Without that access, scammers can\u2019t use real numbers\u00a0to\u00a0deceive and\u00a0scam\u00a0Americans. The\u00a0Anti-Robocall\u00a0Multistate\u00a0Litigation Task Force\u00a0<a href=\"https:\/\/ncdoj.gov\/attorney-general-josh-stein-leads-bipartisan-coalition-to-stop-robocallers-from-misusing-legitimate-phone-numbers\/\" target=\"_blank\" rel=\"noreferrer noopener\">asked the FCC<\/a>\u00a0to work on this issue in 2021,\u00a0and\u00a0members of this\u00a0coalition\u00a0are\u00a0now responding to the FCC\u2019s proposed rules. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>\u201cIdahoans are tired of scammers swindling their families and flooding their phones with non-stop robocalls,\u201d&nbsp;<\/em><\/strong><em>said Attorney General Labrador.<\/em><strong><em>&nbsp;\u201cMy Consumer Protection Division works daily to educate people on how to avoid scams, but we need to hold telecom providers accountable at the source for allowing that illegal traffic in the first place. I am urging the FCC&nbsp;<\/em><\/strong><strong><em>strengthen<\/em><\/strong><strong><em>&nbsp;it\u2019s rules to cut off scammers before they can target Idaho families.\u201d<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, Americans\u00a0received approximately 29.6 billion\u00a0scam\u00a0robocalls and texts and lost\u00a0nearly\u00a0$2 billion\u00a0to these\u00a0scams.\u00a0Scammers used to\u00a0primarily\u00a0illegally\u00a0\u201cspoof\u201d\u00a0other people\u2019s phone numbers\u00a0to make it look like a call was\u00a0coming from a legitimate\u00a0company or government agency.\u00a0But scammers can\u2019t easily do this\u00a0anymore after the federal government and state attorneys general\u00a0took action to cut\u00a0down on\u00a0illegal\u00a0spoofing. Now, scammers often\u00a0purchase\u00a0legitimate phone numbers and use them to make\u00a0robocalls. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While most&nbsp;legitimate businesses&nbsp;use the same phone number for&nbsp;many years, scammers cycle through millions of&nbsp;brand new&nbsp;phone numbers, which helps them&nbsp;avoid detection&nbsp;by&nbsp;spam&nbsp;filters. In one North Carolina case, scammers&nbsp;made more than 17.3 million calls on a single day through one phone company \u2013&nbsp;but&nbsp;they&nbsp;generally&nbsp;didn\u2019t&nbsp;use the same number more than twice&nbsp;to make those calls, which is&nbsp;a&nbsp;common tactic among scammers. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the steps the FCC is already taking, the bipartisan attorneys general are asking the federal government to do more, including: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Require every company that\u00a0is authorized\u00a0to\u00a0purchase\u00a0and then\u00a0resell phone numbers in North America to\u00a0meet stronger certification\u00a0rules and share how and to whom they are assigning numbers. \u00a0<\/li>\n\n\n\n<li>Require these companies to\u00a0submit\u00a0regular reports about the sale and use of numbers,\u00a0so law enforcement can trace\u00a0illegal\u00a0robocalls back to the source. These reports will also help law enforcement\u00a0hold\u00a0all the companies in the\u00a0call path\u00a0accountable\u00a0for selling or transmitting\u00a0numbers used to conduct\u00a0illegal\u00a0robocalls. \u00a0<\/li>\n\n\n\n<li>Require people\u00a0and entities\u00a0that\u00a0are applying\u00a0to\u00a0access\u00a0phone numbers to\u00a0confirm\u00a0that they\u00a0won\u2019t\u00a0use them to make illegal robocalls.\u00a0<\/li>\n\n\n\n<li>Block the sale of phone numbers to entities that\u00a0aren\u2019t\u00a0tied to a calling or texting service.\u00a0Robocallers\u00a0often buy these numbers without linking them to a legitimate phone service, since they\u00a0don\u2019t\u00a0plan\u00a0on using\u00a0the numbers for legitimate calling and texting purposes. \u00a0<\/li>\n\n\n\n<li>Prohibit number cycling,\u00a0which is\u00a0when an entity buys lots of numbers and then uses them on a rotating, sometimes single-use basis to avoid being detected by tools that flag numbers used to make\u00a0illegal\u00a0robocalls.\u00a0<\/li>\n\n\n\n<li>Restrict the offering of trial numbers to discourage scammers from taking advantage of them to harm consumers.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Attorney General Labrador encourages Idahoans to visit\u00a0<u><a href=\"https:\/\/reportscamsidaho.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">ReportScamsIdaho.com<\/a><\/u>\u00a0for more resources on reporting, identifying and avoiding scams, or to file a consumer protection complaint. \u00a0<\/em><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>BOISE, ID\u00a0\u2014 Attorney General Ra\u00fal Labrador\u00a0and\u00a048\u00a0other\u00a0attorneys general\u00a0today called on\u00a0the Federal Communications Commission (FCC) to\u00a0strengthen\u00a0rules that would\u00a0cut off\u00a0scammers\u2019\u00a0access to\u00a0legitimate\u00a0telephone numbers.
