{"id":19698,"date":"2026-04-19T18:45:00","date_gmt":"2026-04-20T00:45:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=19698"},"modified":"2026-04-19T19:45:19","modified_gmt":"2026-04-20T01:45:19","slug":"blackfoot-we-have-a-problem-part-3","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/blackfoot-we-have-a-problem-part-3\/","title":{"rendered":"Blackfoot, We Have A Problem &#8211; Part 3"},"content":{"rendered":"\n<p>Blackfoot, We Have A Problem, Part <a href=\"https:\/\/gemstatepatriot.com\/blog\/blackfoot-we-have-a-problem-part-1\/\" target=\"_blank\" rel=\"noreferrer noopener\">1<\/a> and <a href=\"https:\/\/gemstatepatriot.com\/blog\/blackfoot-we-have-a-problem-part-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">2<\/a>, explored how local officials violated both state and local codes to push forward a proposed development that current residents oppose, and how Idaho courts have previously upheld that a city can go unpunished for code violations if a citizen is supposedly not harmed by those violations. This article will take a closer look at how residents are impacted by those decisions.<\/p>\n\n\n\n<p>Our <a href=\"https:\/\/billofrightsinstitute.org\/essays\/republican-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">Republic<\/a> was founded on the principle that a government derives all its powers from citizens through elected representation. It was based on the idea of civic engagement by citizens with their government and decisions would be derived from the rule of law. The <a href=\"https:\/\/constitutingamerica.org\/our-republican-form-of-government-guest-essayist-gary-porter\/\" target=\"_blank\" rel=\"noreferrer noopener\">power<\/a> is intended to be preserved with the people, but that too is being&nbsp;<a href=\"https:\/\/www.eli.org\/vibrant-environment-blog\/goodbye-public-participation\" target=\"_blank\" rel=\"noreferrer noopener\">taken<\/a> from them. Protection of individual <a href=\"https:\/\/billofrightsinstitute.org\/essays\/protecting-rights-in-a-free-society\/\" target=\"_blank\" rel=\"noreferrer noopener\">rights<\/a> also seems to be fading.<\/p>\n\n\n\n<p>As many may be aware, Americans have steadily lost this understanding over the years, and has not been taught to younger <a href=\"https:\/\/oconnorinstitute.org\/wp-content\/uploads\/When-and-Why-Did-America-Stop-Teaching-Civics_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">generations<\/a> for decades. Thinking has shifted from one of <a href=\"https:\/\/billofrightsinstitute.org\/activities\/handout-e-self-governance-and-american-self-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">self-governance<\/a> to the belief government is responsible for making all decisions for everyone. As Americans have lost this understanding of <a href=\"https:\/\/bakersfieldnow.com\/news\/nation-world\/civics-crisis-in-america-students-struggle-with-basic-government-knowledge-defending-education-erika-sanzi-interview-politics-learning\">civics<\/a>, and our civic <a href=\"https:\/\/usconstitution.net\/founding-fathers-on-civic-duty\/\">responsibilities<\/a>, government control has grown. Blackfoot is a prime example of why our government no longer works, elected officials think they know best and can do as they please. Perhaps the Blackfoot problem can help other Idaho cities understand the importance of taking back control of local government.<\/p>\n\n\n\n<p>Blackfoot is a small rural community of <a href=\"https:\/\/worldpopulationreview.com\/us-cities\/idaho\/blackfoot\" target=\"_blank\" rel=\"noreferrer noopener\">13.6k<\/a>, nestled between Idaho Falls and Pocatello, about 25 miles both ways. Its residents are friendly, hardworking, and independent. Many commute to the Idaho National Laboratory (<a href=\"https:\/\/inl.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">INL<\/a>), Idaho Falls, or Pocatello for higher-paying jobs. Its <a href=\"https:\/\/visitblackfoot.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">history<\/a> is agricultural, home of the Eastern Idaho State <a href=\"https:\/\/funatthefair.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fair<\/a>, Potato Capital of the <a href=\"https:\/\/www.onlyinyourstate.com\/trip-ideas\/idaho\/small-town-capital-id\" target=\"_blank\" rel=\"noreferrer noopener\">World<\/a>, and is a hop, skip, and jump to Yellowstone. Approximately 45% of Blackfoot land is non-taxable because of tax exempt status like State Hospital South, schools, churches, and government buildings, yet those entities utilize Blackfoot services. Without that added property tax, the <a href=\"https:\/\/idahobusinessreview.com\/2021\/04\/13\/housing-boom-spawns-growing-pains-in-blackfoot\/\" target=\"_blank\" rel=\"noreferrer noopener\">burden<\/a> of service costs, such as water and sewer, are carried by current residents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Water<\/h2>\n\n\n\n<p>Much like other areas in the state over the <a href=\"https:\/\/idwr.idaho.gov\/water-data\/water-supply\/committee\/\" target=\"_blank\" rel=\"noreferrer noopener\">years<\/a>, Blackfoot has had its share of water issues, and <a href=\"https:\/\/localnews8.com\/news\/2026\/04\/16\/severe-drought-may-have-farmers-cutting-back-on-crops\/?utm_medium=referral&amp;utm_source=nextdoor.com&amp;utm_campaign=nextdoor_news\" target=\"_blank\" rel=\"noreferrer noopener\">especially<\/a> this <a href=\"https:\/\/idahonews.com\/news\/local\/idaho-issues-emergency-drought-declaration-statewide-enabling-temporary-water-rights-changes\" target=\"_blank\" rel=\"noreferrer noopener\">year<\/a>. The Blackfoot Planning &amp; Zoning Commission (PZC), City Council, Blackfoot Water <a href=\"https:\/\/cityofblackfoot.org\/m\/newsflash\/Home\/Detail\/220?arc=359\" target=\"_blank\" rel=\"noreferrer noopener\">Department<\/a>, and residents have all expressed problems with water availability and pressure issues for several years. Yet, in spite of that knowledge and opposition, the decision has been made to build a 148-unit housing development, based only on the statement that \u201cwater is available\u201d. Initially, a water model was recommended on this development, and without any reference to any standards or reasoning this was removed and then changed to a water <a href=\"https:\/\/cityofblackfoot.org\/AgendaCenter\/ViewFile\/Minutes\/_02242026-731\">study<\/a>. Without reason, this study was quickly removed by the City Council when it approved the development. Even the Idaho Supreme Court has <a href=\"https:\/\/isc.idaho.gov\/opinions\/49179summ.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ruled<\/a> that approval decisions should be based on reasonable statements.&nbsp;<br><br>Blackfoot residents are bearing the cost of water use as it continues to rise, a 74% increase from <a href=\"https:\/\/www.eastidahonews.com\/2022\/07\/blackfoot-residents-question-citys-plan-to-increase-taxes-water-usage-fees\/\" target=\"_blank\" rel=\"noreferrer noopener\">2022<\/a>&nbsp;to 2025, even when allotted water isn&#8217;t used. No acknowledgement of a water <a href=\"https:\/\/www.cityofblackfoot.org\/DocumentCenter\/View\/813\/Water-Facility-Planning-Study-11-12-2020-Presentation-PDF\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> that outlined the infrastructure deficiencies was cited or what upgrades were completed to support the development, a legitimate concern by residents that was never answered.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Wastewater<\/h2>\n\n\n\n<p>Similar to <a href=\"https:\/\/idahocapitalsun.com\/2025\/09\/22\/idahos-water-systems-need-1-billion-of-work-u-of-i-study-finds-trump-proposed-deep-federal-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">other<\/a> rural <a href=\"https:\/\/www.boisestatepublicradio.org\/news\/2023-09-28\/idaho-wastewater-clean-water-act-treatment\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a> <a href=\"https:\/\/ruralwater.org\/idahos-struggles-and-solutions-for-rural-water-and-wastewater-systems\/\" target=\"_blank\" rel=\"noreferrer noopener\">towns<\/a>, Blackfoot struggles with an aging wastewater infrastructure. Current Blackfoot residents are already bearing <a href=\"https:\/\/www.cityofblackfoot.org\/DocumentCenter\/View\/1780\/Notice-of-Fee-Increase---Water-Sewer-Sanitation-Cemetery-PZ-Fire-8-2024-003\" target=\"_blank\" rel=\"noreferrer noopener\">increased<\/a> <a href=\"https:\/\/www.cityofblackfoot.org\/DocumentCenter\/View\/1780\/Notice-of-Fee-Increase---Water-Sewer-Sanitation-Cemetery-PZ-Fire-8-2024-003\" target=\"_blank\" rel=\"noreferrer noopener\">fees<\/a> to upgrade its wastewater treatment (WWT) facility to standards that followed a lawsuit with&nbsp;<a href=\"https:\/\/www2.deq.idaho.gov\/admin\/LEIA\/api\/document\/download\/23942\" target=\"_blank\" rel=\"noreferrer noopener\">penalties<\/a>&nbsp;and mandates, then fined for not following them. The facility is still <a href=\"https:\/\/idahobusinessreview.com\/2026\/01\/09\/blackfoot-phase-3-wastewater-treatment-upgrade\/\" target=\"_blank\" rel=\"noreferrer noopener\">upgrading<\/a> the system and fees will continue to rise each year starting with a 3.5% increase in 2027. It is reasonable for current residents to question what further upgrades will be needed for new dense development, and what costs they will bear for those upgrades.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Revenue<\/h2>\n\n\n\n<p>While the applicant for the proposed 148-unit housing development claims it will <a href=\"https:\/\/cityofblackfoot.org\/AgendaCenter\/ViewFile\/Minutes\/_02242026-731\" target=\"_blank\" rel=\"noreferrer noopener\">help<\/a> economic development in the city with increased tax revenue, the truth is initially there will be a slight jump in revenue with hook-up fees, but there are no impact <a href=\"https:\/\/gokcecapital.com\/impact-fees\/\" target=\"_blank\" rel=\"noreferrer noopener\">fees<\/a>. Even with a 10 year build out <a href=\"https:\/\/cityofblackfoot.org\/AgendaCenter\/ViewFile\/Minutes\/_02242026-731\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>, the applicant knows the build time \u201cperiod would be based on demand so it is difficult to say exactly how long it would take to complete the development\u201d.&nbsp;<\/p>\n\n\n\n<p>The city has failed to address what further upgrades will be needed to support the development and what residents will have to finance before any property tax revenue is received. Those revenues will come years later. And besides, who wants to buy next to a toxic <a href=\"https:\/\/terradex.com\/reporting\/build_lur_array_for_site_v2\/view\/pg_siteid\/4923\" target=\"_blank\" rel=\"noreferrer noopener\">brownfield<\/a>?&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Housing<\/h2>\n\n\n\n<p>Housing today that is considered \u201caffordable\u201d is a misnomer. What may be considered affordable today may not be accurate in future markets. This can be seen by another <a href=\"https:\/\/localnews8.com\/news\/blackfoot\/2025\/06\/24\/blackfoot-development-project-getting-mixed-reviews\/\" target=\"_blank\" rel=\"noreferrer noopener\">opposed<\/a>\u00a0<a href=\"https:\/\/www.eastidahonews.com\/2022\/07\/construction-underway-on-townhome-development-project-in-blackfoot\/\" target=\"_blank\" rel=\"noreferrer noopener\">development<\/a> where a housing unit initially cost $195,000 in 2022 but ended up costing $280,000 in 2024. Some of these new \u201caffordable\u201d\u00a0<a href=\"https:\/\/www.eastidahonews.com\/2025\/04\/new-townhome-development-brings-modern-living-options-to-blackfoot\/\" target=\"_blank\" rel=\"noreferrer noopener\">townhomes<\/a>\u00a0units have\u00a0<a href=\"https:\/\/www.zumper.com\/address\/2390-caliber-pl-blackfoot-id-83221-usa\" target=\"_blank\" rel=\"noreferrer noopener\">ended<\/a> up as <a href=\"https:\/\/www.apartments.com\/2384-caliber-pl-blackfoot-id\/ptpjhwr\/\" target=\"_blank\" rel=\"noreferrer noopener\">rentals<\/a>, and could eventually become Section <a href=\"https:\/\/search.affordablehousinghub.org\/id\/bingham\/blackfoot\" target=\"_blank\" rel=\"noreferrer noopener\">8<\/a> housing.\u00a0<\/p>\n\n\n\n<p>And again, in spite of the <a href=\"https:\/\/boisedev.com\/news\/2026\/02\/13\/second-year-zoning\/\" target=\"_blank\" rel=\"noreferrer noopener\">rhetoric<\/a> to bring in more affordable housing, \u201chigh density can also lead to <a href=\"https:\/\/www.numberanalytics.com\/blog\/impact-density-urban-life\" target=\"_blank\" rel=\"noreferrer noopener\">increased<\/a> housing costs and decreased affordability\u201d, and cause a host of other problems. Portland, <a href=\"https:\/\/www.opb.org\/article\/2026\/02\/12\/portland-economy-high-housing-costs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Oregon<\/a> is a good <a href=\"https:\/\/www.portland.gov\/phb\/news\/2025\/6\/30\/2024-state-housing-portland-report-shows-housing-costs-continuing-outpace\" target=\"_blank\" rel=\"noreferrer noopener\">example<\/a>. There is no law that says citizens are responsible for building a house so someone else can afford it.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, the rural characteristics of Blackfoot are being shifted to an unsightly, urban style mix of packed two story buildings,&nbsp;<a href=\"https:\/\/www.honeybrookhoablackfoot.com\/about-the-board\" target=\"_blank\" rel=\"noreferrer noopener\">jutting<\/a> out amidst older established homes that reflect the town&#8217;s culture and history.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">City Officials<\/h2>\n\n\n\n<p>Every <a href=\"https:\/\/www.eastidahonews.com\/2025\/10\/four-candidates-seek-to-replace-blackfoot-mayor-marc-carroll\/\" target=\"_blank\" rel=\"noreferrer noopener\">candidate<\/a>&nbsp;running for elected office <a href=\"https:\/\/scottformayor.us\/meet-scott\/\" target=\"_blank\" rel=\"noreferrer noopener\">promises<\/a> to do a better job, has solutions to <a href=\"https:\/\/www.eastidahonews.com\/2025\/10\/four-candidates-seek-to-replace-blackfoot-mayor-marc-carroll\/\" target=\"_blank\" rel=\"noreferrer noopener\">fix<\/a> the problems, and will do so with honesty and transparency, up to the day of being <a href=\"https:\/\/www.cityofblackfoot.org\/AgendaCenter\/ViewFile\/Minutes\/_02032026-730\" target=\"_blank\" rel=\"noreferrer noopener\">sworn<\/a>&nbsp;into office. What happens in such a short time that all those promises suddenly change to not being transparent or listening to those who elected them?<\/p>\n\n\n\n<p>Blackfoot residents, and other similar Idaho cities, understand growth is inevitable but there is no law that mandates hundreds of homes are built under the flawed notion that housing should be built to make it affordable for anyone. Growth can occur if done responsibly, accommodated by current infrastructure, and as those homes are owned, the resulting revenue can support building more infrastructure for future growth. Building housing that is not supported by the infrastructure leads to the infrastructure chasing the new housing.<\/p>\n\n\n\n<p>For any city, who is responsible for irresponsible growth? IC <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-67\/chapter-65\/section-67-6513\/\" target=\"_blank\" rel=\"noreferrer noopener\">67-6513<\/a>&nbsp;states ordinances should consider the ability to provide services \u201cwithout compromising quality of service delivery to current residents or imposing substantial additional costs upon current residents to accommodate the proposed subdivision\u201d, while <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-67\/chapter-65\/section-67-6508\/\" target=\"_blank\" rel=\"noreferrer noopener\">IC 67-6508<\/a> states PZC duties include a comprehensive look at all factors in decisions. It isn\u2019t just zoning.<\/p>\n\n\n\n<p>Knowing and acknowledging the financial pressure Blackfoot bears with 45% of land not taxed, city officials have failed to act responsibly towards its citizens with budgeting or even planning development that does not overwhelm services such as is encouraged by IC <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-50\/chapter-31\/section-50-3101\/\" target=\"_blank\" rel=\"noreferrer noopener\">50-3101(a)<\/a>.<\/p>\n\n\n\n<p>The Idaho legislature has only made these problems worse. This year, <a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2026\/legislation\/S1352SOP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">S1352<\/a> and <a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2026\/legislation\/S1354SOP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">S1354<\/a>&nbsp;were signed into law making it easier to cram more housing into less space, while&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2026\/legislation\/S1353SOP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">S1353<\/a>, which did not fully pass, would prohibit \u201clocal ordinances that ban or effectively block\u201d twin homes and duplexes on lots where single-family homes are already permitted. This is so far removed from the principles of a Republic. How Senators voted on S1353 can be found <a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2026\/legislation\/S1353\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>There was another bill, <a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2026\/legislation\/H0896SOP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">H896<\/a>, that failed to pass. It would have allowed the Idaho Attorney General to intervene at the municipal level when state laws are not followed. Right now, the only legal course to oppose a decision is the appeal process, followed by <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-67\/chapter-65\/section-67-6535\/\">Reconsideration<\/a>, and if that is denied by the same entity that made the decision, it goes to Judicial <a href=\"https:\/\/law.justia.com\/codes\/idaho\/2022\/title-67\/chapter-52\/section-67-5270\/\">Review<\/a> with the District Court. Failing there, the aggrieved can take it to the Idaho Supreme <a href=\"https:\/\/isc.idaho.gov\/ircp84-new\">Court<\/a>.&nbsp;<\/p>\n\n\n\n<p>Idaho legislators seem to have a problem with a bill that interferes with and dictates local jurisdiction zoning decisions, but won\u2019t support a bill that ensures local jurisdictions follow the law. Go figure. Legislators voting for or against H869 can be found <a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2026\/legislation\/H0896\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>This \u201caffordable housing crisis\u201d has been building momentum for years, and is now just smacking everyone in the face everywhere. How can this be a crisis in all states, all at the same time?<\/p>\n\n\n\n<p>Looking at Salmon, Idaho, gives a clue to what is happening.<\/p>\n\n\n\n<p>The same players behind the <a href=\"https:\/\/www.weforum.org\/stories\/2026\/01\/smart-cities-integrated-urban-ecosystems\/\" target=\"_blank\" rel=\"noreferrer noopener\">smart<\/a> <a href=\"https:\/\/uncrd.un.org\/content\/sc\" target=\"_blank\" rel=\"noreferrer noopener\">city<\/a>, 15 <a href=\"https:\/\/www.weforum.org\/videos\/sdis-2021-the-15-minute-city-english\/\" target=\"_blank\" rel=\"noreferrer noopener\">minute<\/a> <a href=\"https:\/\/unfccc.int\/news\/the-15-minute-city\" target=\"_blank\" rel=\"noreferrer noopener\">city<\/a>, and <a href=\"https:\/\/www.weforum.org\/stories\/2024\/11\/shaping-cities-future-inclusive-sustainable-and-resilient\/\" target=\"_blank\" rel=\"noreferrer noopener\">sustainable<\/a> <a href=\"https:\/\/www.sdg-cities.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">cities<\/a> are behind this. As people caught on to the climate change scare tactic for dense <a href=\"http:\/\/un-documents.net\/a21-07.htm\" target=\"_blank\" rel=\"noreferrer noopener\">housing<\/a> to save the environment, the narrative <a href=\"https:\/\/unece.org\/housing\/affordablehousing\" target=\"_blank\" rel=\"noreferrer noopener\">had<\/a> to <a href=\"https:\/\/www.weforum.org\/stories\/2019\/06\/10-ways-cities-are-tackling-the-global-affordable-housing-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">shift<\/a>, it now became an \u201c<a href=\"https:\/\/www.iadb.org\/en\/news\/report-shows-urgent-need-housing-be-prioritized-uns-new-urban-agenda\" target=\"_blank\" rel=\"noreferrer noopener\">affordable<\/a> <a href=\"https:\/\/unu.edu\/ias\/news\/affordable-urban-housing-achieving-sdgs\" target=\"_blank\" rel=\"noreferrer noopener\">housing<\/a> <a href=\"https:\/\/www.weforum.org\/stories\/2025\/10\/affordable-housing-crisis-how-can-we-redesign-cities-to-tackle-the-real-cost-of-living\/\" target=\"_blank\" rel=\"noreferrer noopener\">crisis<\/a>\u201c, right down to the need for accessory dwelling units (<a href=\"https:\/\/www.weforum.org\/videos\/adus-granny-flats-solve-housing-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">ADU<\/a>) the legislature just <a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2026\/legislation\/S1354SOP.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a>.<\/p>\n\n\n\n<p>To assist with planning, Salmon brought in Whiskey Rock Planning &amp; <a href=\"https:\/\/www.whiskeyrockplanning.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Consulting<\/a>, located in Sandpoint. Whiskey Rock is owned by Jeremy <a href=\"https:\/\/www.whiskeyrockplanning.com\/background\" target=\"_blank\" rel=\"noreferrer noopener\">Grimm<\/a> who just happens to also be the Sandpoint <a href=\"https:\/\/www.sandpointidaho.gov\/our-government\/page\/mayor-jeremy-grimm\" target=\"_blank\" rel=\"noreferrer noopener\">mayor<\/a>, and has <a href=\"https:\/\/bonnercountydailybee.com\/news\/2024\/oct\/09\/residents-condemn-development-at-trestle-creek-hearing\/\" target=\"_blank\" rel=\"noreferrer noopener\">used<\/a> his <a href=\"https:\/\/www.bonnercountyid.gov\/media\/Planning\/Planning%20Projects\/2024\/S0003-24\/JW%20SIGNED%20Owners%20Rep%20Auth.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">business<\/a> for land use development in that area. Along with the United Nations (<a href=\"https:\/\/esango.un.org\/civilsociety\/showProfileDetail.do?method=showProfileDetails&amp;profileCode=2411\" target=\"_blank\" rel=\"noreferrer noopener\">UN<\/a>) <a href=\"https:\/\/sdgs.un.org\/stakeholders\/american-planning-association-1051\" target=\"_blank\" rel=\"noreferrer noopener\">affiliated<\/a> <a href=\"https:\/\/www.planning.org\/events\/course\/9305345\/\" target=\"_blank\" rel=\"noreferrer noopener\">American<\/a> <a href=\"https:\/\/www.planning.org\/events\/course\/9216737\/\" target=\"_blank\" rel=\"noreferrer noopener\">Planning<\/a> <a href=\"https:\/\/www.planning.org\/international\/sustainabledevelopment\/\" target=\"_blank\" rel=\"noreferrer noopener\">Association<\/a> (APA), Mr. Grimm <a href=\"https:\/\/idahocapitalsun.com\/2025\/05\/15\/new-idaho-legislative-committee-aims-to-identify-barriers-and-solutions-to-housing-issues\/\" target=\"_blank\" rel=\"noreferrer noopener\">involved<\/a> himself in the Idaho Land Use and Housing Study Committee to solve the housing crisis problem, even meeting with them in <a href=\"https:\/\/bonnercountydailybee.com\/news\/2025\/aug\/16\/state-committee-hears-potential-affordable-housing-solutions-in-sandpoint\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sandpoint<\/a>,&nbsp;<\/p>\n\n\n\n<p>Mr. Grimm has <a href=\"https:\/\/www.boisestatepublicradio.org\/politics-government\/2025-05-20\/idaho-legislature-housing-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">suggested<\/a> that local governments face problems with \u201canti-growth advocates\u201d that can \u201cstall projects with impunity\u201d and advocates \u201canyone making an appeal or reconsideration has to bear some of the costs\u201d. Hmm, exercising one&#8217;s right to appeal should be economically punished.<\/p>\n\n\n\n<p>Sen. Rabe, who played a role in forming the committee, suggests urban sprawl should be avoided so investments in expanded infrastructure wouldn&#8217;t be needed. It seems aging infrastructure problems are exacerbated as well by an additional 1,000k people crammed onto one acre, or maybe that doesn&#8217;t matter. However, Star mayor,\u00a0Trevor Chadwick, understands it.<\/p>\n\n\n\n<p>Whiskey Rock essentially&nbsp;<a href=\"https:\/\/www.whiskeyrockplanning.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">usurps<\/a> the planning and zoning commission role, or should it be job, by drafting the comprehensive plan, evaluating employment, demographic, and revenue data, creating city codes, and&nbsp;obtaining grants for water and wastewater facilities.<\/p>\n\n\n\n<p>Whiskey Rock is vague in the philosophy behind its work, whether dense housing is supported, if it should have characteristics of a smart or 15-minute city, or if it promotes sustainability.<\/p>\n\n\n\n<p>Either way it doesn&#8217;t matter. Any local jurisdiction should be engaging citizens in the development of zoning codes and a comprehensive plan, what the goals and objectives for their city should be, and how the city should be designed and grow. Salmon should be very cautious allowing this company to guide planning or it may just turn into <a href=\"https:\/\/bonnercountydailybee.com\/news\/2025\/jun\/19\/grimm-needs-to-focus-on-campaign-promises\/\" target=\"_blank\" rel=\"noreferrer noopener\">another<\/a> Sandpoint with <a href=\"https:\/\/sandpointreader.com\/sandpoint-council-tackles-lot-size-minimums-short-term-rental-regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\">dense<\/a> housing on small lots.<\/p>\n\n\n\n<p>An out of area entity should not be allowed into a community to do the job of local government or its citizens. That entity\u2019s motives should be heavily questioned. Exercising civic responsibilities will solve the problems.<\/p>\n\n\n\n<p>Blackfoot citizens respectfully voiced their opposition, yet, the local government has refused to listen. It is a <a href=\"https:\/\/www.ktvb.com\/article\/news\/local\/neighborhood-association-asks-halt-189-unit-development\/277-dae28a13-089c-4b33-8cf6-39d0f8877bbb\">phenomenon<\/a> <a href=\"https:\/\/businessjournalnorthidaho.com\/news\/2025\/may\/27\/nibj-the-north-idaho-growth-predicament-cda\/\">found<\/a> <a href=\"https:\/\/bonnercountydailybee.com\/news\/2025\/aug\/12\/deerfield-subdivision-is-bad-fit-for-community\/\">across<\/a> the <a href=\"https:\/\/www.ktvb.com\/article\/news\/local\/capitol-watch\/housing-bill-aims-boost-density-amid-local-control-concerns\/277-bbc92ec6-432a-4463-947e-131a806dc67b\">state<\/a>. Well, at least <a href=\"https:\/\/boisedev.com\/news\/2026\/02\/24\/despite-offer-to-donate-land-for-fire-station-nampa-rejects-development-that-would-have-brought-1400-homes\/\">some<\/a> <a href=\"https:\/\/www.kivitv.com\/kuna\/kuna-city-council-denys-annexation-of-12-acre-subdivision\">listen<\/a>. It is time more citizens become engaged with local government, exercise their rightful power when officials fail to represent them, and <a href=\"https:\/\/www.nolo.com\/legal-encyclopedia\/how-can-i-stop-the-city-from-rezoning-my-neighborhood.html\">understand<\/a> the laws. Every rural town in Idaho is being affected by this affordable housing \u201ccrisis\u201d belief. It is just another way to put people into packed housing and redesign the city.
