{"id":19545,"date":"2026-03-08T12:30:00","date_gmt":"2026-03-08T18:30:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=19545"},"modified":"2026-03-08T14:02:40","modified_gmt":"2026-03-08T20:02:40","slug":"fusion-center-surveillance","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/fusion-center-surveillance\/","title":{"rendered":"Fusion Center Surveillance"},"content":{"rendered":"\n<p>It would be interesting to determine just how many Americans are familiar with fusion centers. Created following the 9\/11 attacks and as part of the Department of Homeland Security (<a href=\"https:\/\/www.dhs.gov\/national-network-fusion-centers-fact-sheet\" target=\"_blank\" rel=\"noreferrer noopener\">DHS<\/a>), the intent was to improve \u201c<a href=\"https:\/\/legalclarity.org\/what-are-dhs-fusion-centers-and-how-do-they-operate\/\" target=\"_blank\" rel=\"noreferrer noopener\">collaboration<\/a>\u201c between the federal government with&nbsp;State, Local, Tribal, and Territorial (<a href=\"https:\/\/www.dhs.gov\/national-network-fusion-centers-fact-sheet\" target=\"_blank\" rel=\"noreferrer noopener\">SLTT<\/a>) law enforcement. More nauseating is that these fusion centers also <a href=\"https:\/\/www.dhs.gov\/publication\/facilitating-private-sector-engagement-fusion-centers\" target=\"_blank\" rel=\"noreferrer noopener\">partner<\/a> with the <a href=\"https:\/\/marketplace.microsoft.com\/en-us\/product\/managed-services\/gyarorszgkorlatoltfelelossegutarsasag1633351934051.fc_01?tab=Overview\" target=\"_blank\" rel=\"noreferrer noopener\">private<\/a> <a href=\"https:\/\/aws.amazon.com\/marketplace\/pp\/prodview-cuq3ho72ypmtk\" target=\"_blank\" rel=\"noreferrer noopener\">sector<\/a>.<\/p>\n\n\n\n<p>Included in this collaboration is the gathering and sharing of threat-related information, conducting analysis, and <a href=\"https:\/\/www.dhs.gov\/national-network-fusion-centers-fact-sheet\" target=\"_blank\" rel=\"noreferrer noopener\">maximizing<\/a> its \u201cability to detect, prevent, investigate, and respond to criminal and terrorist activity.\u201d Since its inception, <a href=\"https:\/\/www.naemt.org\/Files\/FederalLevel\/Resources%20for%20EMS%20and%20fusion%20center%20collaboration.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">emergency<\/a> response, public <a href=\"https:\/\/bja.ojp.gov\/sites\/g\/files\/xyckuh186\/files\/media\/document\/health_security_appendix.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">health<\/a>, fire <a href=\"https:\/\/bja.ojp.gov\/sites\/g\/files\/xyckuh186\/files\/media\/document\/Fire%20service%20integration%20for%20Fusion%20Centers.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">service<\/a>, and critical infrastructure <a href=\"https:\/\/bja.ojp.gov\/sites\/g\/files\/xyckuh186\/files\/media\/document\/CIKR%20protection%20capabilities%20for%20fusion%20centers%20s.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">protection<\/a>&nbsp;are now included in that data gathering.<\/p>\n\n\n\n<p>In November, 2007, DHS and the Department of Justice (DOJ) <a href=\"https:\/\/www.doi.gov\/sites\/doi.gov\/files\/uploads\/22-Homeland-Security-IA-Briefing-Paper-on-Fusion-Centers.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">requested<\/a> Governors in each state to \u201cdesignate a single fusion center to serve as the statewide or regional hub to interface with the Federal Government and coordinate the gathering, processing, analysis, and dissemination of terrorism, law enforcement, and homeland security information.\u201d Translated, it was \u201cfusing\u201d together federal, state, and local law enforcement.<\/p>\n\n\n\n<p>Since then, each state has created a fusion center, the list of those centers in each state can be found <a href=\"https:\/\/www.dhs.gov\/fusion-center-locations-and-contact-information\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>. However, in some states the name has been changed from fusion center to Criminal Intelligence Center, Information Analysis Center, Information Sharing and Analysis Center,&nbsp;Criminal Intelligence Center, Terrorism and Intelligence Center, or other similar names. These state fusion <a href=\"https:\/\/peregrine.io\/resources\/interoperability-and-data-sharing-in-fusion-centers\" target=\"_blank\" rel=\"noreferrer noopener\">centers<\/a> are interoperable with each other which means information on you can be shared, not only with the federal government, but also between states. A breakdown of fusion centers and costs up to 2021 can be found <a href=\"https:\/\/www.dhs.gov\/publication\/fusion-center-assessments\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>In 2012 it was <a href=\"https:\/\/www.loc.gov\/resource\/gdcebookspublic.2014500009\/\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a>&nbsp;that fusion centers did <a href=\"https:\/\/www.nbcnews.com\/business\/business-news\/20-years-after-9-11-fusion-centers-have-done-little-n1278949\" target=\"_blank\" rel=\"noreferrer noopener\">not<\/a> \u201cproduce useful intelligence to support Federal counterterrorism efforts\u201d, and was full of <a href=\"https:\/\/www.brennancenter.org\/media\/10625\/download\/2022_12_DHS_FusionCenters.pdf?inline=1\" target=\"_blank\" rel=\"noreferrer noopener\">abuses<\/a> as recent as 2022, yet they sure have <a href=\"https:\/\/thehill.com\/opinion\/national-security\/3900077-homeland-securitys-fusion-centers-show-the-dangers-of-mission-creep\/\" target=\"_blank\" rel=\"noreferrer noopener\">collected<\/a> a lot of information on citizens since that time and continue to do so. There have been multiple <a href=\"https:\/\/en.wikipedia.org\/wiki\/Fusion_center\" target=\"_blank\" rel=\"noreferrer noopener\">concerns<\/a> about what data is collected by fusion centers that aren&#8217;t necessarily connected to any terrorism threats,&nbsp;<a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2022-06\/22_0513_ia_dhs-fusion-center-info-sharing-508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">including<\/a>&nbsp;private sector <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/Facilitating%20Private%20Sector%20Engagement%20with%20Fusion%20Centers.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">information<\/a>. This data <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/Fusion%20Centers%20Handout_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">collecting<\/a> and sharing&nbsp;<a href=\"https:\/\/bja.ojp.gov\/program\/it\/global\" target=\"_blank\" rel=\"noreferrer noopener\">scam<\/a> just <a href=\"https:\/\/www.riss.net\/about-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">continues<\/a> to <a href=\"https:\/\/www.dhs.gov\/fusion-centers-and-riss-centers\" target=\"_blank\" rel=\"noreferrer noopener\">grow<\/a> as outlined in the DHS <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2022-06\/22_0513_ia_dhs-fusion-center-info-sharing-508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Strategy<\/a>. Along with data that has been collected and shared for years, it will now include <a href=\"https:\/\/www.dhs.gov\/obim-sltt-law-enforcement\" target=\"_blank\" rel=\"noreferrer noopener\">biometric<\/a> data, including facial <a href=\"https:\/\/legalclarity.org\/does-real-id-require-facial-recognition\/\" target=\"_blank\" rel=\"noreferrer noopener\">recognition<\/a> that is now required by Real ID, and <a href=\"https:\/\/www.esri.com\/~\/media\/files\/pdfs\/library\/brochures\/pdfs\/data-fusion-centers.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">GIS<\/a> <a href=\"http:\/\/media.govtech.net\/GOVTECH_WEBSITE\/RESOURCES\/CASE_STUDIES\/PCIO_ESRI_Data_Fusion.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">mapping<\/a>. Data <a href=\"https:\/\/cdt.org\/insights\/cracking-down-on-federal-aid-for-reproductive-health-surveillance-fusion-centers\/\" target=\"_blank\" rel=\"noreferrer noopener\">sources<\/a> have included social media, attendance lists for various activities, license plate readers, cell phones, and data brokers.<\/p>\n\n\n\n<p>But intense <a href=\"https:\/\/www.rutherford.org\/publications_resources\/john_whiteheads_commentary\/the_surveillance_state_is_making_a_naughty_listand_youre_on_it\" target=\"_blank\" rel=\"noreferrer noopener\">surveillance<\/a>, that violates the Fourth <a href=\"https:\/\/www.law.cornell.edu\/constitution\/fourth_amendment\" target=\"_blank\" rel=\"noreferrer noopener\">Amendment<\/a> and rights to <a href=\"https:\/\/legalclarity.org\/how-does-the-constitution-guarantee-a-right-to-privacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">privacy<\/a>, just continues to get <a href=\"https:\/\/www.criminallegalnews.org\/news\/2024\/mar\/15\/understanding-fusion-centers\/\" target=\"_blank\" rel=\"noreferrer noopener\">worse<\/a> (<a href=\"https:\/\/www.sas.com\/content\/dam\/SAS\/documents\/marketing-whitepapers-ebooks\/third-party-whitepapers\/en\/iia-fusion-centers-111762.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 4-5<\/a>).<\/p>\n\n\n\n<p>On September 25, 2025, Trump signed Executive Order (EO)&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/countering-domestic-terrorism-and-organized-political-violence\/\" target=\"_blank\" rel=\"noreferrer noopener\">NSPM-7<\/a>, Countering Domestic Terrorism and Organized Political Violence. Brazen statements were made to justify this EO such as isolated assassinations being part of an organized campaign to silence speech and change policy outcomes, and were basically criminal conspiracies. As of yet, none of those <a href=\"https:\/\/abcnews.go.com\/US\/tyler-robinson-set-face-formal-charges-shooting-death\/story?id=125614396\" target=\"_blank\" rel=\"noreferrer noopener\">assassinations<\/a> have been <a href=\"https:\/\/www.cbsnews.com\/live-updates\/brown-university-mit-manhunt-shootings-may-be-linked\/\" target=\"_blank\" rel=\"noreferrer noopener\">connected<\/a> to any criminal <a href=\"https:\/\/time.com\/7320384\/ice-shooting-joshua-jahn-sniper-dallas\/\" target=\"_blank\" rel=\"noreferrer noopener\">organization<\/a>, they were carried out by <a href=\"https:\/\/www.justice.gov\/opa\/pr\/jury-convicts-man-attempted-assassination-president-donald-j-trump-and-assault-federal-law\" target=\"_blank\" rel=\"noreferrer noopener\">lone<\/a> <a href=\"https:\/\/www.nbcphiladelphia.com\/news\/local\/one-year-after-trump-assassination-attempt-changes-at-secret-service-but-questions-remain\/4232536\/\" target=\"_blank\" rel=\"noreferrer noopener\">individuals<\/a>.<\/p>\n\n\n\n<p>The \u201ccampaigns\u201d to organize doxing have been committed by as few as <a href=\"https:\/\/apnews.com\/article\/ice-agent-doxing-indictment-california-544db71360804ce0236866b30f22651e\" target=\"_blank\" rel=\"noreferrer noopener\">three<\/a> people, or as yet any identified <a href=\"https:\/\/www.salemreporter.com\/2025\/10\/17\/ice-promised-doxing-cases-against-portland-anarchists-months-later-no-charges-filed\/\" target=\"_blank\" rel=\"noreferrer noopener\">group<\/a>. Doxing is criminal behavior and those responsible should be lawfully accountable. But, to execute an EO that submerges all citizens under further surveillance is not warranted.<\/p>\n\n\n\n<p>\u201cAnti-Americanism, anti-capitalism, and anti-Christianity\u201d attitudes are targets for surveillance. Under this definition, it would be impossible to express the right to&nbsp;<a href=\"https:\/\/constitutioncenter.org\/the-constitution\/amendments\/amendment-i\/interpretations\/267\" target=\"_blank\" rel=\"noreferrer noopener\">redress<\/a>&nbsp;grievances. Historically, many protesting the government could now be perceived as hostile \u201ctowards those who hold traditional American views on family, religion, and morality\u201d such as the suffrage <a href=\"https:\/\/www.britannica.com\/topic\/woman-suffrage\" target=\"_blank\" rel=\"noreferrer noopener\">movement<\/a>, <a href=\"https:\/\/www.britannica.com\/topic\/abolitionism-European-and-American-social-movement\" target=\"_blank\" rel=\"noreferrer noopener\">abolitionists<\/a>, and civil rights <a href=\"https:\/\/www.britannica.com\/event\/American-civil-rights-movement\" target=\"_blank\" rel=\"noreferrer noopener\">groups<\/a>.<\/p>\n\n\n\n<p>Initially set up in 2011, fusion centers were to include public health and medical integration for \u201chealth security\u201d which included massive amounts of data gathering from public health and health care \u201ccommunities\u201d (<a href=\"https:\/\/bja.ojp.gov\/sites\/g\/files\/xyckuh186\/files\/media\/document\/health_security_appendix.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pgs 5-7<\/a>). This initiative has petered out over <a href=\"https:\/\/www.degruyterbrill.com\/document\/doi\/10.1515\/jhsem-2018-0076\/html\" target=\"_blank\" rel=\"noreferrer noopener\">time<\/a> but is revived under a different purpose. Healthcare \u201c<a href=\"https:\/\/www.saul.com\/insights\/alert\/new-doj-healthcare-working-group-and-data-fusion-center-keep-focus-healthcare-fraud\" target=\"_blank\" rel=\"noreferrer noopener\">fraud<\/a>\u201c is now <a href=\"https:\/\/www.blankrome.com\/publications\/expanding-risk-landscape-dojs-advanced-data-analytics-and-healthcare-fraud-data-fusion\" target=\"_blank\" rel=\"noreferrer noopener\">added<\/a> as a fusion <a href=\"https:\/\/www.healthcarelawinsights.com\/2025\/08\/doj-announces-largest-ever-national-healthcare-fraud-takedown-and-launches-new-data-fusion-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">center<\/a>, and of course, your personal medical information is needed. To save face however, an Amazon fusion <a href=\"https:\/\/www.healthcareitnews.com\/news\/amazon-powered-data-fusion-center-could-shed-light-who-isnt-using-telehealth-and-why\" target=\"_blank\" rel=\"noreferrer noopener\">center<\/a>&nbsp;\u201duses de-identified data\u201d&#8230;\u201dwith publicly available information\u201d to conduct its spying work.<\/p>\n\n\n\n<p>The National Joint Terrorism Task <a href=\"https:\/\/en.wikipedia.org\/wiki\/Joint_Terrorism_Task_Force\" target=\"_blank\" rel=\"noreferrer noopener\">Force<\/a> (<a href=\"https:\/\/www.fbi.gov\/investigate\/terrorism\/joint-terrorism-task-forces\" target=\"_blank\" rel=\"noreferrer noopener\">JTTF<\/a>) that overlaps with fusion centers is another merged federal\/local law enforcement unit that has been given further authority by the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/countering-domestic-terrorism-and-organized-political-violence\/\" target=\"_blank\" rel=\"noreferrer noopener\">EO<\/a>, now including \u201cdomestic <a href=\"https:\/\/www.law.cornell.edu\/definitions\/uscode.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=18-USC-1828319891-1415921653&amp;term_occur=999&amp;term_src=title:18:part:I:chapter:113B:section:2331\" target=\"_blank\" rel=\"noreferrer noopener\">terrorism<\/a>\u201c by citizens who may just be exercising their rights. That again makes those who <a href=\"https:\/\/www.law.cornell.edu\/definitions\/uscode.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=18-USC-1828319891-1415921653&amp;term_occur=999&amp;term_src=title:18:part:I:chapter:113B:section:2331\" target=\"_blank\" rel=\"noreferrer noopener\">protested<\/a> in an effort to \u201cinfluence the policy of a government\u201d for the right to vote or be treated equally might now qualify as terrorists under this EO. Still not good enough, the DOJ is now drafting a <a href=\"https:\/\/www.yahoo.com\/news\/articles\/justice-department-drafting-list-domestic-110000851.html\" target=\"_blank\" rel=\"noreferrer noopener\">list<\/a> of &#8216;domestic terrorists&#8217;.<\/p>\n\n\n\n<p>With all of this sophistication in <a href=\"https:\/\/www.youtube.com\/watch?v=T72aH2aL_ew\" target=\"_blank\" rel=\"noreferrer noopener\">sharing<\/a> intelligence between governments, it was a security video and a homeless <a href=\"https:\/\/www.msn.com\/en-us\/news\/crime\/homeless-hero-who-cracked-brown-university-and-mit-shootings-being-taken-care-of-by-feds\/ar-AA1SK0cw\" target=\"_blank\" rel=\"noreferrer noopener\">man<\/a>&nbsp;who broke the Brown university case, attendees who <a href=\"https:\/\/www.nbcnews.com\/video\/video-shows-trump-rallygoes-spotting-gunman-before-shooting-214870597549\" target=\"_blank\" rel=\"noreferrer noopener\">spotted<\/a> a man on a roof, a customer and employee who <a href=\"https:\/\/www.newsweek.com\/mcdonalds-worker-luigi-mangione-private-security-1999217\" target=\"_blank\" rel=\"noreferrer noopener\">recognized<\/a> one assassin, and a <a href=\"https:\/\/www.seattletimes.com\/nation-world\/mass-boat-owner-who-found-boston-marathon-bombing-suspect-wants-out-of-public-spotlight\/\" target=\"_blank\" rel=\"noreferrer noopener\">man<\/a> who saw someone in his boat. Cases were broken by the public. All of the fusion center <a href=\"https:\/\/bja.ojp.gov\/sites\/g\/files\/xyckuh186\/files\/media\/document\/roleoffusioncentersincounteringviolentextremism_compliant.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">documents<\/a> talk about gathering and sharing data, and how that data is used to identify potential threats before anything happens. Nothing references how threats have been identified and stopped with that data. Maybe this federalized state and local police force is getting better as one terrorist&nbsp;<a href=\"https:\/\/abcnews.go.com\/Politics\/fbi-disrupted-alleged-terrorist-bombing-plot-los-angeles\/story?id=128416761\" target=\"_blank\" rel=\"noreferrer noopener\">group<\/a>&nbsp;and an individual in <a href=\"https:\/\/www.eastidahonews.com\/2025\/12\/man-arrested-with-homemade-bombs-after-making-antisemitic-threats-police-say\/\" target=\"_blank\" rel=\"noreferrer noopener\">Utah<\/a> were recently <a href=\"https:\/\/abcnews.go.com\/Politics\/fbi-disrupted-alleged-terrorist-bombing-plot-los-angeles\/story?id=128416761\" target=\"_blank\" rel=\"noreferrer noopener\">stopped<\/a>, but so many <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_mass_shootings_in_the_United_States_in_2025\" target=\"_blank\" rel=\"noreferrer noopener\">others<\/a> were not.&nbsp;<\/p>\n\n\n\n<p>Even though not expressly stated, there is no reason to believe that fusion center data won&#8217;t be integrated into data centers that will utilize artificial <a href=\"https:\/\/www.cisco.com\/site\/us\/en\/learn\/topics\/computing\/what-is-an-ai-data-center.html\" target=\"_blank\" rel=\"noreferrer noopener\">intelligence<\/a>, providing a much more comprehensive profile on each citizen, and how that might be <a href=\"https:\/\/www.policingproject.org\/ai-explained-articles\/2024\/9\/6\/how-policing-agencies-use-ai\" target=\"_blank\" rel=\"noreferrer noopener\">analyzed<\/a> against them. Using AI for predictive <a href=\"https:\/\/nij.ojp.gov\/topics\/articles\/overview-predictive-policing\" target=\"_blank\" rel=\"noreferrer noopener\">policing<\/a> can also be a slippery slope on <a href=\"https:\/\/natlawreview.com\/article\/ai-police-surveillance-bias-minority-report-impacting-constitutional-rights\" target=\"_blank\" rel=\"noreferrer noopener\">rights<\/a>.<\/p>\n\n\n\n<p>In spite of the recent EO, none of this is intended to take a side swipe at law enforcement. The majority are dedicated to protecting citizens, but they should be allowed to do their job and arrest those who commit crimes, regardless of any label or which group is involved. Law enforcement officers should perform their work without all the federal government entanglements. Centers that are used for nothing more than surveilling and gathering data on citizens need to end before America <a href=\"https:\/\/www.rfa.org\/english\/china\/2025\/02\/20\/china-ai-neuro-quantum-surveillance-security-threat\/\">becomes<\/a> another <a href=\"https:\/\/apnews.com\/article\/chinese-surveillance-silicon-valley-uyghurs-tech-xinjiang-8e000601dadb6aea230f18170ed54e88\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It would be interesting to determine just how many Americans are familiar with fusion centers.
