{"id":13615,"date":"2023-07-02T12:00:00","date_gmt":"2023-07-02T18:00:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=13615"},"modified":"2024-09-23T23:22:24","modified_gmt":"2024-09-24T05:22:24","slug":"boise-the-great-reset","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/boise-the-great-reset\/","title":{"rendered":"Boise &#038; The Great Reset"},"content":{"rendered":"\n<p><strong>While this is about Boise, every Idahoan should be on the alert for it happening in their city.<\/strong><\/p>\n\n\n\n<p>The Boise City Council recently approved a massive change in the city&#8217;s zoning <a rel=\"noreferrer noopener\" href=\"https:\/\/idahobusinessreview.com\/2023\/06\/20\/boise-city-council-approves-citys-zoning-rewrite\/\" target=\"_blank\">codes<\/a> that will &#8220;permit the inclusion of more housing units, diverse housing options, and an increase in mixed-use districts. This is called upzoning, and consequently, development along transit corridors will be denser, combining both residential and retail spaces&#8221;, opening the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.hud.gov\/AFFH\" target=\"_blank\">door<\/a> to more money. A copy of the 611-page Boise Zoning Code Adoption Draft can be found <a rel=\"noreferrer noopener\" href=\"https:\/\/issuu.com\/cityofboise\/docs\/boise_zoning_code_adoption_draft_public\" target=\"_blank\">here<\/a>.<\/p>\n\n\n\n<p>One group fighting this change is Reject Boise <a href=\"https:\/\/www.rejectboiseupzone.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Upzone<\/a>. Among many other <a href=\"https:\/\/www.rejectboiseupzone.org\/concerns\" target=\"_blank\" rel=\"noreferrer noopener\">concerns<\/a>, issues they raise include a lack of citizen involvement in the decision, a resulting lack of affordable housing and reduction in lot sizes, increasing ADU sizes, and the fact that &#8220;2 of 6 council <a href=\"https:\/\/www.yahoo.com\/news\/mayor-mclean-selected-two-people-154854038.html\" target=\"_blank\" rel=\"noreferrer noopener\">members<\/a> were not elected by public vote&#8221;. Resources for other information can be found on their website.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.transect.com\/resources\/zoning-overview-definitions\" target=\"_blank\" rel=\"noreferrer noopener\">Traditional<\/a> zoning codes are now <a href=\"https:\/\/progress.institute\/smarter-zoning-for-fair-housing\/\" target=\"_blank\" rel=\"noreferrer noopener\">perceived<\/a> as exclusionary, damage equity, inhibit growth, and should be <a href=\"https:\/\/www.tandfonline.com\/doi\/epdf\/10.1080\/01944363.2019.1651217?needAccess=true&amp;role=button\" target=\"_blank\" rel=\"noreferrer noopener\">eliminated<\/a>. There is also some <a href=\"https:\/\/www.huduser.gov\/portal\/pdredge\/pdr-edge-featd-article-102621.html\" target=\"_blank\" rel=\"noreferrer noopener\">thought<\/a> that these codes perpetuate segregation and hinder sustainable development. Changing these codes addresses equity in every way possible. There is truth to this. Why should a person who works their arse off to better their lives be allowed to have property that isn&#8217;t made available to others? Some think <a href=\"https:\/\/www.planningreport.com\/2019\/12\/02\/national-fair-housing-alliance-rejects-hud-argument-upzoning\" target=\"_blank\" rel=\"noreferrer noopener\">changes<\/a> in zoning codes don&#8217;t go far enough. After all, <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3772\" target=\"_blank\" rel=\"noreferrer noopener\">housing<\/a> is a human <a href=\"https:\/\/www.ohchr.org\/en\/special-procedures\/sr-housing\/human-right-adequate-housing\" target=\"_blank\" rel=\"noreferrer noopener\">right<\/a>.<\/p>\n\n\n\n<p>So what is <a href=\"https:\/\/archive.curbed.com\/2020\/1\/30\/21115351\/upzoning-definition-affordable-housing-gentrification\" target=\"_blank\" rel=\"noreferrer noopener\">upzoning<\/a>? Simply put, it is &#8220;changing the zoning code to allow taller and\/or denser buildings&#8221;, thereby creating more <a href=\"https:\/\/www.planetizen.com\/definition\/upzoning\" target=\"_blank\" rel=\"noreferrer noopener\">development<\/a>. But it isn&#8217;t just building size and numbers, it goes much farther with a drastic <a href=\"https:\/\/www.planning.org\/learn\/course\/9248970\/\" target=\"_blank\" rel=\"noreferrer noopener\">reduction<\/a> in single housing lots and size, increased accessory dwelling units (<a href=\"https:\/\/www.zillow.com\/resources\/stay-informed\/how-to-build-accessory-dwelling-unit-adu\/\" target=\"_blank\" rel=\"noreferrer noopener\">ADU<\/a>), reduced <a href=\"https:\/\/planning.org\/planning\/2022\/winter\/5-practical-zoning-hacks-for-missing-middle-housing\/\" target=\"_blank\" rel=\"noreferrer noopener\">car<\/a> use, and increased mass transportation with more <a href=\"https:\/\/www.planetizen.com\/news\/2022\/03\/116436-boise-looks-upzoning-ease-housing-pressures\" target=\"_blank\" rel=\"noreferrer noopener\">walking<\/a> and biking. Somehow, this is supposed to <a href=\"https:\/\/www.youtube.com\/watch?v=9yZhk2GCYww\" target=\"_blank\" rel=\"noreferrer noopener\">create<\/a> social justice, <a href=\"https:\/\/www.huduser.gov\/portal\/pdredge\/pdr-edge-featd-article-102621.html\" target=\"_blank\" rel=\"noreferrer noopener\">equality<\/a>, and protect the environment. These zoning changes are also typically built near mass <a href=\"https:\/\/www.theregreview.org\/2021\/08\/17\/sheppard-zoning-changes-create-affordable-housing\/\" target=\"_blank\" rel=\"noreferrer noopener\">transportation<\/a> to move all those extra people around, and &#8220;promote inclusionary <a href=\"https:\/\/planning.org\/home\/action\/inclusionary\/\" target=\"_blank\" rel=\"noreferrer noopener\">growth<\/a>&#8220;.&nbsp;<\/p>\n\n\n\n<p>ADUs can be <a href=\"https:\/\/archive.curbed.com\/2020\/1\/30\/21115351\/upzoning-definition-affordable-housing-gentrification\" target=\"_blank\" rel=\"noreferrer noopener\">built<\/a> on existing single family lots. An addition can be added to the house, the space above a garage converted to an apartment, or a separate unit on the lot can be used for rent. Or a home can be <a href=\"https:\/\/montgomeryplanning.org\/blog-design\/2021\/10\/small-increases-in-density-make-homeownership-more-attainable-a-case-study-of-habitat-for-humanitys-garland-avenue-duplex-project-in-takoma-park\/\" target=\"_blank\" rel=\"noreferrer noopener\">split<\/a> in half creating a rental unit. The whole purpose is to increase the number of people living on one lot, providing more housing &#8220;<a href=\"https:\/\/realestate.usnews.com\/real-estate\/articles\/what-is-affordable-housing\" target=\"_blank\" rel=\"noreferrer noopener\">affordability<\/a>&#8220;, options, equity, and inclusion, and protect the environment from less car use.<\/p>\n\n\n\n<p>From where does all of this nonsense originate?<\/p>\n\n\n\n<p>The 1968 Fair Housing <a href=\"https:\/\/www.zillow.com\/research\/fair-housing-act-14730\/\" target=\"_blank\" rel=\"noreferrer noopener\">Act<\/a> barred <a href=\"https:\/\/www.hud.gov\/program_offices\/fair_housing_equal_opp\/fair_housing_act_overview\" target=\"_blank\" rel=\"noreferrer noopener\">discriminatory<\/a> <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/RL\/95-710\/23\" target=\"_blank\" rel=\"noreferrer noopener\">practices<\/a> regarding housing. In 2015, the then president decided to create some new <a href=\"https:\/\/www.cnn.com\/2015\/07\/08\/politics\/fair-housing-rules-obama-administration\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">rules<\/a> to &#8220;combat segregation and wide-spread discrimination in neighborhoods&#8221;. Basically, these rules began surveillance of housing to identify &#8220;patterns of integration and segregation, racially and ethnically concentrated areas of poverty, disproportionate housing needs, and disparities in access to opportunity.&#8221; In 2020, President Trump <a href=\"https:\/\/www.nationalreview.com\/corner\/trump-ends-affh\/\" target=\"_blank\" rel=\"noreferrer noopener\">rescinded<\/a> this rule. As soon as the current <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/04\/11\/statement-from-president-joe-biden-on-the-55th-anniversary-of-the-fair-housing-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">administration<\/a> came into office, the rule was reinstated and the Department of Housing and Urban Development (HUD) <a href=\"https:\/\/www.nahb.org\/blog\/2021\/06\/HUD-Moves-to-Reinstate-Affirmatively-Furthering-Fair-Housing-Rule\" target=\"_blank\" rel=\"noreferrer noopener\">reinstated<\/a> it in 2021. This brings the requirement of ensuring cities have a blend of housing that meets the needs of all, including workforce <a href=\"https:\/\/www.ktvb.com\/article\/news\/local\/growing-idaho\/city-of-boise-affordable-housing-how-affordable-is-it-zoning-code-rewrite\/277-e25d93c1-22d3-4d6e-b873-d3424f431f1a\" target=\"_blank\" rel=\"noreferrer noopener\">housing<\/a> for the influx of migrants. None of these rules fall under any congressional law.<\/p>\n\n\n\n<p>The theory: It isn&#8217;t perceived as fair that lower income populations are not allowed to live in wealthier areas. Single family homes are hoarded by the wealthy so development in those areas should be <a href=\"https:\/\/bcacha.org\/programs\/subsidized-housing\/\" target=\"_blank\" rel=\"noreferrer noopener\">mixed<\/a> with lower <a href=\"https:\/\/realestate.usnews.com\/real-estate\/articles\/what-is-affordable-housing\" target=\"_blank\" rel=\"noreferrer noopener\">income<\/a> populations, and minority integration for inclusion, equity, and social justice.<\/p>\n\n\n\n<p>Tucked inside this debacle was the idea of loosening zoning <a href=\"https:\/\/thehill.com\/opinion\/civil-rights\/468060-freer-housing-is-fairer-housing-hud-should-tie-funding-to-looser-zoning\/\" target=\"_blank\" rel=\"noreferrer noopener\">regulations<\/a> to increase housing availability. Like any other fad, or agenda in this case, the idea <a href=\"https:\/\/www.bdcnetwork.com\/performance-based-zoning-us-cities-starting-loosen-zoning-regulations\" target=\"_blank\" rel=\"noreferrer noopener\">flourished<\/a> and has already been executed in places such as <a href=\"https:\/\/heatondainard.com\/market-updates\/seattle-is-upzoning-what-that-means-for-investors\/\" target=\"_blank\" rel=\"noreferrer noopener\">Seattle<\/a>, New <a href=\"https:\/\/www.planetizen.com\/news\/2020\/11\/111072-five-more-affluent-nyc-neighborhoods-upzone\" target=\"_blank\" rel=\"noreferrer noopener\">York<\/a>, and <a href=\"https:\/\/www.planetizen.com\/news\/2021\/09\/114735-bend-first-comply-oregons-statewide-upzoning-law\" target=\"_blank\" rel=\"noreferrer noopener\">Oregon<\/a> in spite of <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/01944363.2020.1852101?journalCode=rjpa20\" target=\"_blank\" rel=\"noreferrer noopener\">evidence<\/a> that it does <a href=\"https:\/\/www.planetizen.com\/news\/2020\/01\/108223-upzoning-and-affordability-explained\" target=\"_blank\" rel=\"noreferrer noopener\">not<\/a> increase <a href=\"https:\/\/www.villagepreservation.org\/campaign-update\/more-evidence-that-upzoning-makes-new-york-less-affordable-not-more-and-the-reality-deniers\/\" target=\"_blank\" rel=\"noreferrer noopener\">affordability<\/a>. There is also the <a href=\"https:\/\/commonedge.org\/new-york-city-promises-affordability-through-rezoning-but-delivers-gentrification\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue<\/a> of <a href=\"https:\/\/www.planetizen.com\/definition\/gentrification\" target=\"_blank\" rel=\"noreferrer noopener\">gentrification<\/a>, which is the <a href=\"https:\/\/www.merriam-webster.com\/dictionary\/gentrification\" target=\"_blank\" rel=\"noreferrer noopener\">influx<\/a> of the wealthy &#8220;white&#8221; into poor <a href=\"https:\/\/www.youtube.com\/watch?v=cEsC5hNfPU4\" target=\"_blank\" rel=\"noreferrer noopener\">areas<\/a> to renovate homes or businesses, increasing property values, but not housing <a href=\"https:\/\/www.planetizen.com\/news\/2020\/01\/108223-upzoning-and-affordability-explained\" target=\"_blank\" rel=\"noreferrer noopener\">supply<\/a>.<\/p>\n\n\n\n<p>This whole agenda is a rehash for high density, compact, and <a href=\"https:\/\/www.fortunebuilders.com\/mixed-use-developments-on-the-rise\/\" target=\"_blank\" rel=\"noreferrer noopener\">mixed-use<\/a> housing, but now it is invading private property <a href=\"https:\/\/americanpolicy.org\/2019\/03\/07\/the-growing-assault-on-private-property-are-single-family-homes-racist\/\" target=\"_blank\" rel=\"noreferrer noopener\">rights<\/a>, based on the fallacy of <a href=\"https:\/\/rpa.org\/latest\/lab\/rezoning-soho-next-five-neighborhoods\" target=\"_blank\" rel=\"noreferrer noopener\">racism<\/a> while pursuing social justice and social engineering objectives. How will a neighbor&#8217;s decision to build an ADU affect your property value? Or having a ten story high rise apartment complex built next to your single family lot? This Brookings <a href=\"https:\/\/www.brookings.edu\/blog\/how-we-rise\/2021\/07\/15\/the-double-edged-sword-of-upzoning\/\" target=\"_blank\" rel=\"noreferrer noopener\">article<\/a> covers some upzoning issues. It is also a step closer to the 15 minute city <a href=\"https:\/\/www.dw.com\/en\/15-minute-cities-what-are-they-and-how-do-they-work\/a-64907776\" target=\"_blank\" rel=\"noreferrer noopener\">concept<\/a>.<\/p>\n\n\n\n<p>Housing and the homeless have been a <a href=\"https:\/\/issuu.com\/idahome\/docs\/idahome_volume_3_issue_5_for_issuu\/s\/14565077\" target=\"_blank\" rel=\"noreferrer noopener\">focus<\/a> of Boise Mayor Lauren <a href=\"https:\/\/www.cityofboise.org\/Departments\/Mayor\/\" target=\"_blank\" rel=\"noreferrer noopener\">McLean<\/a>. The most current <a href=\"https:\/\/wtlocal.com\/2023\/06\/how-many-homeless-people-are-in-boise-ada-county-new-data-has-been-published\/\" target=\"_blank\" rel=\"noreferrer noopener\">data<\/a> shows there are 687 people &#8220;without housing&#8221; in Boise, 101 of those without shelter. She supports the notion of preventing <a href=\"https:\/\/www.kivitv.com\/news\/boise-mayor-mclean-talks-climate-action-police-funding-and-preventing-homelessness-after-state-of-the-city-address\" target=\"_blank\" rel=\"noreferrer noopener\">eviction<\/a>, paying people&#8217;s rent, and &#8220;increasing affordable units&#8221;. In <a href=\"https:\/\/www.usich.gov\/news\/baltimore-boise-vermont-join-house-america-to-address-homelessness-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">2022<\/a>, McLean <a href=\"https:\/\/www.ktvb.com\/article\/news\/local\/growing-idaho\/boise-joins-house-america-initiative\/277-2514dcab-16d2-4096-85ad-655c99df058a\" target=\"_blank\" rel=\"noreferrer noopener\">joined<\/a> House <a href=\"https:\/\/www.usich.gov\/news\/usich-hud-launchhouse-americainitiative-to-address-homelessness-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">America<\/a> with other <a href=\"https:\/\/www.hud.gov\/house_america\/partners\" target=\"_blank\" rel=\"noreferrer noopener\">mayors<\/a>, in exchange for <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-20\/biden-and-hud-launch-moonshot-bid-to-beat-homelessness\" target=\"_blank\" rel=\"noreferrer noopener\">federal<\/a> goodies to create more housing that feeds right into the <a href=\"https:\/\/www.houseamericafinancial.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">mortgage<\/a> industry, and may bring an opportunity to pursue more money for <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/03\/09\/fact-sheet-president-bidens-budget-lowers-housing-costs-and-expands-access-to-affordable-rent-and-home-ownership\/\" target=\"_blank\" rel=\"noreferrer noopener\">spending<\/a> on her pet <a href=\"https:\/\/www.hud.gov\/press\/press_releases_media_advisories\/hud_no_23_013\" target=\"_blank\" rel=\"noreferrer noopener\">project<\/a> as she <a href=\"https:\/\/www.boisestatepublicradio.org\/news\/2022-05-19\/lauren-mclean-outlines-spending-plans-and-priorities-in-2022-state-of-the-city-address\" target=\"_blank\" rel=\"noreferrer noopener\">already<\/a> has.<\/p>\n\n\n\n<p>While background <a href=\"https:\/\/ballotpedia.org\/Lauren_McLean\" target=\"_blank\" rel=\"noreferrer noopener\">information<\/a> on Ms. McLean is fluffy and Boise oriented, and she preaches her love of Boise ad nauseam, the truth is she is far more involved in activities and groups that are distant from Boise, and Idaho for that matter.<\/p>\n\n\n\n<p>Along with Rep. Ilana <a href=\"https:\/\/newdealleaders.org\/leader\/ilana-rubel\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rubel<\/a> and many national <a href=\"https:\/\/newdealleaders.org\/leader\/\" target=\"_blank\" rel=\"noreferrer noopener\">figures<\/a> with whom she can <a href=\"https:\/\/newdealleaders.org\/leader\/\" target=\"_blank\" rel=\"noreferrer noopener\">hobnob<\/a>, Ms. McLean is one of the NewDEAL <a href=\"https:\/\/newdealleaders.org\/leader\/lauren-mclean\/\" target=\"_blank\" rel=\"noreferrer noopener\">leaders<\/a>, &#8220;who are pro-growth <a href=\"https:\/\/newdealleaders.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">progressives<\/a>&#8221; that are just full of <a href=\"https:\/\/newdealleaders.org\/ideas\/\" target=\"_blank\" rel=\"noreferrer noopener\">ideas<\/a>. The Mayors Institute on City Design (<a href=\"https:\/\/www.micd.org\/testimonial\/lauren-mclean-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener\">MICD<\/a>), &#8220;a leadership <a href=\"https:\/\/www.micd.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">initiative<\/a> of the National Endowment for the Arts&#8221;, guides Ms. McLean towards <a href=\"https:\/\/www.micd.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">transforming<\/a> Boise towards big city <a href=\"https:\/\/www.micd.org\/projects\/\" target=\"_blank\" rel=\"noreferrer noopener\">projects<\/a>. The American Council of Young Political Leaders (<a href=\"https:\/\/www.acypl.org\/who-we-are\/our-story\/\" target=\"_blank\" rel=\"noreferrer noopener\">ACYPL<\/a>) gives Ms. McLean an <a href=\"https:\/\/www.acypl.org\/us-china-15-lauren-mclean-in-hutong\/\" target=\"_blank\" rel=\"noreferrer noopener\">opportunity<\/a> to learn about China for a global perspective. Wonder if she understands &#8220;the people who gave their lives for China&#8221; were actually <a href=\"https:\/\/www.britannica.com\/event\/Tiananmen-Square-incident\" target=\"_blank\" rel=\"noreferrer noopener\">murdered<\/a> along with many, many <a href=\"https:\/\/www.independent.co.uk\/arts-entertainment\/books\/news\/maos-great-leap-forward-killed-45-million-in-four-years-2081630.html\" target=\"_blank\" rel=\"noreferrer noopener\">others<\/a>. As a Notre Dame <a href=\"https:\/\/giving.nd.edu\/stories\/lauren-mclean-then-now-stories-of-notre-dame-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">graduate<\/a>, she is gutting the very place she believes is &#8220;so special&#8221;.&nbsp;<\/p>\n\n\n\n<p>Having a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Lauren_McLean\" target=\"_blank\" rel=\"noreferrer noopener\">degree<\/a> in environmental policy, Ms. McLean is very much an environmentalist, being <a href=\"https:\/\/www.cityofboise.org\/departments\/mayor\/about-the-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener\">responsible<\/a> for building a wall of no growth around Boise so the city can be more compacted and congested with people. She also supports the America the <a href=\"https:\/\/www.whitehouse.gov\/ceq\/news-updates\/2021\/05\/06\/biden-harris-administration-outlines-america-the-beautiful-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Beautiful<\/a> 30&#215;30 <a href=\"https:\/\/www.nature.org\/en-us\/magazine\/magazine-articles\/30x30-wyss-foundation-interview\/\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>, to conserve 30% of land by 2030. In this <a href=\"https:\/\/www.washingtonpost.com\/washington-post-live\/2023\/01\/19\/transcript-this-is-climate-our-land-oceans\/\" target=\"_blank\" rel=\"noreferrer noopener\">interview<\/a>, she discusses how she has moved Boise towards that goal by planting trees, having full support of residents, and fluffing over the source of her climate objectives.&nbsp;<\/p>\n\n\n\n<p>But, she ain&#8217;t telling the whole story of what she is really doing.<\/p>\n\n\n\n<p>America Is All <a href=\"https:\/\/www.americaisallin.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">In<\/a>,&nbsp;led by Michael Bloomberg as appointed by the United Nations Special Envoy on Climate Ambition and <a href=\"https:\/\/press.un.org\/en\/2021\/sga2019.doc.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Solutions<\/a>, is an organization that supports climate <a href=\"https:\/\/www.americaisallin.com\/about\" target=\"_blank\" rel=\"noreferrer noopener\">action<\/a>, and in which Ms. McLean <a href=\"https:\/\/www.americaisallin.com\/node\/230\" target=\"_blank\" rel=\"noreferrer noopener\">belongs<\/a>. She has set a <a href=\"https:\/\/www.boisestatepublicradio.org\/news\/2022-05-19\/lauren-mclean-outlines-spending-plans-and-priorities-in-2022-state-of-the-city-address\" target=\"_blank\" rel=\"noreferrer noopener\">target<\/a> for city government to be carbon neutral by 2035, and the community with a <a href=\"https:\/\/www.cityofboise.org\/news\/mayor\/2021\/june\/city-of-boise-approves-bold-new-climate-goal-carbon-neutral-by-2050\/\" target=\"_blank\" rel=\"noreferrer noopener\">target<\/a> of 2050.&nbsp;<\/p>\n\n\n\n<p>The Global Covenant of <a href=\"https:\/\/www.globalcovenantofmayors.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mayors<\/a> for Climate &amp; Energy (GCoM) &#8220;share a long-term vision to combat climate change&#8221;. A regional partner with this organization is the Climate <a href=\"https:\/\/www.globalcovenantofmayors.org\/region\/usa\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mayors<\/a> of which Ms. McLean is a <a href=\"https:\/\/climatemayors.org\/climate-mayors-urge-congressional-leadership-to-advance-a-green-and-equitable-recovery-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">member<\/a> and participant. As part of the Climate Mayors, she <a href=\"https:\/\/climatemayors.org\/actions-paris-climate-agreement\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a> a <a href=\"https:\/\/climatemayors.org\/wp-content\/uploads\/2020\/07\/FINAL-Climate-Mayors_Congressional-Letter_07.22.20-copy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> committing to &#8220;adopt, honor and uphold Paris Climate Agreement goals&#8221; and was recently <a href=\"https:\/\/climatemayors.org\/climate-mayors-network-announces-new-steering-committee-members-to-strengthen-city-climate-action\/\" target=\"_blank\" rel=\"noreferrer noopener\">assigned<\/a> to a steering committee to &#8220;strengthen city climate action&#8221;. As a side note, GCoM is a <a href=\"https:\/\/www.weforum.org\/organizations\/global-covenant-of-mayors\" target=\"_blank\" rel=\"noreferrer noopener\">participant<\/a> with the World Economic Forum (WEF). Being carbon <a href=\"https:\/\/www.weforum.org\/agenda\/2018\/06\/the-world-will-be-carbon-neutral-by-2050-but-at-what-cost\/\" target=\"_blank\" rel=\"noreferrer noopener\">neutral<\/a> by 2050 is a WEF <a href=\"https:\/\/www.weforum.org\/impact\/net-zero-carbon-future-for-cities\/\" target=\"_blank\" rel=\"noreferrer noopener\">goal<\/a>, and her &#8220;100% &#8220;clean&#8221; energy by 2030&#8243; <a href=\"https:\/\/www.boisestatepublicradio.org\/news\/2022-05-19\/lauren-mclean-outlines-spending-plans-and-priorities-in-2022-state-of-the-city-address\" target=\"_blank\" rel=\"noreferrer noopener\">goal<\/a> also belongs to the <a href=\"https:\/\/www.weforum.org\/impact\/net-zero-carbon-future-for-cities\/\" target=\"_blank\" rel=\"noreferrer noopener\">WEF<\/a>. Her upzoning plan comes straight out of the objectives in the United Nations Sustainable Development <a href=\"https:\/\/populationeducation.org\/what-is-upzoning-and-why-does-it-matter-for-progress-on-sdgs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Goals<\/a>, while the WEF sees ADUs as one way to <a href=\"https:\/\/www.weforum.org\/agenda\/2023\/06\/adu-accessory-dwelling-units-us-housing-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">alleviate<\/a> the housing crisis. Her playbook for WEF housing begins on <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Making_Affordable_Housing_A_Reality_In_Cities_report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">page<\/a> 18.<\/p>\n\n\n\n<p>Another GCoM <a href=\"https:\/\/www.globalcovenantofmayors.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">partner<\/a> is C40 <a href=\"https:\/\/www.c40.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cities<\/a> which has an Urban <a href=\"https:\/\/www.c40.org\/what-we-do\/scaling-up-climate-action\/urban-planning\/\" target=\"_blank\" rel=\"noreferrer noopener\">Planning<\/a> agenda for reducing greenhouse gas emissions that promotes development in transit-oriented locations with an emphasis on affordable housing, and works toward a model of compact communities and 15 minute cities. Along with Climate Mayors they have a <a href=\"https:\/\/climatemayors.org\/climate-mayors-and-c40-cities-provide-u-s-cities-with-guidebook-to-implement-historic-inflation-reduction-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">guidebook<\/a> on how to spend money for these climate actions.<\/p>\n\n\n\n<p>In an effort to appear loyal to America, Ms. McLean is a <a href=\"https:\/\/www.usmayors.org\/mayors\/meet-the-mayors\" target=\"_blank\" rel=\"noreferrer noopener\">member<\/a> of the United States Conference of <a href=\"https:\/\/www.usmayors.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mayors<\/a>, where she can bring information back from the global elite to contaminate the minds of other mayors under its Alliance for a Sustainable <a href=\"https:\/\/www.usmayors.org\/programs\/alliance-for-a-sustainable-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">Future<\/a>, climate <a href=\"https:\/\/www.usmayors.org\/programs\/mayors-climate-protection-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">program<\/a>, and <a href=\"https:\/\/www.micd.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">MICD<\/a> in which she is <a href=\"https:\/\/www.micd.org\/testimonial\/lauren-mclean-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener\">involved<\/a>.<\/p>\n\n\n\n<p>Ms. McLean&#8217;s agenda and associations with deep <a href=\"https:\/\/issueone.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">pockets<\/a> doesn&#8217;t go <a href=\"https:\/\/www.actionidaho.org\/post\/boise-mayor-lauren-mclean-builds-an-ultra-woke-admin-team\" target=\"_blank\" rel=\"noreferrer noopener\">unnoticed<\/a> by those paying <a href=\"https:\/\/idahofreedom.org\/mayor-lauren-mclean-the-dark-money-queen-boise\/\" target=\"_blank\" rel=\"noreferrer noopener\">attention<\/a>. As a <a href=\"https:\/\/www.c-span.org\/video\/?c4900425\/user-clip-boise-mayor-lauren-mclean-dnc-2020\" target=\"_blank\" rel=\"noreferrer noopener\">Democrat<\/a> she has no qualms about using taxpayer money to grow the <a href=\"https:\/\/totallyboise.com\/Local-Stories\/ArticleID\/513\/Boise-is-Taking-Bold-Steps-to-Address-Climate-Change-Mayor-McLean-Announces-a-Climate-Action-Division\" target=\"_blank\" rel=\"noreferrer noopener\">government<\/a> for her agenda and &#8220;transform&#8221; it <a href=\"https:\/\/www.foxnews.com\/us\/abortion-sex-ed-boise-democrat-mayor-conservatives\" target=\"_blank\" rel=\"noreferrer noopener\">into<\/a> being more <a href=\"https:\/\/www.cityofboise.org\/media\/9915\/transitionreport-equitablecity-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">equitable<\/a>. For sure, she is using the WEF <a href=\"https:\/\/www.weforum.org\/press\/2021\/10\/from-climate-pledges-to-action-new-principles-provide-roadmap-for-net-zero-buildings\/\" target=\"_blank\" rel=\"noreferrer noopener\">roadmap<\/a> for Boise&#8217;s climate action <a href=\"https:\/\/boisedev.com\/news\/2021\/06\/16\/boise-city-council-climate-action-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>. The WEF vision is her <a href=\"https:\/\/news.yahoo.com\/where-boise-headed-mayor-lauren-100000069.html\" target=\"_blank\" rel=\"noreferrer noopener\">vision<\/a>, and mission.<\/p>\n\n\n\n<p>That&#8217;s right, Ms. McLean is taking Boise down the <a href=\"https:\/\/www.weforum.org\/impact\/smart-cities-governance-alliance\/\" target=\"_blank\" rel=\"noreferrer noopener\">WEF<\/a> Great Reset <a href=\"https:\/\/www.weforum.org\/agenda\/2020\/06\/lgbt-inclusion-cities-post-covid-reset-recovery\/\" target=\"_blank\" rel=\"noreferrer noopener\">path<\/a> that will end up being a smart <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Governing_Smart_Cities_2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">city<\/a> or a 15 minute city <a href=\"https:\/\/www.theurbanist.org\/2020\/09\/18\/seattles-quest-to-become-a-15-minute-city\/\" target=\"_blank\" rel=\"noreferrer noopener\">design<\/a>. There will be no escape as <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/04\/12-best-ways-to-get-cars-out-of-cities-ranked-by-new-research\/\" target=\"_blank\" rel=\"noreferrer noopener\">cars<\/a> will no longer be available for escaping. Thanks to Ms. McLean, representing Boise citizens, and how they want their city to look and progress, has been taken over by outside organizations. Ms. McLean is bringing all of the WEF <a href=\"https:\/\/en.wikipedia.org\/wiki\/Miasma_(Greek_mythology)\" target=\"_blank\" rel=\"noreferrer noopener\">miasma<\/a> and totalitarian objectives to Boise citizens that will also have an impact on surrounding cities. The goal has always been to infiltrate local <a href=\"https:\/\/thenewamerican.com\/exposing-un-agenda-21-sustainable-development-at-the-local-level\/\" target=\"_blank\" rel=\"noreferrer noopener\">governments<\/a> with Agenda 21 <a href=\"https:\/\/sustainabledevelopment.un.org\/content\/documents\/commitments\/818_11195_commitment_ROADMAP%20LOCALIZING%20SDGS.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">objectives<\/a>, and this is how the Great <a href=\"https:\/\/www.weforum.org\/agenda\/2020\/06\/now-is-the-time-for-a-great-reset\/\" target=\"_blank\" rel=\"noreferrer noopener\">Reset<\/a> gets integrated at a local level.
