{"id":11161,"date":"2021-10-21T12:00:00","date_gmt":"2021-10-21T18:00:00","guid":{"rendered":"https:\/\/gemstatepatriot.com\/blog\/?p=11161"},"modified":"2024-09-23T23:21:44","modified_gmt":"2024-09-24T05:21:44","slug":"the-enemys-new-strategy","status":"publish","type":"post","link":"https:\/\/gemstatepatriot.com\/blog\/the-enemys-new-strategy\/","title":{"rendered":"The Enemy&#8217;s New Strategy"},"content":{"rendered":"\n<p>Similar to Germans infiltrating American lines during WWII, private property owners are being targeted with renewed tactics to manipulate and bribe them into accepting and practicing conservation goals outlined in the current administration&#8217;s non-authorized 30&#215;30&nbsp;<a href=\"https:\/\/www.nrdc.org\/experts\/helen-oshea\/biden-administration-lays-out-30x30-vision-conserve-nature\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>.&nbsp; In fact, behind the scenes groups have been working on this for some time.&nbsp; As a Republic, we have a form of government where elected officials are responsible and accountable to listen to the constituents who elected them.&nbsp; It is time to stop the government infiltration by these groups, bring elected officials back into line, and use our Republic to incapacitate these new tactics.<\/p>\n\n\n\n<p>For several years non-governmental organizations (NGO) have recognized their&nbsp;<a href=\"https:\/\/www.dailycamera.com\/2019\/05\/25\/lesli-allison-wildlife-migration-working-lands-colorado\/\" target=\"_blank\" rel=\"noreferrer noopener\">failings<\/a>&nbsp;in trying to flaunt their elite intelligence onto the masses, instead alienating them.&nbsp; The new tactic is &#8220;<a href=\"https:\/\/thehill.com\/opinion\/energy-environment\/448919-conserving-wildlife-migrations-starts-with-listening-to-landowners?fbclid=IwAR2bmwMWUe8z-8FCYPRQnb-Ip11ibUm6M15TT-9gIEDZX192YFg8WnGiu2k\" target=\"_blank\" rel=\"noreferrer noopener\">listening<\/a>&#8221; to landowners, to engage them to join hands.&nbsp; In this&nbsp;<a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/2021\/01\/A-Strategy-for-Montana-Wildlife-Corridors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;one such failure is discussed by blaming the &#8220;crazy people&#8221; for protecting their community, then deciding new messaging was needed by using people the community &#8220;trusts&#8221; to deliver the message.&nbsp; The hidden agenda doesn&#8217;t change however.&nbsp; With 30&#215;30 the&nbsp;<a href=\"https:\/\/www.nrdc.org\/experts\/helen-oshea\/biden-administration-lays-out-30x30-vision-conserve-nature\" target=\"_blank\" rel=\"noreferrer noopener\">objective<\/a>&nbsp;is to now &#8220;Honor Private Property Rights&#8221;, Support the Voluntary Stewardship Efforts of Private Landowners&#8221;, and &#8220;Support Locally Led and Locally Designed Conservation Efforts&#8221;.&nbsp;<\/p>\n\n\n\n<p>The Property and Environment Research Center (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.perc.org\/about-us\/what-we-do\/\" target=\"_blank\">PERC<\/a>) is a free\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Property_and_Environment_Research_Center\" target=\"_blank\">market<\/a>\u00a0environmentalism think\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Free-market_environmentalism\" target=\"_blank\">tank<\/a>\u00a0with the absurd\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.perc.org\/about-us\/what-we-do\/free-market-environmentalism-2\/\" target=\"_blank\">notion<\/a>\u00a0that it will\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=f5ZVPpLJ4Ws\" target=\"_blank\">protect<\/a>\u00a0property rights while working with governments and NGOs on\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=f5ZVPpLJ4Ws\" target=\"_blank\">policy<\/a>.\u00a0 Hmmm, isn&#8217;t protection of property rights in the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/tenthamendmentcenter.com\/2011\/04\/04\/the-constitution-and-property-rights\/\" target=\"_blank\">Constitution<\/a>\u00a0and by law? What it really means is that they are targeting private property owners to engage, that is manipulate, bribe and in some cases threaten, to buy into their ludicrous plan for those owners to conserve their own land.\u00a0 As always, there will be an economic cost to either the property owner or the taxpayer.\u00a0 This ruse is really a manipulated variation on conservation\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/nationalcenter.org\/ncppr\/2008\/05\/01\/conservation-easements-the-good-the-bad-and-the-ugly-by-dana-joel-gattuso\/\" target=\"_blank\">easements<\/a>\u00a0that stop land development in perpetuity, while\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.azbackroads.com\/around-the-west\/american-stewards-conservation-easements-are-big-business\/#!\" target=\"_blank\">expanding<\/a>\u00a0the opportunity for the wealthy to make money.\u00a0<\/p>\n\n\n\n<p>But, let&#8217;s get down to the dirt.&nbsp;&nbsp;<a href=\"https:\/\/thehill.com\/opinion\/energy-environment\/448919-conserving-wildlife-migrations-starts-with-listening-to-landowners?fbclid=IwAR2bmwMWUe8z-8FCYPRQnb-Ip11ibUm6M15TT-9gIEDZX192YFg8WnGiu2k\" target=\"_blank\" rel=\"noreferrer noopener\">PERC<\/a>&nbsp;and other NGOs developed a way in which to &#8220;listen&#8221; and empathize with private land owners, one such case was in&nbsp;<a href=\"https:\/\/largelandscapes.org\/wp-content\/uploads\/2021\/01\/A-Strategy-for-Montana-Wildlife-Corridors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Wyoming<\/a>.&nbsp; The focus has shifted from safety issues to an &#8220;opportunity&#8221; issue for &#8220;conserving&#8221; beloved wildlife and land.&nbsp; In gaining that trust and acceptance, the perpetrators then have the opportunity to present their &#8220;free&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=f5ZVPpLJ4Ws\" target=\"_blank\" rel=\"noreferrer noopener\">market<\/a>&#8221; solutions.&nbsp; In reality, this is all a devised scam to engage land owners into the America the&nbsp;<a href=\"https:\/\/www.doi.gov\/pressreleases\/biden-harris-administration-outlines-america-beautiful-initiative\" target=\"_blank\" rel=\"noreferrer noopener\">Beautiful<\/a>&nbsp;30&#215;30&nbsp;<a href=\"https:\/\/farm.unl.edu\/policy-legal-finance\/president-biden%E2%80%99s-30x30-plan-conserving-and-restoring-america-beautiful\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>, expanding land protection to 30% by 2030.&nbsp; The addition of private property to this conservation total is the goal, while also stopping any development and landowners in migration&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=XiHOkYcZjKg\" target=\"_blank\" rel=\"noreferrer noopener\">corridors<\/a>&nbsp;are a particular target.<\/p>\n\n\n\n<p>Right now Paradise&nbsp;<a href=\"https:\/\/www.perc.org\/wp-content\/uploads\/2020\/07\/Elk-In-Paradise.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Valley<\/a>&nbsp;in Montana is the target but it is a framework that could certainly be used in Idaho.&nbsp; After citizens were carefully surveyed several recommendations were crafted for new messaging and buy in tactics.<\/p>\n\n\n\n<p><strong>Landowner Coordination and Outreach<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Establish a Paradise Valley Working Lands Group (This is a rebranding of the&nbsp;<a href=\"https:\/\/www.fs.usda.gov\/sites\/default\/files\/fs_media\/fs_document\/UnderstandingCollaboration%20v5.0_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">USFS<\/a>&nbsp;collaboration groups)<\/li><li>Tell the story of ranching and recognize its benefits to community&nbsp;and wildlife (Messaging changed from safety using wildlife vehicle collisions and protection to the more emotional &#8220;we love our wildlife&#8221;)<\/li><li>Engage landowners as full shareholders in wildlife management decisions (With strings attached, pull landowners in personally with a relationship, acknowledge their struggles, empathize and complement their love of the land and wildlife.&nbsp; This particular&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=XiHOkYcZjKg\" target=\"_blank\" rel=\"noreferrer noopener\">video<\/a>&nbsp;provides a picture of how hard ranch life is with Elk invasion and disease such as&nbsp;<a href=\"https:\/\/agri.idaho.gov\/main\/animals\/cattle\/cattle-disease\/brucellosis\/\" target=\"_blank\" rel=\"noreferrer noopener\">brucellosis<\/a>&nbsp;and how free market solutions can provide the answers)<\/li><li><em>Change the message and the messenger<\/em>&nbsp; (A study found that landowners did not trust NGOs but trusted the feds which is questionable)<\/li><\/ul>\n\n\n\n<p><strong>Financial Incentives<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Work to develop a brucellosis risk-transfer tool (Probably something like&nbsp;<a href=\"https:\/\/www.cdc.gov\/brucellosis\/exposure\/hunters.html\" target=\"_blank\" rel=\"noreferrer noopener\">this<\/a>)<\/li><li>Enter into wildlife-use agreements, or \u201celk rents\u201d (<a href=\"https:\/\/www.perc.org\/wp-content\/uploads\/2020\/07\/Elk-In-Paradise.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pg 32<\/a>, notice this can involve fee-simple&nbsp;<a href=\"https:\/\/www.yasminstumplaw.com\/difference-taking-easement-fee-simple\/\" target=\"_blank\" rel=\"noreferrer noopener\">purchase<\/a>&nbsp;and<br>easements which an NGO or land trust would be more than happy to&nbsp;<a href=\"https:\/\/www.lawinsider.com\/clause\/terms-of-easements-fee-simple-purchase-western-reserve-land-conservancy-will-hold-conservation-easements-on-both-project-sites\" target=\"_blank\" rel=\"noreferrer noopener\">hold<\/a>&nbsp;but are actually a mechanism to put land into conservation for no development)<\/li><li>Establish an elk compensation&nbsp;<a href=\"https:\/\/www.perc.org\/2020\/07\/16\/elk-in-paradise-conserving-migratory-wildlife-working-lands-montana\/\" target=\"_blank\" rel=\"noreferrer noopener\">fund<\/a>&nbsp; (Which&nbsp;<a href=\"https:\/\/idfg.idaho.gov\/conservation\/big-game-depredation\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>&nbsp;already does without the conservation strings)<\/li><li>Offer priority or transferable hunting tags to landowners who provide&nbsp;wildlife habitat (If not, no tags)<\/li><li>Develop new funding sources to support wildlife conservation on&nbsp;working lands (pay the landowner to do something they are already doing with the price tag of no development)<\/li><li>Increase the amount of private lands available for public access&nbsp;through negotiation (Access on private land with permission already&nbsp;<a href=\"https:\/\/idfg.idaho.gov\/press\/crossing-through-private-land-access-public-land-big-game-hunting-privilege-not-right\" target=\"_blank\" rel=\"noreferrer noopener\">exists<\/a>, but this ruse would involve conservation requirements)<\/li><\/ul>\n\n\n\n<p><strong>Research and Technical Assistance<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Engage MSU Extension, FWP, and others in generating applied research,&nbsp;citizen science, and best practices that help landowners live with wildlife (Under the false assumption that landowners currently don&#8217;t know how to live with wildlife)<\/li><li>Integrate landowners\u2019 knowledge or citizen science into research and data<\/li><li>Provide regulatory and management flexibility<\/li><\/ul>\n\n\n\n<p>For hunters, there are also some &#8220;tools&#8221; that will help conservation, how is unclear.&nbsp; Transferable&nbsp;<a href=\"https:\/\/www.perc.org\/2021\/09\/29\/transferable-landowner-hunting-tags-have-potential\/\" target=\"_blank\" rel=\"noreferrer noopener\">landowner<\/a>&nbsp;hunting tags somehow helps&nbsp;<a href=\"https:\/\/www.perc.org\/2021\/09\/20\/transferable-hunting-permit-programs-can-be-a-vital-tool-for-conservation\/\" target=\"_blank\" rel=\"noreferrer noopener\">conservation<\/a>&nbsp;but there are catches.&nbsp; Landowners would be&nbsp;<em>required to steward their land in a certain way to qualify for permits with those property conditions tied to the number of permits given, and the landowner would be required to align with State Wildlife Action Plans (<a href=\"https:\/\/idfg.idaho.gov\/swap\" target=\"_blank\" rel=\"noreferrer noopener\">SWAP<\/a>).<\/em>&nbsp; Imagine that, a private property owner managing their land under state program requirements.&nbsp; No freedom there folks.&nbsp; Transferable&nbsp;<a href=\"https:\/\/www.perc.org\/2021\/09\/20\/conserving-wildlife-habitat-with-landowner-hunting-permits\/\" target=\"_blank\" rel=\"noreferrer noopener\">tags<\/a>&nbsp;&#8220;lets landowners tap into the multi-billion-dollar U.S. hunting market&#8221;.&nbsp; One more&nbsp;<a href=\"https:\/\/www.perc.org\/2021\/09\/20\/conserving-wildlife-habitat-with-landowner-hunting-permits\/\" target=\"_blank\" rel=\"noreferrer noopener\">perk<\/a>&nbsp;for private land conservation, giving landowners &#8220;permit vouchers, retaining authority to sell permits within state agencies.&#8221;&nbsp; Here are all the goodies&nbsp;in a&nbsp;<a href=\"https:\/\/www.perc.org\/wp-content\/uploads\/2021\/09\/PERC-PolicyBrief-2PGSUMMARY-HuntingPermits-200812-WEB.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">nutshell<\/a>&nbsp;or the longer&nbsp;<a href=\"https:\/\/www.perc.org\/wp-content\/uploads\/2021\/09\/PERC-PolicyBrief-HuntingPermits-210902-WEB.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">version<\/a>.&nbsp; This change in Elk tag distribution hasn&#8217;t gone over very well in&nbsp;<a href=\"https:\/\/billingsgazette.com\/news\/state-and-regional\/landowner-access-agreements-stir-up-commission-elk-hunters\/article_ac4f5a07-68a6-5e55-bea2-66ff6a67920d.html\" target=\"_blank\" rel=\"noreferrer noopener\">Montana<\/a>. &nbsp;<\/p>\n\n\n\n<p>In this&nbsp;<a href=\"https:\/\/youtu.be\/yURo_FxURzI\" target=\"_blank\" rel=\"noreferrer noopener\">video<\/a>, National Wildlife Federation President &amp; CEO Collin&nbsp;<a href=\"https:\/\/www.nwf.org\/About-Us\/Leadership\/Collin-OMara\" target=\"_blank\" rel=\"noreferrer noopener\">O&#8217;Mara<\/a>; Nature Conservancy Chief External Affairs Officer Lynn&nbsp;<a href=\"https:\/\/www.nature.org\/en-us\/about-us\/who-we-are\/our-people\/lynn-scarlett\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scarlett<\/a>; ConservAmerica Brent&nbsp;<a href=\"https:\/\/www.conservamerica.org\/brent-fewell\" target=\"_blank\" rel=\"noreferrer noopener\">Fewell<\/a>; and PERC CEO Brian&nbsp;<a href=\"https:\/\/www.perc.org\/people\/brian-yablonski\/\" target=\"_blank\" rel=\"noreferrer noopener\">Yablonski<\/a>&nbsp;discuss using private land for conservation to meet the 30&#215;30 goal of 30% of land in conservation by 2030.<\/p>\n\n\n\n<p>In the discussion it is noted that private land owners are typically the best stewards of land and 2\/3 of species rely on that habitat but the focus should be on how land is managed on a large scale, that is no recognition of jurisdictional boundaries.&nbsp; In one haughty opinion, if this land isn&#8217;t counted towards conservation it &#8220;will lead to working lands not working&#8221;.&nbsp; Do these people even listen to themselves?<\/p>\n\n\n\n<p>At least there was some honesty, it was acknowledged that there is concern that without conservation on private land there will be &#8220;more development and fragmentation&#8221;.&nbsp; This is the strongest clue that these proposed conservation &#8220;tools&#8221; include some restricted use in perpetuity, similar to a conservation easement.&nbsp; Property owners must be lead to believe this is an opportunity and connect the environment with economics.&nbsp; A broad portfolio of &#8220;tools&#8221; are needed to entice landowners to participate such as habitat&nbsp;<a href=\"https:\/\/westernlandowners.org\/policy\/habitat-lease\/\" target=\"_blank\" rel=\"noreferrer noopener\">leasing<\/a>, state tax benefits, and using state SWAP plans for&nbsp;<a href=\"https:\/\/idfg.idaho.gov\/species\/taxa\/list\/sgcn\" target=\"_blank\" rel=\"noreferrer noopener\">species<\/a>&nbsp;of greatest conservation need on private land.<\/p>\n\n\n\n<p>Ms. Scarlett spoke to investments in the carbon&nbsp;<a href=\"https:\/\/marketbusinessnews.com\/financial-glossary\/carbon-market\/\" target=\"_blank\" rel=\"noreferrer noopener\">market<\/a>, conserving land for&nbsp;<a href=\"https:\/\/www.usgs.gov\/faqs\/what-carbon-sequestration?qt-news_science_products=0#qt-news_science_products\" target=\"_blank\" rel=\"noreferrer noopener\">sequestration<\/a>, and working with investors for improved water quality.&nbsp; This coming from a woman who works for an outfit that&nbsp;<a href=\"http:\/\/www.thewildlifenews.com\/2010\/11\/19\/nature-conservancy-gets-a-bit-more-protection-for-their-henrys-lake-project\/\" target=\"_blank\" rel=\"noreferrer noopener\">buys<\/a>&nbsp;land to forever put into non-use or&nbsp;<a href=\"https:\/\/www.nature.org\/en-us\/newsroom\/idaho-blm-acquires-cougar-bay-from-tnc\/\" target=\"_blank\" rel=\"noreferrer noopener\">sell<\/a>&nbsp;to the government.<\/p>\n\n\n\n<p>Mr. Yablonski&nbsp;noted they want to &#8220;make sure landowners keep doing what they are doing&#8221; and &#8220;prevent land being switched over to development&#8221;.&nbsp; Ahh, there it is, the truth.&nbsp; So again another clue that landowners engaging in this conservation ruse would lose rights to development.&nbsp; And in his opinion, NGOs should be allowed to bid on oil &amp; gas leasing, not currently allowed, to prevent extraction of any resources and &#8220;they have the money to do that&#8221;.<\/p>\n\n\n\n<p>However, there were several compelling statements in this video.\u00a0 Mr. Yablonski pronounced that private land put into conservation &#8220;will be key to making 30&#215;30 a success&#8221; and &#8220;how those land owners are approached will be a huge deal&#8221;.\u00a0 Ms. Scarlett boldly stated &#8220;We can design the conservation future.&#8221;\u00a0 Mr. O&#8217;Mara identified the need to &#8220;get the next generation on board&#8230;as the baby boomers are dying out&#8221;, and this is a &#8220;regional canvas&#8221; of land for conservation, again ignoring jurisdictional boundaries.\u00a0\u00a0<em>He then admitted that the NWF was &#8220;involved in the discussions&#8221; on 30&#215;30.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"ConservAmerica Webinar Biden&#039;s 30x30 Plan\" width=\"580\" height=\"326\" src=\"https:\/\/www.youtube.com\/embed\/yURo_FxURzI?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The NWF is a&nbsp;<a href=\"https:\/\/www.iucn.org\/about\/members\/iucn-members\" target=\"_blank\" rel=\"noreferrer noopener\">member<\/a>&nbsp;of the International Union for Conservation of Nature which also has the 30&#215;30&nbsp;<a href=\"https:\/\/www.iucn.org\/sites\/dev\/files\/iucn_policy_brief_on_protecting_the_planet_30x30.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">plan<\/a>.&nbsp; Maybe it is the IUCN&nbsp;<a href=\"https:\/\/www.iucn.org\/news\/commission-environmental-economic-and-social-policy\/202003\/encouraging-policy-development-and-best-practices-privately-protected-areas\" target=\"_blank\" rel=\"noreferrer noopener\">playbook<\/a>&nbsp;being used for this scam.<\/p>\n\n\n\n<p>Currently there is no policy on these objectives as PERC is a think tank that sits back and creates these scams; however, a policy wouldn&#8217;t be needed for these groups to take action on some of the recommendations.&nbsp;&nbsp;For landowners with large acreages this will be an incremental loss of land for development and use, potentially putting areas in Idaho perpetual state of conservation.&nbsp; Since these groups are unable to take&nbsp;<a href=\"http:\/\/idahoansagainstagenda21.weebly.com\/articles\/its-about-land-use-restrictions\" target=\"_blank\" rel=\"noreferrer noopener\">land<\/a>&nbsp;for migration corridors and other protections, it will be accomplished through private land ownership.&nbsp;<\/p>\n\n\n\n<p>The working group recommendation will be with private land owners only.&nbsp; But never believe that as partners, the government isn&#8217;t actively working with NGOs and promoting their objectives.&nbsp; Being pulled into government plans is also another mechanism by which property rights will essentially be run by the government as in the case of SWAP.<\/p>\n\n\n\n<p>However, do form a working group of citizens, who live in the county.\u00a0 Create your own development plans for your area and what citizens want for these issues.\u00a0 Develop relationships with both county commissioners and council members, they are accountable to you, not NGOs or the state government.\u00a0 If these elected officials reject citizen input, start a campaign to remove them and find candidates who understand their responsibility to those who elected them.\u00a0 Do not engage with any surveys or enticements with economic goodies.
