Heather Scott"},"content":{"rendered":"<p><strong>While many of us are enjoying a wonderful fall, bureaucrats and lobbyists are busy drafting more rules, fees and regulations that they hope will slip by without much citizen input or opposition.<!--more--><\/strong><\/p>\n<p><strong>The first Wednesday of each month, your Idaho government releases a bulletin with new proposed changes to Idaho code.\u00a0You &#8211; the citizen have the opportunity to comment and negotiate with the bureaucracies, but only if you know where to find the proposed changes and follow the appropriate steps to offer input and oversight.\u00a0You can also request hearings in your community to provide valuable input and changes to these proposed changes.<\/strong><\/p>\n<p><strong>Click here to view October\u2019s administrative rules: <\/strong><a href=\"http:\/\/adminrules.idaho.gov\/bulletin\/2015\/10.pdf\" target=\"_blank\" rel=\"noopener\"><strong>http:\/\/adminrules.idaho.gov\/bulletin\/2015\/10.pdf<\/strong><\/a><\/p>\n<p><strong>This month\u2019s new proposed administrative rules include hundreds of language changes, among which include:<\/strong><\/p>\n<ul>\n<li>A\u00a0<strong>71% fee increase <\/strong>for individual water or sewer line permits.<\/li>\n<li>A\u00a0<strong>permit\u00a0exemption <\/strong>for state agencies\/organizations to perform minor alterations in buildings &amp; structures.<\/li>\n<li>Changes to GED testing rules.<\/li>\n<li>Education rules governing thoroughness and uniformity.<\/li>\n<li>Adoption of the\u00a0<strong>National Science Foundation\u2019s <\/strong>Frameworks of\u00a0<strong>Science in Idaho <\/strong>Schools (<strong>Common Core-Science<\/strong>).<\/li>\n<li>New alternate assessments for\u00a0<strong>special education <\/strong>students with\u00a0disabilities to meet <strong>federal reporting requirements.<\/strong><\/li>\n<li>Rules of the Idaho Peace Officer Standards and Training.<\/li>\n<li>Idaho residential mortgage practice rules.<\/li>\n<li>Rules of the Idaho <strong>Board of Nursing<\/strong>. Standards and criteria to evaluate the continued <strong>competency of licensed nurses<\/strong>. License renewal requirements to practice nursing in Idaho.<\/li>\n<li>Idaho Industrial Commission\u00a0<strong>adoption of <\/strong><strong>electronic claims <\/strong>and\u00a0<strong>incorporation by reference<\/strong>, the current\u00a0<strong>International<\/strong>\u00a0Association of Industrial Accident Boards and Commissions (\u201cIAIABC\u201d) EDI Claims Release 3.0 Implementation Guide.<\/li>\n<li>Rules for\u00a0<strong>psychologist examiners<\/strong>,<strong>outfitters and guides<\/strong>, professional counselors,<strong>appraisers<\/strong>, chiropractors and\u00a0acupuncturists.<\/li>\n<li>Statewide\u00a0protocols in the event of a\u00a0<strong>federal or state declared emergency<\/strong><strong>for pharmacists <\/strong>allowing suspension of requirements for those who are licensed in another states and allowance of temporary and mobile pharmacies.<\/li>\n<li>Rules governing overweight permits.<\/li>\n<li>Rules on Parks and Recreation Board to enter into agreements with advertisers.<\/li>\n<li><strong>Railroad <\/strong>safety rules.<\/li>\n<li>IDFG rules governing changes to hunter education,\u00a0<strong>big game<\/strong>, game\u00a0<strong>birds <\/strong>and\u00a0<strong>fish <\/strong>takes.<\/li>\n<li>IDFG proposed\u00a0<strong>mandatory\u00a0trapping training<\/strong>, rules and regulations for\u00a0<strong>baiting\u00a0<\/strong>and furbearer and predatory trapping.<\/li>\n<li><strong>Medicaid <\/strong>rules.<\/li>\n<li>Water quality standards.<\/li>\n<\/ul>\n<p><strong>Please go to the rules link above and take a look at any proposed rules that might affect you, your family, your business or your neighbors. Don\u2019t be overwhelmed by the size of the document! We each just need to review the sections that we have knowledge of or experience in. Together we can have an influence in our system of government, but only if we take the time to get involved.
