Without consent, information on individuals is collected and shared. Cases of privacy <a href=\"https:\/\/www.sgrlaw.com\/ttl-articles\/case-studies-high-profile-cases-of-privacy-violation\/\">violations<\/a> are ongoing and there is one technology that needs to be stopped.<\/p>\n\n\n\n<p>Founded in <a href=\"https:\/\/techstartups.com\/2025\/03\/13\/flock-safety-raises-275m-from-andreessen-horowitz-to-expand-drone-manufacturing-and-crime-fighting-tech\/\">2017<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Flock_Safety\">Flock<\/a> <a href=\"https:\/\/www.flocksafety.com\/products\/license-plate-readers\">Safety<\/a>&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/thomasbrewster\/2025\/09\/03\/ai-startup-flock-thinks-it-can-eliminate-all-crime-in-america\/\">created<\/a>&nbsp;<a href=\"https:\/\/safety-wheel.com\/flock-safety-technology-uses\/\">technology<\/a>&nbsp;that describes itself as assisting in <a href=\"https:\/\/www.flocksafety.com\/industries\/law-enforcement\">crime<\/a> prevention. The technology includes AI-powered <a href=\"https:\/\/techstartups.com\/2025\/03\/13\/flock-safety-raises-275m-from-andreessen-horowitz-to-expand-drone-manufacturing-and-crime-fighting-tech\/\">surveillance<\/a> systems with license plate <a href=\"https:\/\/www.flocksafety.com\/products\/license-plate-readers\">readers<\/a>&nbsp;(LPR) that capture high-resolution still images of a car\u2019s make, model, color, and plate details; AI-powered <a href=\"https:\/\/www.flocksafety.com\/products\/video-cameras\">video<\/a>;&nbsp;<a href=\"https:\/\/www.flocksafety.com\/products\/flock-dfr\">drones<\/a>; and gunshot <a href=\"https:\/\/www.flocksafety.com\/products\/gunshot-detection\">detectors<\/a>. These technologies are not the same as other traffic <a href=\"https:\/\/jackwinsafety.com\/types-of-traffic-cameras\/\">cameras<\/a> with different functions, but still serve surveillance roles. Flock surveillance reaches into <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/flock-police-cameras-scan-billions-month-sparking-protests-rcna230037\">billions<\/a> of license plates across the U.S. The cameras can be found along roads, intersections, or entrances to neighborhoods. Once its software captures the data, it compares it to law enforcement databases for crime alerts, but the <a href=\"https:\/\/www.eff.org\/deeplinks\/2025\/12\/effs-investigations-expose-flock-safetys-surveillance-abuses-2025-review?language=en\">sharing<\/a> of information is <a href=\"https:\/\/www.aclu.org\/news\/privacy-technology\/flock-massachusetts-and-updates\">growing<\/a>.<\/p>\n\n\n\n<p>For law <a href=\"https:\/\/www.wkyufm.org\/news\/2026-01-22\/we-dont-have-anything-to-hide-bowling-green-police-explain-use-of-flock-cameras\">enforcement<\/a>, this type of surveillance is <a href=\"https:\/\/www.eff.org\/deeplinks\/2025\/11\/how-cops-are-using-flock-safetys-alpr-network-surveil-protesters-and-activists\">supported<\/a> and <a href=\"https:\/\/blinksandbuttons.net\/what-is-a-police-flock-camera\/\">used<\/a> because of its help with both detecting and preventing crime, and with investigations. Joining with security cameras in <a href=\"https:\/\/www.cnbc.com\/2025\/10\/16\/amazon-ring-cameras-surveillance-law-enforcement-crime-police-investigations.html\">homes<\/a>, Flock surveillance <a href=\"https:\/\/hrnews1.substack.com\/p\/ring-cameras-join-flock-and-amazon\">expands<\/a> even further.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.flocksafety.com\/blog\/flock-safety-secures-major-funding\">Funding<\/a> for Flock includes backers such as the venture capital firm&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Andreessen_Horowitz\">Andreessen<\/a> <a href=\"https:\/\/press.farm\/andreessen-horowitz-an-overview-of-the-vc-firm\/\">Horowitz<\/a> and Founders <a href=\"https:\/\/inventureprize.gatech.edu\/profile\/garret-langley\">Fund<\/a> in which Peter <a href=\"https:\/\/foundersfund.com\/team\/peter-thiel\/\">Thiel<\/a> is attached. According to the World Economic Forum (<a href=\"https:\/\/initiatives.weforum.org\/blockchain\/organization-details\/andreessen-horowitz\/001b0000005h5hrAAA\">WEF<\/a>), Horowitz is \u201cbuilding the future through technology\u201d and it partners with WEF on other surveillance <a href=\"https:\/\/initiatives.weforum.org\/blockchain\/about\">projects<\/a>&nbsp;that lead to&nbsp;<a href=\"https:\/\/initiatives.weforum.org\/blockchain\/organizations\">control<\/a> over society. It is no surprise that Thiel\u2019s Palantir <a href=\"https:\/\/www.ceotodaymagazine.com\/2025\/08\/peter-thiels-secretive-ai-empire\/\">corporation<\/a> is also a WEF <a href=\"https:\/\/www.weforum.org\/organizations\/palantir-technologies\/\">partner<\/a>.<\/p>\n\n\n\n<p>An <a href=\"https:\/\/www.flocksafety.com\/blog\/flock-safety-secures-major-funding\">investment<\/a> of $275 million dollars into Flock for \u201cpublic safety\u201d will include a platform that analyzes multiple data sources for help with investigations; U.S. made drones for real-time crime responses; data integration for full interoperability; and increasing the manufacturing of these technologies.<\/p>\n\n\n\n<p>Just prior to this investment, Flock Safety had already released its <a href=\"https:\/\/www.police1.com\/police-products\/police-technology\/publicsafetysoftware\/flock-safety-launches-new-ai-powered-tools-to-accelerate-police-investigations\">new<\/a> data integration <a href=\"https:\/\/www.police1.com\/police-products\/police-technology\/publicsafetysoftware\/flock-safety-reveals-the-most-expansive-ai-and-data-analysis-toolset-for-law-enforcement-including-flock-nova-a-new-platform-to-transform-investigations\">program<\/a>, Flock <a href=\"https:\/\/www.flocksafety.com\/products\/flock-nova\">Nova<\/a>, which \u201cconnects those systems and others, such as jail data, LPR, <a href=\"https:\/\/www.defconlevel.com\/what-is-osint\">OSINT<\/a>, and public records, into one fast search.\u201d Literally, it is the mother lode of all databases being <a href=\"https:\/\/www.forbes.com\/sites\/thomasbrewster\/2025\/06\/04\/flocks-ai-cameras-are-watching-cars-all-over-america-theyre-about-to-get-a-lot-more-powerful\/\">combined<\/a> into one. \u201cSearch Once. See Everything.\u201d<\/p>\n\n\n\n<p>While Flock Safety founder Garrett <a href=\"https:\/\/assets-global.website-files.com\/64821b002df3dd171e97c902\/655e5d8d055cfb367a0377fe_Garrett%20Langley%20Bio.pdf\">Langley<\/a> <a href=\"https:\/\/www.9news.com\/article\/news\/investigations\/flock-safety-ceo-addresses-mass-surveillance-access-concerns\/73-6c468afb-f149-4bcc-a7e2-78b8d1b276cf\">claims<\/a> it is \u201ctechnically impossible\u201d for Immigration Customs Enforcement (ICE) to access data, that is not necessarily <a href=\"https:\/\/immpolicytracking.org\/policies\/reported-ice-accessing-flock-automated-license-plate-reader-cameras-via-local-law-enforcement\/\">accurate<\/a>, which Langley admits. However, his objective assignment of that violation as merely choices on the part of the parties who share the information is unacceptable. Access may not be obtained directly as he states, but rather through third parties that <a href=\"https:\/\/immpolicytracking.org\/policies\/reported-ice-accessing-flock-automated-license-plate-reader-cameras-via-local-law-enforcement\/\">hold<\/a> the data. Langley doesn\u2019t seem to understand the ethics of this whole issue. However, his technology isn\u2019t the only <a href=\"https:\/\/techcrunch.com\/2026\/01\/26\/heres-the-tech-powering-ices-deportation-crackdown\/\">source<\/a> for obtaining information.<\/p>\n\n\n\n<p>In this&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=Pp9MwZkHiMQ\">video<\/a>, up to around the 13:19 mark, Benn Jordon explains what Flock tracks and how that information is shared. The rest of the video is a technical look at how to protect yourself from Flock surveillance. He also has some ideas about obtaining Flock camera information in this <a href=\"https:\/\/www.youtube.com\/watch?v=vU1-uiUlHTo\">video<\/a>.<\/p>\n\n\n\n<p>The American Civil Liberties Union (<a href=\"https:\/\/data.aclum.org\/2025\/10\/07\/flock-gives-law-enforcement-all-over-the-country-access-to-your-location\/\">ACLU<\/a>) has been taking a closer look at Flock use and its <a href=\"https:\/\/www.aclu.org\/news\/privacy-technology\/flock-roundup\">violation<\/a> of the right to privacy. <a href=\"https:\/\/www.youtube.com\/watch?v=0Mc3MTpkZEQ\">Citizens<\/a>&nbsp;are also <a href=\"https:\/\/www.wavy.com\/news\/local-news\/norfolk\/judge-pushes-back-on-arguments-challenging-norfolks-flock-camera-system\/\">challenging<\/a> Flock\u2019s use in communities, and <a href=\"https:\/\/arstechnica.com\/tech-policy\/2026\/01\/angry-norfolk-residents-lose-lawsuit-to-stop-flock-license-plate-scanners\/\">losing<\/a>. States are once again having to <a href=\"https:\/\/malegislature.gov\/Bills\/194\/H3755\">create<\/a> <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=6002&amp;Year=2025\">legislation<\/a>&nbsp;to protect citizens from this invasion of privacy.<\/p>\n\n\n\n<p>This type of surveillance isn\u2019t enough for WEF, it wants to include AI&nbsp;<a href=\"https:\/\/www.weforum.org\/stories\/2025\/03\/satellite-technology-is-transforming-the-future-of-road-safety\/\">satellite<\/a> technology for \u201c<a href=\"https:\/\/trafficinfratech.com\/satellite-technology-for-road-safety\/\">safety<\/a>\u201c reasons and is part of another United Nations (<a href=\"https:\/\/unece.org\/sites\/default\/files\/2022-12\/ITU_Concept-note-for-the-partnership-on-AI4RoadSafety_December2021.pdf\">UN<\/a>) <a href=\"https:\/\/www.itu.int\/en\/ITU-T\/ITS\/AIRoadSafety\/Pages\/default.aspx\">initiative<\/a>. The <a href=\"https:\/\/www.intelematics.com\/news\/transforming-road-safety-with-satellite-technology\/\">transformation<\/a> to this technology is already underway with roadside assistance <a href=\"https:\/\/newsroom.aaa.com\/2023\/09\/aaa-to-provide-roadside-services-through-apples-roadside-assistance-via-satellite\/\">programs<\/a>.<\/p>\n\n\n\n<p>As usual, more citizen power is needed these days to rid their lives of unconstitutional activities. <a href=\"https:\/\/deflock.me\/\">DeFlock<\/a> is a mapping website of Flock cameras around the United States and are listed on this <a href=\"https:\/\/sonsoflibertymedia.com\/flock-safety-road-surveillance-the-new-big-brother-that-needs-to-be-stopped\/#map=5\/39.828300\/-98.579500\">map<\/a>. Clicking on the camera icon brings up a box, but to view the exact location of the camera, click on \u201cView on Osm\u201d inside the box. Clicking on the colored circles with numbers will zero in on places where there are larger numbers of cameras, usually in cities. More information can be found <a href=\"https:\/\/deflock.me\/what-is-an-alpr\">here<\/a>.<\/p>\n\n\n\n<p>Flock isn\u2019t the only business selling this technology. DeFlock lists different vendors that sell this technology and <a href=\"https:\/\/deflock.me\/identify\">images<\/a> of those cameras. DeFlock obtains its information from citizens and when these LPRs are discovered, DeFlock wants them <a href=\"https:\/\/assets.childrenshealthdefense.org\/fpx75ohbqjq3\/6o4vRhVyDGvYyR43KWycoA\/d86017da871c0c631322805911a3702c\/The__Watch_the_Watchers%C3%A2___Action_Plan_Vs_2.0.pdf\">added<\/a> to its map <a href=\"https:\/\/deflock.me\/report\">here<\/a>.<\/p>\n\n\n\n<p>Langley doesn\u2019t think much of Deflock, describing it as a \u201cterrorist organization\u201d at the 2:42 mark in this <a href=\"https:\/\/gregreese.substack.com\/p\/rise-of-the-safety-state\">video<\/a>. In that same video at the 2:51 mark, Benn Johnson discusses and how those <a href=\"https:\/\/gregreese.substack.com\/p\/rise-of-the-safety-state\">cameras<\/a> can be hacked and personal information stolen.<\/p>\n\n\n\n<p>There is now a nationwide campaign by the Institute of <a href=\"https:\/\/ij.org\/press-release\/new-nationwide-campaign-seeks-to-stop-warrantless-use-of-license-plate-reader-cameras\/\">Justice<\/a>&nbsp;(IJ), a nonprofit, public interest law <a href=\"https:\/\/ij.org\/about-us\/\">firm<\/a>, to stop the use of LPR cameras. IJ litigates <a href=\"https:\/\/ij.org\/cases\/\">cases<\/a>, advocates for <a href=\"https:\/\/ij.org\/legislation\/the-protecting-everyone-from-excessive-police-surveillance-peeps-act\/\">legislation<\/a>, and helps <a href=\"https:\/\/ij.org\/activism\/\">activate<\/a> communities.<\/p>\n\n\n\n<p>Children\u2019s Health Defense is also addressing the LPR issue. In this <a href=\"https:\/\/live.childrenshealthdefense.org\/chd-tv\/shows\/good-morning-chd\/threat-outside-your-front-door\/?utm_source=cc&amp;utm_medium=email&amp;utm_campaign=chdtv&amp;utm_id=20260124\">video<\/a>, starting at the 33:55 to 1 hour mark, Flock is discussed in more depth. Local and state governments often have their own forms, while a FOIA is for the federal government.
