{"id":19410,"date":"2026-02-01T19:00:00","date_gmt":"2026-02-02T02:00:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=19410"},"modified":"2026-02-01T19:54:51","modified_gmt":"2026-02-02T02:54:51","slug":"reviewing-hb-517","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/reviewing-hb-517\/","title":{"rendered":"Reviewing HB 517"},"content":{"rendered":"\n<p>HB <a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2026\/legislation\/H0517\/\" target=\"_blank\" rel=\"noreferrer noopener\">517<\/a> was introduced to the legislature by Rep. Scott on January 22, 2026. The purpose of this legislation is to remove Idaho from the Pacific Northwest Economic Region (PNWER).<\/p>\n\n\n\n<p>PNWER, \u201ca <a href=\"https:\/\/bowislandcommentator.com\/news\/2025\/02\/06\/mla-wright-promoting-u-s-partnership-at-pnwer-conference\/\" target=\"_blank\" rel=\"noreferrer noopener\">nonpartisan<\/a> public-private partnership\u201d and&nbsp;<a href=\"https:\/\/www.pnwer.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">non-profit&nbsp;<\/a>organization, was established by IC Title 67 Chapter <a href=\"https:\/\/legislature.idaho.gov\/statutesrules\/idstat\/Title67\/T67CH78\/\" target=\"_blank\" rel=\"noreferrer noopener\">78<\/a> in 1991, based on the idea that there was an emerging \u201cglobal economy\u201d where specific areas were engaging in cooperative arrangements. One such area was the Pacific Northwest that <a href=\"https:\/\/www.pnwer.org\/about-us.html\" target=\"_blank\" rel=\"noreferrer noopener\">included<\/a> Idaho, Washington, Alaska, Montana, Oregon, and foreign country provinces of Alberta and British Columbia in Canada. The Canadian Yukon Territory, Saskatchewan, and&nbsp;Northwest Territories were added later. State legislators were assigned to work cooperatively with this entity.<\/p>\n\n\n\n<p>Briefly, its <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_executive_committee___delegate_council_handbook.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">goals<\/a>&nbsp;(pg 1) include coordinating provincial and state policies throughout the region, exchanging information and enhancing regional competitiveness, achieving economic growth, and \u201cleverage regional influence in Ottawa and Washington D.C.\u201d among other activities.<\/p>\n\n\n\n<p>\u201cAll\u201d <a href=\"https:\/\/www.pnwer.org\/history.html\" target=\"_blank\" rel=\"noreferrer noopener\">legislators<\/a> from both countries, along with state governors and premiers, are added to the PNWER governance structure. Also included are private sector and non-governmental organizations (NGO). One third of funding is provided from state and province dues, one third from private sector sponsorship and dues, and one third from private and public grants. In <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147&amp;full=true\" target=\"_blank\" rel=\"noreferrer noopener\">Washington<\/a>, the <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147.070\" target=\"_blank\" rel=\"noreferrer noopener\">PNWER-Net<\/a> working subgroup is <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147&amp;full=true\" target=\"_blank\" rel=\"noreferrer noopener\">allowed<\/a> to <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147.080&amp;pdf=true\" target=\"_blank\" rel=\"noreferrer noopener\">accept<\/a> gifts, grants, and <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147&amp;full=true&amp;pdf=true\" target=\"_blank\" rel=\"noreferrer noopener\">donations<\/a> from the private sector. Whether this translates over to Idaho representatives is <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-18\/chapter-13\/section-18-1356\/\" target=\"_blank\" rel=\"noreferrer noopener\">questionable<\/a>.&nbsp;<\/p>\n\n\n\n<p>Each participating entity signs a PNWER <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147&amp;full=true&amp;pdf=true\" target=\"_blank\" rel=\"noreferrer noopener\">Agreement<\/a>&nbsp;that includes Interlibrary <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=43.147&amp;full=true&amp;pdf=true\" target=\"_blank\" rel=\"noreferrer noopener\">sharing<\/a>, and IC <a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/statutesrules\/idstat\/Title67\/T67CH78.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">67-7802<\/a>, Article III, outlines the organizational structure. In Idaho, Rep. Britt<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2024\/id5381\/\" target=\"_blank\" rel=\"noreferrer noopener\">Raybould<\/a><strong>&nbsp;<\/strong>is the PNWER State Lead and&nbsp;Vice <a href=\"https:\/\/www.pnwer.org\/governance-structure.html\" target=\"_blank\" rel=\"noreferrer noopener\">President<\/a>&nbsp;whose <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_executive_committee___delegate_council_handbook.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">duties<\/a>&nbsp;(pg 5-6) include attendance to the summit and executive committee meetings, holding delegate meetings, assisting with capital visits, ensuring that dues are paid, developing an annual budget and action plan, serving as a liaison to the public and private sector to seek their involvement, engaging local media on initiatives and events, and remaining non-partisan.<\/p>\n\n\n\n<p>The Delegate <a href=\"https:\/\/www.pnwer.org\/governance-structure.html\" target=\"_blank\" rel=\"noreferrer noopener\">Council<\/a> includes Gov.&nbsp;<a href=\"https:\/\/gov.idaho.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Little<\/a>, Rep.<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2023\/id5381\/\" target=\"_blank\" rel=\"noreferrer noopener\">Raybould<\/a>, Sen.&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2023\/id7836\/\" target=\"_blank\" rel=\"noreferrer noopener\">Taylor<\/a>, Rep.&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2022\/rep-charlie-shepherd\/\" target=\"_blank\" rel=\"noreferrer noopener\">Shepherd<\/a>, Sen.&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2023\/id3140\/\" target=\"_blank\" rel=\"noreferrer noopener\">Burtenshaw<\/a>, and Rep.&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2022\/id5374\/\" target=\"_blank\" rel=\"noreferrer noopener\">Green<\/a>, with Sen. <a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2022\/id5345\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lent<\/a>,&nbsp;Rep.&nbsp;<a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2022\/rep-tony-wisniewski\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisniewski<\/a>, and Sen. <a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2023\/id7115\/\" target=\"_blank\" rel=\"noreferrer noopener\">Semmelroth<\/a> serving as alternates. Delegate <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_officers_handbook__2019_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">duties<\/a>&nbsp;(pg 3) include attendance to the summit, promoting participation, holding meetings, assisting in coordination of PNWER meetings in Boise, and ensuring dues are paid on time.<\/p>\n\n\n\n<p>Some private sector &#8216;representatives\u201d <a href=\"https:\/\/www.pnwer.org\/governance-structure.html\" target=\"_blank\" rel=\"noreferrer noopener\">include<\/a>&nbsp;Regence Blue Shield, J.R. Simplot, Hecla Mining,&nbsp;ExxonMobil, Amazon, Microsoft, and the&nbsp;Idaho Water Users Association.&nbsp;<\/p>\n\n\n\n<p>These meetings are intended to share PNWER policies, information, and action items.<\/p>\n\n\n\n<p>PNWER has working <a href=\"https:\/\/www.pnwer.org\/working-groups.html\" target=\"_blank\" rel=\"noreferrer noopener\">groups<\/a>&nbsp;for multiple issues (<a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_executive_committee___delegate_council_handbook.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 9-10<\/a>) on which legislators sit with private sector individuals. Rep. <a href=\"https:\/\/ballotpedia.org\/Terry_F._Gestrin\" target=\"_blank\" rel=\"noreferrer noopener\">Gestrin<\/a>, Sen. <a href=\"https:\/\/ballotpedia.org\/Michelle_Stennett\" target=\"_blank\" rel=\"noreferrer noopener\">Stennett<\/a>, and Sen. <a href=\"https:\/\/ballotpedia.org\/Chuck_Winder\" target=\"_blank\" rel=\"noreferrer noopener\">Winder<\/a>&nbsp;were listed on working <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/working_group_co-chairs.2020-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">groups<\/a> in 20-21 but are no longer in office. Regardless, the action <a href=\"https:\/\/www.pnwer.org\/action-items.html\" target=\"_blank\" rel=\"noreferrer noopener\">items<\/a> these groups were working on can be seen up to 2023. Current working group Co-Chairs on page <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025_annual_report_digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">05<\/a> include Rep. Raybould on Water Policy and Sen. Burtenshaw on Invasive Species. Sen. <a href=\"https:\/\/legislature.idaho.gov\/legislators\/membership\/2021\/id6686\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cook<\/a>&nbsp;is on the Regional Tourism <a href=\"https:\/\/www.pnwer.org\/regional-tourism.html\" target=\"_blank\" rel=\"noreferrer noopener\">Council<\/a>.<\/p>\n\n\n\n<p>Annual Summits have been <a href=\"https:\/\/www.pnwer.org\/past-events.html\" target=\"_blank\" rel=\"noreferrer noopener\">held<\/a> for years across the region where all participants gather to discuss solutions and policy, identify ways to get more money, and create more reasons to <a href=\"https:\/\/www.regionalresilience.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">grow<\/a> <a href=\"https:\/\/www.pnwer.org\/congregate.html\" target=\"_blank\" rel=\"noreferrer noopener\">themselves<\/a>.<\/p>\n\n\n\n<p>The 2023 <a href=\"https:\/\/www.pnwer.org\/2023-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">Summit<\/a> was held in Boise and included policy <a href=\"https:\/\/www.pnwer.org\/2023-summit-policy-tours.html\" target=\"_blank\" rel=\"noreferrer noopener\">tours<\/a>, action <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2023_action_items_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">items<\/a>, and&nbsp;<a href=\"https:\/\/www.pnwer.org\/sponsorship-brochure.html\" target=\"_blank\" rel=\"noreferrer noopener\">benefits<\/a> for <a href=\"https:\/\/www.pnwer.org\/sponsorship.html\" target=\"_blank\" rel=\"noreferrer noopener\">sponsors<\/a>. Who pays for the government travel and <a href=\"https:\/\/www.pnwer.org\/2023-summit-travel.html\" target=\"_blank\" rel=\"noreferrer noopener\">lodging<\/a>&nbsp;isn&#8217;t clear.<\/p>\n\n\n\n<p>British Columbia was the site for the 2024 <a href=\"https:\/\/www.pnwer.org\/2024-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">Summit<\/a>, again with pricey travel and lodging <a href=\"https:\/\/www.pnwer.org\/2024-summit-accommodations.html\" target=\"_blank\" rel=\"noreferrer noopener\">costs<\/a>, <a href=\"https:\/\/www.pnwer.org\/2024-summit-offsite.html\" target=\"_blank\" rel=\"noreferrer noopener\">tours<\/a> for both business and pleasure, ways to <a href=\"https:\/\/www.pnwer.org\/2024-promo.html\" target=\"_blank\" rel=\"noreferrer noopener\">share<\/a> their involvement with the media, and a three day <a href=\"https:\/\/www.pnwer.org\/2024-detailed-agenda.html\" target=\"_blank\" rel=\"noreferrer noopener\">agenda<\/a>. Topics on July 22 included shared values and goals with Canada, energy, invasive aquatic species at which Rep. Raybould spoke, and zero emissions, among others. July 23 started with awards to themselves for their great work, then topics on regional innovators changing the world, global markets, transitioning to a digital border, AI and Digital ID, and regional tourism with <a href=\"https:\/\/www.idahosmartgrowth.org\/valley-regional-transit-ceo-elaine-clegg-nominated-by-president-joe-biden-to-amtrak-board-of-directors\/\" target=\"_blank\" rel=\"noreferrer noopener\">Elaine<\/a> <a href=\"https:\/\/www.boisechamber.org\/blog-634429\/valley-regional-transit-approves-new-ceo\" target=\"_blank\" rel=\"noreferrer noopener\">Clegg<\/a> participating. A link to watch each session is provided so Idahoans can be informed of their future as determined by unelected individuals from foreign countries and other states. For those with more curiosity, previous webinars can be found <a href=\"https:\/\/www.pnwer.org\/past-webinars.html\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.&nbsp;<\/p>\n\n\n\n<p>PNWER was proud to boast about Idaho <a href=\"https:\/\/www.pnwer.org\/accomplishments.html\" target=\"_blank\" rel=\"noreferrer noopener\">achievements<\/a> in 2024 including: building partnerships; securing funding for PWNER&#8217;s&nbsp;<a href=\"https:\/\/www.pnwer.org\/lehi.html\" target=\"_blank\" rel=\"noreferrer noopener\">LEHI<\/a> program and <a href=\"https:\/\/www.rianorthwest.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">transportation<\/a> projects in which Valley Regional <a href=\"https:\/\/www.rianorthwest.org\/subrecipients\" target=\"_blank\" rel=\"noreferrer noopener\">Transit<\/a> is a beneficiary; making recommendations to seek funding for a tabletop exercise on foreign animal disease outbreaks; supporting trade with Canada; establishing a regional tourism council; and partnering to plan a cybersecurity workshop. <a href=\"https:\/\/www.rianorthwest.org\/blog\/july-24\" target=\"_blank\" rel=\"noreferrer noopener\">Americans<\/a>&nbsp;and legislators were far outnumbered at this Summit.<\/p>\n\n\n\n<p>At the annual 2025 <a href=\"https:\/\/www.pnwer.org\/2025-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">Summit<\/a> held in Washington, the video states PNWER comes together to find solutions to regional challenges, creating lasting connections between business and government leaders, along with travel and&nbsp;<a href=\"https:\/\/www.pnwer.org\/2025-summit-accommodations.html\" target=\"_blank\" rel=\"noreferrer noopener\">lodging<\/a>&nbsp;discounts. The corporate sponsorships and \u201cpartnerships\u201d are stunning with Amazon and Microsoft at the <a href=\"https:\/\/www.pnwer.org\/2025-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">top<\/a> of the list. Videos on the sessions and what was discussed can be found <a href=\"https:\/\/www.youtube.com\/playlist?list=PLyJ_0xDkMI83dfsiSFA0TiEgFJboSugQj\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a> and <a href=\"https:\/\/www.pnwer.org\/2025-summit-presentations.html\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>. Again, included in this Summit were \u201cpolicy\u201d <a href=\"https:\/\/www.pnwer.org\/2025-summit-policy-tours.html\" target=\"_blank\" rel=\"noreferrer noopener\">tours<\/a> and pleasure activities, with a <a href=\"https:\/\/www.pnwer.org\/2025-summit-codeofconduct.html\" target=\"_blank\" rel=\"noreferrer noopener\">reminder<\/a> on how to behave. The 2026 <a href=\"https:\/\/www.pnwer.org\/2026-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">Summit<\/a> will be held in Edmonton, AB (<a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025_annual_report_digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 27<\/a>).<\/p>\n\n\n\n<p>PNWER 2025 notes on page <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025.2_pnwer_backgrounder.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">3<\/a>&nbsp;indicate that 62.5% of attendees are from the private sector and NGOs, while 47.5% are from the government. This number is skewed a little bit by combining the government with NGOs and academia on page <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025_annual_report_digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">07<\/a>&nbsp;in its Annual report. Regardless, it is clear this whole outfit is dominated by corporations and others who are not elected representatives.<\/p>\n\n\n\n<p>Found in the 2025 Annual Report (<a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025_annual_report_digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 12<\/a>), Lt. Governor <a href=\"https:\/\/lgo.idaho.gov\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bedke<\/a> co-chaired the Idaho State Council, another public-private partnership, and in which former Sen. <a href=\"https:\/\/ballotpedia.org\/Chuck_Winder\" target=\"_blank\" rel=\"noreferrer noopener\">Winder<\/a>&nbsp;made an appearance. From that page on, details are given on PNWER&#8217;s work in federal engagement, trade &amp; energy, <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_us-canada_tariff_response_summary__1_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">tariffs<\/a>, tourism, transportation, aquatic invasive species, critical minerals, AI, <a href=\"https:\/\/www.hsdl.org\/c\/abstract\/?docid=17549\" target=\"_blank\" rel=\"noreferrer noopener\">disasters<\/a>, and livestock health. A financial report can be found on page <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/2025_annual_report_digital.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">28<\/a>, and in typical government fashion, the spending outpaced the revenue. All Annual Reports can be found <a href=\"https:\/\/www.pnwer.org\/annual-reports.html\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>In America&#8217;s form of government as a Republic, connections with the government were <a href=\"https:\/\/tenthamendmentcenter.com\/2014\/05\/12\/constitution101-the-sovereignty-of-the-people\/\" target=\"_blank\" rel=\"noreferrer noopener\">intended<\/a> to be with citizens, not other states, foreign countries, or corporations. It could be asked, of what benefit did Idahoans receive from these sessions between corporations and government? Is the trajectory towards Digital ID, sustainability, and AI what Idahoans want?<\/p>\n\n\n\n<p>So, Idaho legislators are gallivanting about in other states and foreign countries, attending meetings with individuals who have contrasting ideologies from Idahoans, and subjected to corporate influence, all for the cause of being neighborly and making the lives of Idahoans better. Very concerning is the PNWER bias towards activities which Idahoans may not want and in which legislators are having to address to either control or stop those activities, such as the PNWER push for <a href=\"https:\/\/www.pnwer.org\/past-webinars.html\" target=\"_blank\" rel=\"noreferrer noopener\">vaccines<\/a> in 2021. One has to ask themselves if there has actually been any positive impact on their lives as a result of these gatherings.<\/p>\n\n\n\n<p>PNWER is a regional group. The World Economic Forum loves <a href=\"https:\/\/www.weforum.org\/stories\/2021\/07\/regionalization-globalization-future-direction-trade\/\" target=\"_blank\" rel=\"noreferrer noopener\">regionalism<\/a>, regional <a href=\"https:\/\/www.weforum.org\/stories\/2016\/12\/by-2030-what-will-regional-governance-look-like\/\" target=\"_blank\" rel=\"noreferrer noopener\">governance<\/a>, and regional <a href=\"https:\/\/www.weforum.org\/stories\/2023\/05\/growth-summit-regional-integration-key-economic-growth-business-leaders-trade-officials-explain\/\" target=\"_blank\" rel=\"noreferrer noopener\">integration<\/a>. Regionalism breaks down America&#8217;s system of governance. Further dangers of <a href=\"https:\/\/thenewamerican.com\/printmag\/creating-a-new-world-order-out-of-regional-orders\/\" target=\"_blank\" rel=\"noreferrer noopener\">regionalism<\/a>&nbsp;is explained by Alex Newman. Of greater danger is Klaus <a href=\"https:\/\/www.weforum.org\/about\/klaus-schwab\/\">Schwab<\/a> suggesting <a href=\"https:\/\/libertysentinel.org\/klaus-schwabs-great-reset-includes-region-building\/\" target=\"_blank\" rel=\"noreferrer noopener\">regionalism<\/a> as an interim to globalism in his Great Reset book.<\/p>\n\n\n\n<p>The very idea that PNWER has the authority to create an alliance or <a href=\"https:\/\/westwindweekly.com\/news\/2025\/07\/24\/regional-mlas-push-to-enhance-trade-corridors-in-the-pacific-northwest\/\" target=\"_blank\" rel=\"noreferrer noopener\">trade<\/a> between states and foreign governments is a questionable&nbsp;<a href=\"https:\/\/www.law.cornell.edu\/constitution-conan\/article-1\/section-10\/clause-1\/states-engaging-in-foreign-policy\" target=\"_blank\" rel=\"noreferrer noopener\">violation<\/a> of Article I, Section 10, Clause 1 in the U.S. Constitution. Idaho representatives should know better. Why are legislators \u201ccollaborating\u201d with Oregon and Washington, two states where citizens are so miserable they are <a href=\"https:\/\/northidahoexperience.com\/where-are-people-moving-to-idaho-from-escape-to-idaho\/\" target=\"_blank\" rel=\"noreferrer noopener\">moving<\/a> to Idaho, and even want to become a <a href=\"https:\/\/mynorthwest.com\/local\/movement-idaho\/4047600\" target=\"_blank\" rel=\"noreferrer noopener\">part<\/a> of Idaho? Both states are, in general, so off base from what most Idahoans think that it is puzzling how any \u201csolution\u201d could be attained on any issue that would benefit Idaho.<\/p>\n\n\n\n<p>HB 517 is an opportunity to end Idaho&#8217;s involvement with PNWER and its involvement with corporatism. The $60,000, and whatever else is spent that would be saved, could be used towards legislators meeting with Idahoans on the very same issues and coming up with solutions that would benefit Idahoans. If Idahoans have concerns about an <a href=\"https:\/\/www.pnwer.org\/uploads\/2\/3\/2\/9\/23295822\/pnwer_us-canada_tariff_response_summary__1_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">issue<\/a>, it is their elected representatives that are responsible for addressing those concerns, not with other states and foreign countries.<\/p>\n\n\n\n<p>HB <a href=\"https:\/\/legislature.idaho.gov\/sessioninfo\/2026\/legislation\/H0517\/\" target=\"_blank\" rel=\"noreferrer noopener\">517<\/a> was referred to House State Affairs on January 23.
