{"id":19322,"date":"2026-01-10T21:00:00","date_gmt":"2026-01-11T04:00:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=19322"},"modified":"2026-01-10T22:27:01","modified_gmt":"2026-01-11T05:27:01","slug":"ngos-are-still-active","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/ngos-are-still-active\/","title":{"rendered":"NGOs Are Still Active"},"content":{"rendered":"\n<p>Environmental non-governmental organizations (NGO) might have been <a href=\"https:\/\/cleantechnica.com\/2025\/12\/23\/taking-stock-of-the-trump-administrations-assault-on-the-environment-at-one-year\/\" target=\"_blank\" rel=\"noreferrer noopener\">slapped<\/a> in the <a href=\"https:\/\/www.politico.com\/news\/2025\/09\/22\/shell-shocked-green-movement-searches-for-how-to-counter-trump-00574026\" target=\"_blank\" rel=\"noreferrer noopener\">face<\/a>&nbsp;with the election of President Trump who has been <a href=\"https:\/\/abcnews.go.com\/Politics\/environmental-groups-battling-1st-actions-trump-administration\/story?id=118568412\" target=\"_blank\" rel=\"noreferrer noopener\">dismantling<\/a> agendas so dear to their cause, and cutting money <a href=\"https:\/\/www.americanprogress.org\/article\/the-trump-administrations-cancellation-of-funding-for-environmental-protections-endangers-americans-health-while-draining-their-wallets\/\" target=\"_blank\" rel=\"noreferrer noopener\">spigots<\/a> off, but it has prompted an old strategy for saving the planet. Rather than messing with the bloated federal government, target local governments.<\/p>\n\n\n\n<p>The Center for Large Landscape Conservation (<a href=\"https:\/\/largelandscapes.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLLC<\/a>), a United Nations (UN) <a href=\"https:\/\/iucn.org\/dg-statement\/202512\/iucn-director-general-delivers-statement-seventh-session-un-environment\" target=\"_blank\" rel=\"noreferrer noopener\">affiliated<\/a> International Union for Conservation of Nature (<a href=\"https:\/\/sdgs.un.org\/statements\/international-union-conservation-nature-iucn-13634\" target=\"_blank\" rel=\"noreferrer noopener\">IUCN<\/a>) <a href=\"https:\/\/iucn.org\/our-union\/members\/iucn-members\/center-large-landscape-conservation\" target=\"_blank\" rel=\"noreferrer noopener\">member<\/a>, is ready to lead the charge. <a href=\"https:\/\/largelandscapes.org\/team\/gary-tabor\/\" target=\"_blank\" rel=\"noreferrer noopener\">CEO<\/a> Gary <a href=\"https:\/\/en.wikipedia.org\/wiki\/Gary_Tabor\" target=\"_blank\" rel=\"noreferrer noopener\">Tabor<\/a> has had his hands in numerous environmental groups that have caused headaches in Idaho including Yellowstone to <a href=\"https:\/\/y2y.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Yukon<\/a>, Heart of the <a href=\"https:\/\/heart-of-rockies.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rockies<\/a>, Network for Landscape <a href=\"https:\/\/landscapeconservation.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Conservation<\/a>, and some others, while being a&nbsp;<a href=\"https:\/\/iucn.org\/our-union\/commissions\/group\/iucn-wcpa-connectivity-conservation-specialist-group\" target=\"_blank\" rel=\"noreferrer noopener\">working<\/a>&nbsp;buddy with the IUCN.<\/p>\n\n\n\n<p>Anyhoo, CLLC has a new hot off the press <a href=\"https:\/\/largelandscapes.org\/local-planning\/\" target=\"_blank\" rel=\"noreferrer noopener\">program<\/a>, Integrating Wildlife Habitat <a href=\"https:\/\/largelandscapes.org\/connectivity\/\" target=\"_blank\" rel=\"noreferrer noopener\">Connectivity<\/a> into Local Government Planning, that targets city and county comprehensive <a href=\"https:\/\/en.wikipedia.org\/wiki\/Comprehensive_planning\" target=\"_blank\" rel=\"noreferrer noopener\">plans<\/a> (CP). These plans are required by Idaho <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-67\/chapter-65\/section-67-6508\/\" target=\"_blank\" rel=\"noreferrer noopener\">Code<\/a> for every city and county. In general, the purpose is providing guidance for growth and land use planning, which is also outlined in Idaho <a href=\"https:\/\/law.justia.com\/codes\/idaho\/title-67\/chapter-65\/\" target=\"_blank\" rel=\"noreferrer noopener\">Code<\/a>, but the CLLC program extends far beyond just a connectivity agenda.<\/p>\n\n\n\n<p>CLLC thinks it would be a great idea to sneak its conservation agenda into CPs, but it is a <a href=\"https:\/\/gemstatepatriot.com\/blog\/its-about-land-use-restrictions\/\">rehash<\/a> of prior attempts. These plans are typically updated around every 5-10 years but can be <a href=\"https:\/\/www.lawserver.com\/law\/state\/idaho\/id-code\/idaho_code_67-6509\" target=\"_blank\" rel=\"noreferrer noopener\">amended<\/a> in between by either the Planning and Zoning Commission, or by a citizen. Updates are a good time for NGOs to swoop in for massive conservation changes, but for a citizen it is also a good time to step in and block those land grabbing ideas. Just as well, a citizen can petition for an amendment that prevents connectivity agendas, and a host of other nonsense, from being integrated into a CP.<\/p>\n\n\n\n<p>So what kind of changes is CLLC looking for? Impediments for animals moving from place to place are roads and housing which CLLC calls <a href=\"https:\/\/www.ifaw.org\/journal\/habitat-fragmentation-affects-animals\" target=\"_blank\" rel=\"noreferrer noopener\">fragmentation<\/a>&nbsp;as it impedes wildlife movement. In order to protect those wildlife paths, any impediment needs to be removed and the path preserved. So that means taking of land.<\/p>\n\n\n\n<p>Noted in this program is that &#8220;the ability of local officials to guide development in support of&nbsp;conservation goals depends heavily on what is codified in local plans and ordinances (<a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 9<\/a>).&#8221; Zoning regulations and ordinance are meant to be <a href=\"https:\/\/lawslearned.com\/zoning-and-the-comprehensive-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">consistent<\/a> with the CP. What CLLC wants merged into zoning regulations and ordinances are wildlife <a href=\"https:\/\/www.wildlifenomads.com\/blog\/what-are-wildlife-corridors\/\" target=\"_blank\" rel=\"noreferrer noopener\">corridor<\/a>&nbsp;<a href=\"https:\/\/www.thedailyeco.com\/what-are-wildlife-corridors-872.html\" target=\"_blank\" rel=\"noreferrer noopener\">protections<\/a>; habitat-sensitive subdivision <a href=\"https:\/\/www.ncufc.org\/uploads\/Conservation_subdivision.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">design<\/a>&nbsp;(cramming houses together so the wildlife can romp in the front yard); <a href=\"https:\/\/sustainablecitycode.org\/brief\/setbacks-and-buffers-between-non-agricultural-and-agricultural-areas\/\" target=\"_blank\" rel=\"noreferrer noopener\">setbacks<\/a> and <a href=\"https:\/\/www.georgetownclimate.org\/adaptation\/toolkits\/managed-retreat-toolkit\/setbacks-and-buffers.html\" target=\"_blank\" rel=\"noreferrer noopener\">buffers<\/a>; <a href=\"https:\/\/fas.org\/publication\/cluster-development-is-the-new-economic-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">cluster<\/a> <a href=\"https:\/\/lsiwins.com\/what-is-cluster-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">development<\/a>;&nbsp;<a href=\"https:\/\/www.localhousingsolutions.org\/housing-policy-library\/transfers-of-development-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\">transfer<\/a> of development <a href=\"https:\/\/wordpress.smartgrowthamerica.org\/wp-content\/uploads\/2024\/08\/transfer-development-rights-policy-toolkit.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rights<\/a>&nbsp;(with many <a href=\"https:\/\/www.youtube.com\/watch?v=Y9oh2sA3cMs\" target=\"_blank\" rel=\"noreferrer noopener\">drawbacks<\/a>);&nbsp;<a href=\"https:\/\/fastercapital.com\/content\/Density-Bonuses--Leveraging-Density-Bonuses-to-Exceed-Standard-Floor-Area-Ratios.html\" target=\"_blank\" rel=\"noreferrer noopener\">density<\/a> <a href=\"https:\/\/www.chescoplanning.org\/municorner\/conservationsubdivision\/14-DensityBonuses.cfm\" target=\"_blank\" rel=\"noreferrer noopener\">bonuses<\/a> for <a href=\"https:\/\/planningforhazards.colorado.gov\/density-bonus\" target=\"_blank\" rel=\"noreferrer noopener\">conservation<\/a>&nbsp;(including&nbsp;<a href=\"https:\/\/codelibrary.amlegal.com\/codes\/bonnercountyid\/latest\/bonnercounty_id\/0-0-0-3531\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>); and <a href=\"https:\/\/nrcsolutions.org\/open-space-preservation-through-land-acquisition\/\" target=\"_blank\" rel=\"noreferrer noopener\">prioritizing<\/a> undeveloped and connected open spaces for acquisition and protection, a Nature Conservancy <a href=\"https:\/\/www.nature.org\/en-us\/about-us\/who-we-are\/how-we-work\/private-lands-conservation\/\" target=\"_blank\" rel=\"noreferrer noopener\">specialty<\/a> (<a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 10<\/a>).<\/p>\n\n\n\n<p>It doesn&#8217;t end there, pages <a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">13-15<\/a>&nbsp;lists a whole slew of other &#8220;strategies&#8221; to take over the CP, even mentioning &#8220;tools&#8221; local governments can use to achieve its goals on page 16!<\/p>\n\n\n\n<p>Local government isn&#8217;t the only target, on page <a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">23<\/a> it talks about what state legislatures can do to advance its agenda by using State Wildlife Action Plans (<a href=\"https:\/\/idfg.idaho.gov\/swap\" target=\"_blank\" rel=\"noreferrer noopener\">SWAP<\/a>) and requiring &#8220;local governments to include wildlife habitat connectivity in plans and policies&#8221;.<\/p>\n\n\n\n<p>A full list of its recommendations can be found on pages&nbsp;<a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">26<\/a><a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/Connectivity-in-Local-Government-Report-08282025-sm.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">-39<\/a>. But, in its enthusiasm, CLLC lists examples of local governments that made these CP changes starting on page 40, one of which is Teton <a href=\"https:\/\/cms3.revize.com\/revize\/tetoncounty\/documents\/Government\/Teton%20County%20Code\/Land%20Development%20Code_As%20amended.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">County<\/a>, Idaho (pg 48), and which ironically for citizens can be used for guidance on what should be avoided in Idaho CPs.<\/p>\n\n\n\n<p>Now this all comes at a time that the Department of Interior (DOI) is <a href=\"https:\/\/www.doi.gov\/pressreleases\/interior-proposes-rescind-public-lands-rule-restoring-balanced-multiple-use\" target=\"_blank\" rel=\"noreferrer noopener\">proposing<\/a> to rescind the Public Lands <a href=\"https:\/\/www.blm.gov\/about\/laws-and-regulations\/conservation-and-landscape-health-rule\" target=\"_blank\" rel=\"noreferrer noopener\">Rule<\/a>, the God awful <a href=\"https:\/\/gemstatepatriot.com\/blog\/is-the-blm-breaking-the-law-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">decree<\/a> that diminished multiple-use. As that land might now be re-opened for use in multiple ways, the CLLC has to scramble to get land use shut down elsewhere for its agenda.<\/p>\n\n\n\n<p>CLLC also <a href=\"https:\/\/largelandscapes.org\/partners\/\" target=\"_blank\" rel=\"noreferrer noopener\">partners<\/a> with the National Caucus of Environmental Legislators (<a href=\"https:\/\/www.ncelenviro.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">NCEL<\/a>). Fortunately, at this time, there are no Idaho legislative <a href=\"https:\/\/www.ncelenviro.org\/state-leads\/\" target=\"_blank\" rel=\"noreferrer noopener\">members<\/a> listed but it doesn&#8217;t mean CLLC isn&#8217;t engaging with them. And, one NCEL <a href=\"https:\/\/www.ncelenviro.org\/articles\/despite-federal-challenges-to-public-lands-there-is-room-for-progress-at-the-state-level\/\" target=\"_blank\" rel=\"noreferrer noopener\">focus<\/a> is opposition to the Public Land Rule ending.<\/p>\n\n\n\n<p>So, get off your keister and get engaged with your local government and its CP, especially in rural areas located near <a href=\"https:\/\/www.henrysforkwildlifealliance.org\/hfwa-news\/fremont-county-planning-and-building-department-puts-the-cart-before-the-horse\/\">forested<\/a> or other federal land. With the potential of DOI freeing up federal land, NGOs are shifting more to blocking land use on surrounding developed land, but it will also include usurping how communities are designed, removing the right for citizens to make those decisions, unless they become involved.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Environmental non-governmental organizations (NGO) might have been slapped in the face&nbsp;with the election of President Trump who has been dismantling agendas so dear to their cause, and cutting money spigots off, but it has prompted an old strategy for saving the planet.
