According to this \u201cvision <a href=\"https:\/\/agenticstate.org\/paper.html\" target=\"_blank\" rel=\"noreferrer noopener\">paper<\/a>\u201c, created by the Tallinn Digital <a href=\"https:\/\/www.tds.icds.ee\/\" target=\"_blank\" rel=\"noreferrer noopener\">Summit<\/a> 2025, \u201cagentic AI will transform government and defines the contours of the Agentic State.\u201d<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.ibm.com\/think\/topics\/ai-orchestration\" target=\"_blank\" rel=\"noreferrer noopener\">IBM<\/a>, Agentic AI \u201cconsists of AI <a href=\"https:\/\/aws.amazon.com\/what-is\/ai-agents\/\" target=\"_blank\" rel=\"noreferrer noopener\">agents<\/a>\u2014machine learning models that mimic human decision-making to solve problems in real time. In a multiagent system, each agent performs a specific subtask required to reach the goal and their efforts are coordinated through <a href=\"https:\/\/www.ibm.com\/think\/topics\/ai-orchestration\" target=\"_blank\" rel=\"noreferrer noopener\">AI orchestration<\/a>.\u201d<\/p>\n\n\n\n<p>What this means is that Artificial Intelligence agents (AI <a href=\"https:\/\/agenticstate.org\/paper.html#whitepaper-reader\" target=\"_blank\" rel=\"noreferrer noopener\">Agents<\/a>) \u201ccan perceive complex situations, reason through problems, and take autonomous action within defined boundaries\u201d across organizational boundaries. The goal is having government function with AI Agents where data is used to make decisions. This defines the Agentic State, a government run by programmed AI agents.<\/p>\n\n\n\n<p>\u201c<a href=\"https:\/\/ideascale.com\/blog\/what-is-government-technology\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovTech<\/a>, short for Government <a href=\"https:\/\/www.govtech.com\/about\" target=\"_blank\" rel=\"noreferrer noopener\">Technology<\/a>, is defined as the application of technology to improve the delivery of government services, enhance government operations, and promote citizen engagement and participation in governance\u201d. It also <a href=\"https:\/\/www.govtech.com\/tag\/federal-government\" target=\"_blank\" rel=\"noreferrer noopener\">tracks<\/a> developments in the federal government. The&nbsp;U.S. General Services Administration&nbsp;(<a href=\"https:\/\/www.gsa.gov\/technology\/government-it-initiatives\" target=\"_blank\" rel=\"noreferrer noopener\">GSA<\/a>) covers the government&#8217;s IT initiatives.<\/p>\n\n\n\n<p>Simply put, GovTech, beloved by the World <a href=\"https:\/\/www.worldbank.org\/en\/programs\/govtech\" target=\"_blank\" rel=\"noreferrer noopener\">Bank<\/a> and World Economic Forum (<a href=\"https:\/\/initiatives.weforum.org\/govtech-network\/home\" target=\"_blank\" rel=\"noreferrer noopener\">WEF<\/a>), is the digital transformation of government, all <a href=\"https:\/\/www.smartcitiesdive.com\/news\/archive-acc-top-govtech-trends-for-2025\/754747\/\" target=\"_blank\" rel=\"noreferrer noopener\">government<\/a>.<\/p>\n\n\n\n<p>From this WEF <a href=\"https:\/\/reports.weforum.org\/docs\/WEF_The_Global_Public_Impact_of_GovTech_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>, the <a href=\"https:\/\/www.weforum.org\/publications\/the-global-public-impact-of-govtech\/\" target=\"_blank\" rel=\"noreferrer noopener\">summary<\/a> states that GovTech \u201coffers solutions that streamline processes, reduce costs and rebuild public trust.\u201d You betcha, the public will have full faith in a sterile, computer run, decision making, artificial government system where \u201cparticipation in governance\u201d is an illusion, or maybe delusion. This \u201cFuture of Government\u201d is explained in this WEF&nbsp;<a href=\"https:\/\/www.weforum.org\/videos\/govtech-future-of-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">video<\/a>.<\/p>\n\n\n\n<p>WEF has GovTech <a href=\"https:\/\/initiatives.weforum.org\/govtech-network\/govtech-centres\" target=\"_blank\" rel=\"noreferrer noopener\">centres<\/a> across the world affecting many <a href=\"https:\/\/www.weforum.org\/centres\/\" target=\"_blank\" rel=\"noreferrer noopener\">sectors<\/a> as part of its Centre for the Fourth Industrial Revolution (<a href=\"https:\/\/www.weforum.org\/videos\/series\/c4ir-impact-on-the-ground\/\" target=\"_blank\" rel=\"noreferrer noopener\">C4IR<\/a>) <a href=\"https:\/\/centres.weforum.org\/centre-for-frontier-technologies-and-innovation\/network\" target=\"_blank\" rel=\"noreferrer noopener\">network<\/a>. So sophisticated is GovTech, even in war torn Ukraine the \u201cstate\u201d is literally in a smartphone (pg <a href=\"https:\/\/reports.weforum.org\/docs\/WEF_The_Global_Public_Impact_of_GovTech_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">21<\/a>). The Berlin Global Government Technology Centre released a <a href=\"https:\/\/www.globalgovtechcentre.org\/service-delivery-and-user-experience#content\" target=\"_blank\" rel=\"noreferrer noopener\">whitepaper<\/a> explaining this government <a href=\"https:\/\/www.fedcontractpros.com\/blog\/the-agentic-state-reimagining-government-through-ai-agents\" target=\"_blank\" rel=\"noreferrer noopener\">transformation<\/a>.<\/p>\n\n\n\n<p>Now this hasn&#8217;t been fully implemented in the United States yet, but AI is already being used, and <a href=\"https:\/\/atpgov.com\/the-future-of-government-tech-key-trends-to-watch-in-federal-agencies-in-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">implemented<\/a>, in federal <a href=\"https:\/\/www.acus.gov\/document\/government-algorithm-artificial-intelligence-federal-administrative-agencies\" target=\"_blank\" rel=\"noreferrer noopener\">agencies<\/a>. The National Conference of State Legislatures (<a href=\"https:\/\/www.ncsl.org\/technology-and-communication\/artificial-intelligence-in-government-the-federal-and-state-landscape\" target=\"_blank\" rel=\"noreferrer noopener\">NCSL<\/a>) is promoting this transformation to AI for states. The Legislative Services <a href=\"https:\/\/www.ncsl.org\/about-us\/ncsl-state-liaisons\">Director<\/a> participates in NCSL along with several participating state legislators that can be found <a href=\"https:\/\/www.ncsl.org\/legislative-leaders\/state-legislative-leaders\">here<\/a>.<\/p>\n\n\n\n<p>This <a href=\"https:\/\/www.deloitte.com\/us\/en\/insights\/multimedia\/podcasts\/city-ai.html\" target=\"_blank\" rel=\"noreferrer noopener\">article<\/a> provides an example of how AI will run cities. Just imagine the Agentic AI making all the decisions. But also, imagine how control over lives can be implemented. Creating an \u201cAnticipatory government \u2026 when it\u2019s powered by AI and analytics can enable governments to not only predict undesirable activities, but also prevent them from occurring, from spotting fraud to combating the opioid epidemic\u201d, one has to ponder how much control over lives can be hijacked by an AI Agent. It is in the hands of technocrats who decide how the AI and its algorithms are programmed.<\/p>\n\n\n\n<p>So, you attend a protest, post an unflattering social media comment, send an email with complaints to the government, and a host of other negative perspectives about the government. All of that data is captured by some AI agent and dumped into your little government file. At what point will the AI Agent decide that your behavior is too negative and some consequences should be laid upon you? It\u2019s all in how the Agent is programmed, by the government.<\/p>\n\n\n\n<p>While this action couldn&#8217;t be described as a Chinese social credit system, it sure <a href=\"https:\/\/www.youtube.com\/watch?v=TXOJSUpJz1w\" target=\"_blank\" rel=\"noreferrer noopener\">looks<\/a> the same. Maybe social control would be a better description.<\/p>\n\n\n\n<p>Meanwhile, as future victims of this horror story in the U.S. remain fixated on the predetermined media stories that are nauseatingly reiterated every hour of the day, this unchecked government marches forward with its technologically run government. It is being <a href=\"https:\/\/www.forbes.com\/sites\/ronschmelzer\/2024\/12\/12\/beyond-bureaucracy-how-ai-is-shaping-the-future-of-public-service\/\" target=\"_blank\" rel=\"noreferrer noopener\">sold<\/a> to the masses as a government that will serve the people more efficiently and \u201cimprove citizen engagement\u201d.
