:\/\/www.idahoconservation.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">League<\/a> (<a href=\"https:\/\/y2y.net\/work\/who-with-our-partners\/partners-h-p\" target=\"_blank\" rel=\"noopener noreferrer\">ICL<\/a>); Brian Brooks, Idaho Wildlife <a href=\"https:\/\/www.idahowildlife.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Federation<\/a> (<a href=\"https:\/\/y2y.net\/work\/who-with-our-partners\/partners-h-p\" target=\"_blank\" rel=\"noopener noreferrer\">IWF<\/a>); Willam Whelan, The Nature <a href=\"https:\/\/www.nature.org\/en-us\/about-us\/where-we-work\/united-states\/idaho\/contact-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">Conservancy<\/a> (<a href=\"https:\/\/y2y.net\/work\/who-with-our-partners\/partners-q-z\" target=\"_blank\" rel=\"noopener noreferrer\">TNC<\/a>); and Michael Gibson, Trout <a href=\"https:\/\/www.sharetheoutdoors.com\/2018\/02\/20\/trout-unlimited-applauds-initiatives-recognizing-importance-of-fish-and-wildlife-migration\/\" target=\"_blank\" rel=\"noopener noreferrer\">Unlimited<\/a> (<a href=\"https:\/\/y2y.net\/work\/who-with-our-partners\/partners-q-z\" target=\"_blank\" rel=\"noopener noreferrer\">TU<\/a>), all of which, except one, are Y2Y partners, which partners with CLLC.<\/p>\n<p>In 2015, the United Nations Environment Program (UNEP) launched the connectivity conservation <a href=\"https:\/\/www.unep-wcmc.org\/news\/unep-launches-global-connectivity-conservation-project\" target=\"_blank\" rel=\"noopener noreferrer\">project<\/a>, &#8220;which will provide policy and legislative tools and resources to national governments, non-governmental organizations and other stakeholders.&#8221; A UNEP World Conservation Monitoring Centre (UNEP-<a href=\"https:\/\/www.unep-wcmc.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">WCMC<\/a>) was set up with the IUCN World Commission on Protected Areas (IUCN <a href=\"https:\/\/www.iucn.org\/commissions\/world-commission-protected-areas\" target=\"_blank\" rel=\"noopener noreferrer\">WCPA<\/a>), a CLLC <a href=\"http:\/\/largelandscapes.org\/collaborators\/\" target=\"_blank\" rel=\"noopener noreferrer\">partner<\/a>. Their <a href=\"https:\/\/www.unep-wcmc.org\/about-us\/partners\" target=\"_blank\" rel=\"noopener noreferrer\">partners<\/a> include &#8220;national governments&#8221;, but who needs that partnership when you have Gary Tabor doing the work for them at a state level.<\/p>\n<p>The Connectivity Conservation Specialist Group, of which <a href=\"https:\/\/conservationcorridor.org\/ccsg\/\" target=\"_blank\" rel=\"noopener noreferrer\">CLLC<\/a> provides support along with the <a href=\"https:\/\/www.iucn.org\/theme\/protected-areas\/about\/protected-areas-categories\/category-iv-habitatspecies-management-area\" target=\"_blank\" rel=\"noopener noreferrer\">IUCN<\/a>, wants to <a href=\"https:\/\/conservationcorridor.org\/2017\/05\/nature-needs-half\/\" target=\"_blank\" rel=\"noopener noreferrer\">protect<\/a> 50% of natures land mass, interfere with transportation <a href=\"http:\/\/conservationcorridor.org\/ccsg\/transport-working-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">projects<\/a> to execute their goals with Rob Ament as a member of the working group, all the while using corridors for <a href=\"https:\/\/conservationcorridor.org\/2017\/05\/saving-species-by-connecting-habitats\/\" target=\"_blank\" rel=\"noopener noreferrer\">connectivity<\/a>. Remembering CLLC Director Gary Tabor is an IUCN <a href=\"https:\/\/www.iucn.org\/commissions\/world-commission-protected-areas\/our-work\/connectivity-conservation\" target=\"_blank\" rel=\"noopener noreferrer\">member<\/a>, he is also Vice <a href=\"http:\/\/largelandscapes.org\/people\/gary-m-tabor\/\" target=\"_blank\" rel=\"noopener noreferrer\">Chair<\/a> of the WCPA Connectivity Conservation Working Group, bringing the UN right to your front door. These facts are why the CLLC and NLC regrouping is more threatening to us than the LCCs.<\/p>\n<p>Yep, no need to worry folks, just sit back and relax. The UN, NGOs, individuals, and the government have this all figured out for you, where you can live. how you can use your private property, and how Idaho should be reconfigured for animals. Representation by local officials is no longer needed so don&#8217;t worry about practicing self-<a href=\"https:\/\/www.merriam-webster.com\/dictionary\/self-government\" target=\"_blank\" rel=\"noopener noreferrer\">governance<\/a>, or functioning as a <a href=\"https:\/\/haciendapublishing.com\/articles\/political-spectrum-part-ii-%e2%80%94-center-democracy-or-constitutional-republic\" target=\"_blank\" rel=\"noopener noreferrer\">Republic<\/a>, there is no conspiratorial shadow <a href=\"https:\/\/en.wikipedia.org\/wiki\/Shadow_government_%28conspiracy%29\" target=\"_blank\" rel=\"noopener noreferrer\">government<\/a> operating here, or a deep <a href=\"https:\/\/www.dictionary.com\/e\/politics\/deep-state\/\" target=\"_blank\" rel=\"noopener noreferrer\">state<\/a>. Local county authority over land use has and will continue to be completely obliterated by these well thought out agendas, especially when the legislature has been infiltrated by NGO <a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2019\/id5379\/\" target=\"_blank\" rel=\"noopener noreferrer\">representatives<\/a>. It is all transparent.<\/p>\n<p>Perhaps we would all be wise to remember the <a href=\"https:\/\/www.youtube.com\/watch?v=Zw6sKtXDCZk\" target=\"_blank\" rel=\"noopener noreferrer\">sacrifices<\/a> made by our Founders, who so deeply understood tyrannical governments, and the price of freedom.
