Both Rep. Fulcher, and surprisingly Rep. Simpson, voted <a href=\"https:\/\/www.govtrack.us\/congress\/votes\/118-2023\/h500\" target=\"_blank\" rel=\"noreferrer noopener\">yea<\/a>.<\/p>\n\n\n\n<p>It now heads to the Senate so there is no guarantee it will survive there. While the whole appropriations bill itself is obscene with millions of dollars being sent to foreign countries, it does have some interesting inclusions.<\/p>\n\n\n\n<p>The full text of the bill can be found <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>A short synopsis of the bill can be found <a href=\"https:\/\/appropriations.house.gov\/sites\/republicans.appropriations.house.gov\/files\/documents\/FY24%20State%20Foreign%20Operations%20and%20Related%20Programs%20-%20Bill%20Summary%20Updated%209.25.23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.&nbsp;<\/p>\n\n\n\n<p>Some of those interesting inclusions:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li>Prohibits funds to the United Nations Population Fund (<a href=\"https:\/\/www.unfpa.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNFPA<\/a>); World Health Organization (<a href=\"https:\/\/www.who.int\/\" target=\"_blank\" rel=\"noreferrer noopener\">WHO<\/a>); Gender Equity and Equality Action Fund (<a href=\"https:\/\/www.usaid.gov\/geeafund\" target=\"_blank\" rel=\"noreferrer noopener\">GEEA<\/a>); and terminates 18 Organization for Economic Cooperation and Development (<a href=\"https:\/\/www.oecd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">OECD<\/a>), UN Educational, Scientific and Cultural Organization (<a href=\"https:\/\/www.unesco.org\/en\" target=\"_blank\" rel=\"noreferrer noopener\">UNESCO<\/a>), UN <a href=\"https:\/\/www.unwomen.org\/en\" target=\"_blank\" rel=\"noreferrer noopener\">Women<\/a>, UN Montreal <a href=\"https:\/\/www.unep.org\/ozonaction\/who-we-are\/about-montreal-protocol\" target=\"_blank\" rel=\"noreferrer noopener\">Protocol<\/a>, UN Environment <a href=\"https:\/\/www.unep.org\/about-un-environment-programme\/funding-and-partnerships\/environment-fund\" target=\"_blank\" rel=\"noreferrer noopener\">Fund<\/a>, and World Economic Forum (<a href=\"https:\/\/www.weforum.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">WEF<\/a>) programs. Why is the WEF <a href=\"https:\/\/childrenshealthdefense.org\/defender\/wef-u-s-taxpayers-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">funded<\/a> by U.S. taxpayers?<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">7048<\/a> has some restrictions on using funding as it pertains to the UN. Prohibition of funds to the WHO is Section 7048(k).<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">7049<\/a> withholds funds for the Arms Trade Treaty pending ratification by the Senate. Say what, ratification?<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">7058(d)<\/a> withholds funds to the Wuhan lab and for gain of function research.<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">7061<\/a> withholds funding for several climate change funds.<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">7070(c)<\/a> holds funding for Executive Orders <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2021-01-25\/pdf\/2021-01753.pdf#page=1\" target=\"_blank\" rel=\"noreferrer noopener\">7009<\/a>, <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2021-06-30\/pdf\/2021-14127.pdf#page=1\" target=\"_blank\" rel=\"noreferrer noopener\">34593<\/a>, and <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2023-02-22\/pdf\/2023-03779.pdf#page=1\" target=\"_blank\" rel=\"noreferrer noopener\">10825<\/a>. (d) withholds funding for disinformation programs, and (e) withholds funds for sex change activities.<\/li>\n\n\n\n<li>Section <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/118\/hr4665\/text\" target=\"_blank\" rel=\"noreferrer noopener\">9018(1-7)<\/a> all address holding funding for several executive orders on climate change and refugee resettlement.<\/li>\n<\/ol>\n\n\n\n<p>For more on what this bill does read the synopsis. Will it pass the Senate? Or will it get bogged down in the current Congressional circus?
